Directory of financing sources for foreign energy projects

The Office of National Security Policy has produced this Directory of Financing Sources for Foreign Energy Projects. The Directory reviews programs that offer financing from US government agencies, multilateral organizations, public, private, and quasi-private investment funds, and local commercial and state development banks. The main US government agencies covered are the US Agency for International Development (USAID), the Export-Import Bank of the US (EXIM Bank), Overseas Private Investment Corporation (OPIC), US Department of Energy, US Department of Defense, and the US Trade and Development Agency (TDA). Other US Government Sources includes market funds that have been in part capitalized using US government agency funds. Multilateral organizations include the World Bank, International Finance Corporation (IFC), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), and various organizations of the United Nations. The Directory lists available public, private, and quasi-private sources of financing in key emerging markets in the Newly Independent States and other developing countries of strategic interest to the US Department of Energy. The sources of financing listed in this directory should be considered indicative rather than inclusive of all potential sources of financing. Hot dry rock geothermal energy. Draft final report

This second EPRI workshop on hot dry rock (HDR) geothermal energy, held in May 1994, focused on the status of worldwide HDR research and development and used that status review as the starting point for discussions of what could and should be done next: by U.S. federal government, by U.S. industry, by U.S. state governments, and by international organizations or through international agreements. The papers presented and the discussion that took place indicate that there is a community of researchers and industrial partners that could join forces, with government support, to begin a new effort on hot dry rock geothermal development. This new heat mining effort would start with site selection and confirmatory studies, done concurrently. The confirmatory studies would test past evaluations against the most current results (from the U.S. site at Fenton Hill, New Mexico, and from the two sites in Japan, the one in Russia, and the two in western Europe) and the best models of relevant physical and economic aspects. The US uranium industry: Regulatory and policy impediments

The Energy Policy Act of 1992 required the DOE to develop recommendations and implement government programs to assist the domestic uranium industry in increasing export opportunities. In 1993, as part of that effort, the Office of Nuclear Energy identified several key factors that could (or have) significantly impact(ed) export opportunities for domestic uranium. This report addresses one of these factors: regulatory and policy impediments to the flow of uranium products between the US and other countries. It speaks primarily to the uranium market for civil nuclear power. Changes in the world political and economic order have changed US national security requirements, and the US uranium industry has found itself without the protected market it once enjoyed. An unlevel playing field for US uranium producers has resulted from a combination of geology, history, and a general US political philosophy of nonintervention that precludes the type of industrial policy practiced in other uranium-exporting countries. The US has also been hampered in its efforts to support the domestic uranium-producing industry by its own commitment to free and open global markets and by international agreements such as GATT and NAFTA. Commercial nuclear power has grown to the point where 13 nations now operate commercial nuclear power plants. Another four countries should join this list before the end of 1980. In the Nonproliferation Alternative Systems Assessment Program (NASAP), the US DOE is evaluating a series of alternate possible power systems. The objective is to determine practical nuclear systems which could reduce proliferation risk while still maintaining the benefits of nuclear power. Part of that effort is the development of a data base denoting the energy needs, resources, technical capabilities, commitment to nuclear power, and projected future trends for various non-US countries. The data are presented by country for each of 28 non-US counries. Data are compiled in this volume on Canada, Egypt, Federal Republic of Germany, Finland, and France.

I'd like to welcome you to the Agent 2004 conference. As most of you are aware, this conference is the fifth in a series of meetings that began in 1999. A conference followed the next year in 2000. The 2001 conference was skipped because of some conflicts with other conferences, and the conferences have proceeded annually since then. We have the proceedings of the previous conferences available here on CDs. One CD has the proceedings from 1999, 2000, and 2002; the other contains last year's proceedings. The purpose of these conferences is to advance the state of the computational social sciences and to integrate the social sciences with the decision sciences and something that is traditionally known as the management sciences. Those of you in the operations/research area are familiar with the traditional school of modeling simulation that emerged from that scientific area. This conference will bring together a different group of people to talk about the topic of agent-based theories and simulations. This fifth agent conference is one of a group of conferences held annually around the country.
