Africa Backgrounder: History, U.S. Policy, Principal Congressional Actions

Congressional interest in Africa seems certain to continue, not only because the region is affected by a number of serious problems, some of which could have grave humanitarian consequences, but also because of the potential Africa offers for U.S. trade and investment should these problems ease. Africa's problems and prospects will likely assure continuing constituent interest as well, stimulated in part by the churches, relief organizations, and other non-governmental organizations active on African issues. This report is intended to introduce congressional readers to the region by providing an overview of Africa's history, a summary of U.S. policy toward Africa, and a listing of principal congressional actions affecting the region. The paper concludes with suggestions for further reading and a list of selected Congressional Research Service (CRS) products.

Political Cartoons in the 1848 Election Campaign

"The Harry T. Peters 'America On Stone' Lithography Collection in the Smithsonian Institution contains over 150 lithographed election cartoons and caricatures. These cartoons, dating from the mid-nineteenth century before newspapers carried editorial cartoons, are directly tied to the events of the time and reflect the opinions of the general public as well as of those who drew and published them. Nine of these cartoons were issued during the election of 1848. This study discusses these cartoons and their interrelationship with the personalities and issues of the campaign. These cartoons add a further dimension to the history of the election" (p. 1).

One has been its total withdrawal, the other--of more recent origin--its extension on a permanent basis.

The Programmable Logic Controller and its application in nuclear reactor systems

This document provides recommendations to guide reviewers in the application of Programmable Logic Controllers (PLCS) to the control, monitoring and protection of nuclear reactors. The first topics addressed are system-level design issues, specifically including safety. The document then discusses concerns about the PLC manufacturing organization and the protection system engineering organization. Supplementing this document are two appendices. Appendix A summarizes PLC characteristics. Specifically addressed are those characteristics that make the PLC more suitable for emergency shutdown systems than other electrical/electronic-based systems, as well as characteristics that improve reliability of a system. Also covered are PLC characteristics that may create an unsafe operating environment. Appendix B provides an overview of the use of programmable logic controllers in emergency shutdown systems. The intent is to familiarize the reader with the design, development, test, and maintenance phases of applying a PLC to an ESD system. Each phase is described in detail and information pertinent to the application of a PLC is pointed out.
