Export Credit Agencies: Movement Toward Common Environmental Guidelines, but National Differences Remain

A letter report issued by the General Accounting Office with an abstract that begins "Export credit agencies (ECA) are responsible for providing billions of dollars worth of support for large-scale industrial projects annually, but until recently most ECAs did not formally review the environmental impacts of these projects. The United States, whose Export-Import Bank began using environmental guidelines in 1995, pushed for negotiations on common ECA environmental guidelines at the Organization for Economic Cooperation and Development (OECD). The OECD negotiations halted in 2001 because the United States believed that the results, called the Common Approaches, were insufficient. The remaining OECD members then pledged to voluntarily implement the Common Approaches. In response to congressional interest in ECA environmental guidelines, GAO assessed (1) the level of convergence among OECD members and the prospects for further advancement and (2) what impacts such guidelines may have on U.S. exports."

Directory of financing sources for foreign energy projects

The Office of National Security Policy has produced this Directory of Financing Sources for Foreign Energy Projects. The Directory reviews programs that offer financing from US government agencies, multilateral organizations, public, private, and quasi-private investment funds, and local commercial and state development banks. The main US government agencies covered are the US Agency for International Development (USAID), the Export-Import Bank of the US (EXIM Bank), Overseas Private Investment Corporation (OPIC), US Department of Energy, US Department of Defense, and the US Trade and Development Agency (TDA). Other US Government Sources includes market funds that have been in part capitalized using US government agency funds. Multilateral organizations include the World Bank, International Finance Corporation (IFC), Asian Development Bank (ADB), European Bank for Reconstruction and Development (EBRD), and various organizations of the United Nations. The Directory lists available public, private, and quasi-private sources of financing in key emerging markets in the Newly Independent States and other developing countries of strategic interest to the US Department of Energy. The sources of financing listed in this directory should be considered indicative rather than inclusive of all potential sources of financing. Reducing Financing Costs for Federal ESPCs

This report documents the recommendations of a working group commissioned by the Federal Energy Management Program (FEMP) in 2002 to identify ways to reduce financing costs in federal energy savings performance contract (ESPC) projects. The working group is part of continuing efforts launched by FEMP since the award of the Department of Energy's (DOE's) Super ESPCs in 1998 and 1999 to ensure that practical, flexible, and cost-effective alternative financing for energy-efficiency improvements is available to all federal agencies. During FY 2002-2004, the working group pursued extensive fact finding, consulted with government and private-sector finance experts, and analyzed data from federal and local government ESPC programs. The working group observed that both competition and transparency were lacking in federal ESPCs. The working group also found that the government often falls short of full compliance with certain provisions of the final rule that codifies the federal ESPC authority into regulation (10 CFR 436), which speak to due diligence in determining fair and reasonable pricing. Based on these findings, the working group formulated their short-term recommendations of actions that agencies can take immediately to reduce ESPC financing costs. The US uranium industry: Regulatory and policy impediments

The Energy Policy Act of 1992 required the DOE to develop recommendations and implement government programs to assist the domestic uranium industry in increasing export opportunities. In 1993, as part of that effort, the Office of Nuclear Energy identified several key factors that could (or have) significantly impact(ed) export opportunities for domestic uranium. This report addresses one of these factors: regulatory and policy impediments to the flow of uranium products between the US and other countries. It speaks primarily to the uranium market for civil nuclear power. Changes in the world political and economic order have changed US national security requirements, and the US uranium industry has found itself without the protected market it once enjoyed. An unlevel playing field for US uranium producers has resulted from a combination of geology, history, and a general US political philosophy of nonintervention that precludes the type of industrial policy practiced in other uranium-exporting countries. The US has also been hampered in its efforts to support the domestic uranium-producing industry by its own commitment to free and open global markets and by international agreements such as GATT and NAFTA. Commercial nuclear power has grown to the point where 13 nations now operate commercial nuclear power plants. Another four countries should join this list before the end of 1980. In the Nonproliferation Alternative Systems Assessment Program (NASAP), the US DOE is evaluating a series of alternate possible power systems. The objective is to determine practical nuclear systems which could reduce proliferation risk while still maintaining the benefits of nuclear power. Part of that effort is the development of a data base denoting the energy needs, resources, technical capabilities, commitment to nuclear power, and projected future trends for various non-US countries. The data are presented by country for each of 28 non-US counries. Data are compiled in this volume on Canada, Egypt, Federal Republic of Germany, Finland, and France.
