Workforce Training: Employed Worker Programs Focus on Business Needs, but Revised Performance Measures Could Improve Access for Some Workers (open access)

Workforce Training: Employed Worker Programs Focus on Business Needs, but Revised Performance Measures Could Improve Access for Some Workers

A letter report issued by the General Accounting Office with an abstract that begins "Although training for employed workers is largely the responsibility of employers and individuals, the Workforce Investment Act (WIA) allowed state and local entities to use federal funds for training employed workers. Similarly, welfare reform legislation created Temporary Assistance for Needy Families (TANF) block grants and gave states greater flexibility to design training services for TANF clients to help them obtain and retain jobs. To better understand how the training needs of employed workers, including low-wage workers, is publicly supported, GAO was asked to determine (1) the extent to which local areas and states provide assistance to train employed workers, including funding training; (2) the focus of such training efforts and the kind of training provided; and (3) when targeting training to low-wage workers, the approaches state and local officials identified to address challenges in training this population."

Hydrothermal injection experiments at the Raft River KGRA, Idaho (open access)

Hydrothermal injection experiments at the Raft River KGRA, Idaho

The optimal development and management of a geothermal resource requires a knowledge of the hydrological characteristics of the reservoir. Reservoir engineering analysis techniques for permeable aquifers have been undergoing development for several decades but little attention has been paid to fracture-dominated systems. A program to test the ability of Huff-Puff tests to help characterize a fracture-dominated reservoir is presented. Several series of these injection (Huff)-backflow (Puff) tests were conducted at the Raft River KGRA in Southern Idaho. These test series are described and preliminary results and interpretations are discussed.

Cost-Effective Integration of Efficient Low-Lift Base Load Cooling Equipment (open access)

Cost-Effective Integration of Efficient Low-Lift Base Load Cooling Equipment

The long-term goal of DOE’s Commercial Buildings Integration subprogram is to develop cost-effective technologies and building practices that will enable the design and construction of net Zero Energy Buildings — commercial buildings that produce as much energy as they use on an annual basis — by 2025. To support this long-term goal, DOE further called for — as part of its FY07 Statement of Needs — the development by 2010 of “five cost-effective design technology option sets using highly efficient component technologies, integrated controls, improved construction practices, streamlined commissioning, maintenance and operating procedures that will make new and existing commercial buildings durable, healthy and safe for occupants.” In response, PNNL proposed and DOE funded a scoping study investigation of one such technology option set, low-lift cooling, that offers potentially exemplary HVAC energy performance relative to ASHRAE Standard 90.1-2004. The primary purpose of the scoping study was to estimate the national technical energy savings potential of this TOS.
