Intelligence Reform and Terrorism Prevention Act of 2004: National Standards for Drivers' Licenses, Social Security Cards, and Birth Certificates
In its comprehensive report to the nation, the National Commission on Terrorist Attacks Upon the United States (9/11 Commission) recommended that the federal government set national standards for the issuance of identification documents including drivers’ licenses, social security cards, and birth certificates. The Commission noted that identity fraud is no longer simply a matter of theft, but now complicates the government’s ability to adequately ensure public safety at vulnerable facilities including airport terminals, train stations, bus stations, and other entry points.

Slaves and Slaveholders in the Choctaw Nation: 1830-1866
Racial slavery was a critical element in the cultural development of the Choctaws and was a derivative of the peculiar institution in southern states. The idea of genial and hospitable slave owners can no more be conclusively demonstrated for the Choctaws than for the antebellum South. The participation of Choctaws in the Civil War and formal alliance with the Confederacy was dominantly influenced by the slaveholding and a connection with southern identity, but was also influenced by financial concerns and an inability to remain neutral than a protection of the peculiar institution. Had the Civil War not taken place, the rate of Choctaw slave ownership possibly would have reached the level of southern states and the Choctaws would be considered part of the South.

International Population Assistance and Family Planning Programs: Issues for Congress
This report examines issues surrounding the debate on family planning, which is at times the most contentious foreign aid issue considered by Congress. The cornerstone of U.S. policy has remained a commitment to international family planning programs based on principles of volunteerism and informed choice that give participants access to information on all major methods of birth control. At present, USAID maintains family planning projects in more than 60 countries that include counseling and services, training of health workers, contraceptive supplies and distribution, financial management, public education and marketing, and biomedical and contraceptive research and development. USAID applies a broad reproductive health approach to its family planning programs, increasingly integrating it with other interventions regarding maternal and child health, the enhancement of the status of women, and HIV prevention and transmission.

Forum on Key National Indicators: Assessing the Nation's Position and Progress
A letter report issued by the General Accounting Office with an abstract that begins "The nation confronts profound challenges resulting from a variety of factors, including changing security threats, dramatic shifts in demographic patterns, the multidimensional processes of globalization, and the accelerating pace of technological change. These are all coming together in an era of diminishing public resources. The nation's leaders and concerned citizens require better knowledge of what is happening and where we are going to support improved public choices. The United States could potentially benefit from developing a set of key national indicators to help assess our nation's position and progress. Informing Our Nation: Improving How to Understand and Assess the USA's Position and Progress
A chapter report issued by the Government Accountability Office with an abstract that begins "There has been growing activity and interest in developing a system of key national indicators that would provide an independent, trusted, reliable, widely available, and usable source of information. Such a system would facilitate fact-based assessments of the position and progress of the United States, on both an absolute and relative basis. This interest emerges from the following perspectives. The nation's complex challenges and decisions require more sophisticated information resources than are now available. Large investments have been made in indicators on a variety of topics ranging from health and education to the economy and the environment that could be aggregated and disseminated in ways to better inform the nation. Elections: The Nation's Evolving Election System as Reflected in the November 2004 General Election
A chapter report issued by the Government Accountability Office with an abstract that begins "The 2004 general election was the first presidential election that tested substantial changes states made to their election systems since the 2000 election, including some changes required by the Help America Vote Act of 2002 (HAVA). HAVA required some major changes in the nation's elections processes, not all which had to be implemented by the November 2004 election. HAVA addressed issues of people, processes, and technology, all of which must be effectively integrated to ensure effective election operations. GAO initiated a review under the authority of the Comptroller General to examine an array of election issues of broad interest to Congress. For each major stage of the election process, this report discusses (1) changes to election systems since the 2000 election, including steps taken to implement HAVA, and (2) challenges encountered in the 2004 election. For this report, GAO sent a survey to the 50 states and the District of Columbia (all responded) and mailed a questionnaire to a nationwide sample of 788 local election jurisdictions about election administration activities (80 percent responded). Border Security: Despite Progress, Weaknesses in Traveler Inspections Exist at Our Nation's Ports of Entry
A letter report issued by the Government Accountability Office with an abstract that begins "U.S. Customs and Border Protection (CBP) is responsible for keeping terrorists and other dangerous people from entering the country while also facilitating the cross-border movement of millions of travelers. CBP carries out this responsibility at 326 air, sea, and land ports of entry. In response to a congressional request, GAO examined CBP traveler inspection efforts, the progress made and the challenges that remain in staffing and training at ports of entry, and the progress CBP has made in developing strategic plans and performance measures for its traveler inspection program. This is a public version of a For Official Use Only report GAO issued on October 5, 2007. To conduct its work, GAO reviewed and analyzed CBP data and documents related to inspections, staffing, and training, interviewed managers and officers, observed inspections at eight major air and land ports of entry, and tested inspection controls at eight small land ports of entry. BLACKFEET NATION FIRST STEPS TO RENEWABLE ENERGY – ENERGY ORGANIZATION DEVELOPMENT PROJECT FINAL REPORT
The Blackfeet Nation Energy Organization Development project, which was funded through the auspices of the Department of Energy First Steps to Renewable Energy Grant, has produced a centralized effort that assists the Blackfeet Tribal Business Council in the proper management, development, and informed decision making ability to negotiate and develop Blackfeet Renewable Energy opportunities, with a special emphasis on wind energy development. In addition, the Blackfeet Nation has been armed with an enhanced ability to examine environmental and legal issues, perform market research, identify additional lands for possible acquisition and development, and examine wind energy projects by other tribes that serve as models. The product of this effort has been that the Blackfeet Nation formerly petitioned the Bureau of Indian Affairs to approve and charter an Indian Reorganization Act, Section 17 Corporation, the Blackfeet Renewable Energy Inc. Gloria Feldt, president of the Planned Parenthood Federation of America since 1996, has served the organization for almost thirty years. She is the recipient of numerous honors, including America's Top 200 Women Leaders, Legends, and Trailblazers, awarded by Vanity Fair in 1998. Born in Temple, Texas, she now lives in New York City with her husband, Alex Barbanell. Their leisure time is spent primarily with their combined family of six children, nine grandchildren, and one great-grandchild.

"Stand Fast": The Story of Surry Eaton "White Sut" Beck
