An Anatomy of China's Energy Insecurity and Its Strategies

China’s energy insecurity largely originates from its constrained availability, questionable reliability, and uncertain affordability of its oil supplies. The country’s fast industrialization and urbanization, together with demand for infrastructure and increasing popularity of automobiles, requires a lot of energy, but it consumes energy both intensively and inefficiently, threatening the environmental well-being of China and its neighbors. China’s risk aversion and poor energy policy making system further magnifies its perceptions of the low availability, reliability and affordability of oil imports, which further compounds its sense of energy insecurity. Distrustful of the market, and suspicious of other major energy players in the international market, the Chinese leadership relies on the state-centered approach, or economic nationalism, rather than a market approach to enhance its energy security. However, the country lacks not only an energy policy making system that can make and implement sound energy policies but also an energy market that relies on market prices to allocate energy resources efficiently. As a result of this domestic failure, China has pushed its national flagship companies to undertake a global scavenger hunt for energy while muddling along a messy road of energy reform at home. A letter report issued by the Government Accountability Office with an abstract that begins "Following major welfare reform in 1996, the number of families receiving cash assistance was cut in half to 2 million. While many former recipients now rely more on their earnings, they often work at low-wage jobs with limited benefits and advancement opportunities. To better understand how to help these individuals and their families attain economic self-sufficiency, GAO is reporting on (1) strategies designed to increase income for TANF recipients through employment; (2) the key factors related to implementing and operating such strategies; and (3) actions the Department of Health and Human Services (HHS) has taken to facilitate the use of these strategies. GAO consulted experts to gather information about promising strategies and visited 26 programs."

Modeling of hydrologic conditions and solute movement in processed oil shale waste embankments under simulated climatic conditions. Final report, November 1995

A study is described on the hydrological and geotechnical behavior of an oil shale solid waste. The objective was to obtain information which can be used to assess the environmental impacts of oil shale solid waste disposal in the Green River Basin. The spent shale used in this study was combusted by the Lurgi-Ruhrgas process by Rio Blanco Oil Shale Company, Inc. Laboratory bench-scale testing included index properties, such as grain size distribution and Atterberg limits, and tests for engineering properties including hydraulic conductivity and shear strength. Large-scale tests were conducted on model spent shale waste embankments to evaluate hydrological response, including infiltration, runoff, and seepage. Large-scale tests were conducted at a field site in western Colorado and in the Environmental Simulation Laboratory (ESL)at the University of Wyoming. The ESL tests allowed the investigators to control rainfall and temperature, providing information on the hydrological response of spent shale under simulated severe climatic conditions. All experimental methods, materials, facilities, and instrumentation are described in detail, and results are given and discussed. 34 refs.

Ventures in science status report, Summer 1992

The Ventures in Science summer program is directed towards students who are from underrepresented minority groups in mathematics and science professions. The target group of 40 was drawn from eligible students who will be entering high school freshman in the fall of 1992. 450 students applied. The theme for the summer is Chicago as an Ecosystem. The students are instructed in integrated math and science (2 hours), English/ESL (1 1/2 hrs.), counseling (1 hr.) and, physical education (1 hr.) each day four days a week. Integrated math and science are team taught. Parents are invited to participate in two workshops that will be presented based on their input. Parents may also visit the program at any time and participate in any field trip.

The State Coupled Program has been instrumental in identifying low- and moderate-temperature geothermal resources throughout the nation. In several cases, such as Pagosa Springs, Colorado, development has taken place that would not have occurred without the program. Twenty-two maps depicting geothermal resources have raised the profile of this alternative energy. Numerous reports produced within each state have transferred the data compiled to public and technical audiences.

Geothermal studies at the University of Utah Research Institute

The University of Utah Research Institute (WRI) is a self-supporting corporation organized in December 1972 under the Utah Non-Profit Corporation Association Act. Under its charter, the Institute is separate in its operations and receives no direct financial support from either the University of Utah or the State of Utah. The charter includes provisions for WRI to conduct both public and proprietary scientific work for governmental agencies, academic institutions, private industry, and individuals. WRI is composed of five divisions, shown in Figure 1: the Earth Science Laboratory (ESL), the Environmental Studies Laboratory (EVSL), the Center for Remote Sensing and Cartography (CRSC), the Engineering Technology Laboratory (ETL) and the Atmospheric Physics Laboratory (APL). The Earth Science Laboratory has a staff of geologists, geochemists and geophysicists who have a broad range of experience in geothermal research and field projects as well as in mineral and petroleum exploration. The Environmental Studies Laboratory offers a variety of technical services and research capabilities in the areas of air quality and visibility, acid precipitation, surface and groundwater contamination, and environmentally caused stress in vegetation. Global Spent Fuel Logistics Systems Study (GSFLS). Volume 2. GSFLS visit findings and evaluations. Interim report

This report is a part of the interim report documentation for the Global Spent Fuel Logistics System (GSFLS) study. This report describes a global framework that evaluates spent fuel disposition requirements, influencing factors and strategies. A broad sampling of foreign governmental officials, electric utility spokesmen and nuclear power industry officials responsible for GSFLS policies, plans and programs were surveyed as to their views with respect to national and international GSFLS related considerations. The results of these GSFLS visit findings are presented herein. These findings were then evaluated in terms of technical, institutional and legal/regulatory implications. The GSFLS evaluations, in conjunction with perceived US spent fuel objectives, formed the basis for selecting a set of GSFLS strategies which are reported herein.

Hydrothermal Injection Research Program. Annual progress report, FY 1983

The test program was initiated at the Raft River Geothermal Field in southern Idaho in September of 1982. A series of eight short-term injection and backflow tests followed by a long-term injection test were conducted on one well in the field. Tracers were added during injection and monitored during backflow of the well. The test program was successful, resulting in a unique data set which shows promise as a means to improve understanding of the reservoir characteristics. In December of 1982 an RFP was issued to obtain an industrial partner to obtain follow-on data on the injection/backflow technique in a second field and to study any alternate advanced concepts for injection testing which the industrial community might recommend. Republic Geothermal, Inc. and the East Mesa Geothermal Field were selected for the second test series. Two wells were utilized for testing, and a series of ten tests were conducted in July and August of 1983 aimed principally at further evaluation of the injection/backflow technique. This test program was also successfully completed. Automated Critical PeakPricing Field Tests: 2006 Pilot ProgramDescription and Results

During 2006 Lawrence Berkeley National Laboratory (LBNL) and the Demand Response Research Center (DRRC) performed a technology evaluation for the Pacific Gas and Electric Company (PG&E) Emerging Technologies Programs. This report summarizes the design, deployment, and results from the 2006 Automated Critical Peak Pricing Program (Auto-CPP). The program was designed to evaluate the feasibility of deploying automation systems that allow customers to participate in critical peak pricing (CPP) with a fully-automated response. The 2006 program was in operation during the entire six-month CPP period from May through October. The methodology for this field study included site recruitment, control strategy development, automation system deployment, and evaluation of sites' participation in actual CPP events through the summer of 2006. LBNL recruited sites in PG&E's territory in northern California through contacts from PG&E account managers, conferences, and industry meetings. Each site contact signed a memorandum of understanding with LBNL that outlined the activities needed to participate in the Auto-CPP program. Each facility worked with LBNL to select and implement control strategies for demand response and developed automation system designs based on existing Internet connectivity and building control systems. The Summer Institute for Mathematics and Science Teachers (SIMS) was to provide training for science and mathematics educators in strategies and techniques to use for educating and motivating historically under-represented populations. The Institute featured 40 hours of training over five days, July 13-17, 1993 plus half-day follow-up training November 13, 1993 and April 30, 1994. The objective of the training was to include sensitization to cultural and gender issues, and to instruct participants in the utilization of a variety of techniques and activities for encouraging historically under-represented groups to take more advanced science and mathematics courses.
