This Proceedings Volume includes the technical papers that were presented during the Sixteenth Symposium on Energy Engineering Sciences on May 13--15, 1998, at Argonne National Laboratory, Argonne, Illinois. The Symposium was structured into eight technical sessions, which included 30 individual presentations followed by discussion and interaction with the audience. A list of participants is appended to this volume. The DOE Office of Basic Energy Sciences (BES), of which Engineering Research is a component program, is responsible for the long-term, mission-oriented research in the Department. The Office has prime responsibility for establishing the basic scientific foundation upon which the Nation's future energy options will be identified, developed, and built. BES is committed to the generation of new knowledge necessary to solve present and future problems regarding energy exploration, production, conversion, and utilization, while maintaining respect for the environment. Consistent with the DOE/BES mission, the Engineering Research Program is charged with the identification, initiation, and management of fundamental research on broad, generic topics addressing energy-related engineering problems. The Relationship between Privatization, Culture, Adoption of International Accounting Standards, and Accounting in Egypt
This study explores how the Egyptian socioeconomic factors impacted the implementation of International Accounting Standards (IASs) in Egypt. Prior research concluded that developing nations have special needs when it comes to accounting and financial reporting and recommended nation-specific analysis. The author adapts Gray's (1988) model, which connects Hofstede's cultural dimensions with accounting practice, to fit the Egyptian environment.

A Comparative Study of the Impact of the Total Quality Management Program on Exit Level Texas Assessment of Academic Skills Scores
The management style being used by school personnel in Texas and across the nation today is predominately that of a bureaucracy. This model was organized around the industrial revolution that was exercising authority at the turn of the century. Writers and researchers have pointed out that such a model is not capable of providing students the knowledge and skills they will need to enter an increasingly demanding society. One management style relatively new to the educational arena today is that of Total Quality Management. This study reports the results of the impact of the training in those principles by measurement of student test scores.

Native Peoples-Native Homelands Climate Change Workshop Final Report: Circles of Wisdom
The Native Peoples-Native Homelands Climate Change Workshop was held on October 28 through November 01, 1998, as part of a series of workshops being held around the U.S. to improve the understanding of the potential consequences of climate variability and change for the Nation. This workshop was specifically designed by Native Peoples to examine the impacts of climate change and extreme weather variability on Native Peoples and Native Homelands from an indigenous cultural and spiritual perspective and to develop recommendations as well as identify potential response actions. Native Peoples, with our spiritual traditions and long community histories of change, adaptation, and survival in specific regions, are providing a unique contribution to the assessment and understanding of climate change as well as to the development of sustainable economies in this country.

The Pull to the Right in Western Europe: an Analysis of Electoral Support for the Extreme-Right
This study develops a model explaining support for contemporary extreme-right parties. The history and political setting of relevant countries are examined. The research explores necessary state-level conditions, which are postindustrialism, convergence to the center by major parties, and proportional representation. Individual support is probed using survey data with bivariate and probit analyses. Being male and younger proved to be significant variables, while socio-economic status did not. Concerning issues, personal disaffection for immigrants, favoring nationalistic hiring practices, and free-market tendencies were significant variables. Opposition to feminism and pride to be from one's nation were insignificant explanations for extreme-right support. Implications of the analysis are discussed as are issues concerning future research.

From Theory to Practice: A First Look at Success for Life - A Brain Research-Based Early Childhood Program
Success For Life (SFL) is a brain research-based program for children, birth through age six. This research examined the development and implementation of SFL in 13 early childhood settings. Participants were 24 female early childhood teachers and 146 (73 male) children. Teachers included seven infant, four toddler, nine preschool and four kindergarten teachers. Children included infants(n=29), toddlers(n=27), and prek/kindergartners (n=90). A Request for Proposals was disseminated to identify possible implementation sites. After participation was confirmed, teachers attended a full day's training which included a description of brain development/function, the latest brain research, how to implement SFL and other logistics of the study. Program implementation occurred over approximately four months. A field site coordinator visited each site bimonthly to provide on-going technical assistance. This was an intervention project with a pre and post implementation design. Four instruments were used: a teacher questionnaire, a classroom environment measure, a child measure and teacher journals. Results suggested that teachers became more knowledgeable about brain development research and about how children grow and learn. Teachers were better able to make connections between brain research findings and how to apply these findings to their programs and daily activities. Rational Solutions for Challenges of the New Mellennium
We have reviewed ten major public problems challenging our Nation as it enters the new millennium. These are defense, healthcare costs, education, aging population, energy and environment, crime, low productivity growth services, income distribution, regulations, and infrastructure. These problems share several features. First, each is so large, if it were soIved; it would have major impact on the U.S. economy. Second, each is resident in a socioeconomic system containing non-linear feedback loops and an adaptive human element. Third, each can only be solved by our political system, yet these problems are not responsive to piecemeal problem solving, the approach traditionally used by policy makers. However, unless each problem is addressed in the context of the system in which it resides, the solution maybe worse than the problem. Our political system is immersed in reams of disconnected, unintelligible information skewed by various special interests to suggest policies favoring their particular needs. Help is needed, if rational solutions that serve public interests are to be forged for these ten probIems, The simulation and modeIing tools of physical scientists, engineers, economists, social scientists, public policy experts, and others, bolstered by the recent explosive growth in massively parallel computing power, must be blended together …

The Opened Letter: Rereading Hawthorne
The recent publication of the bulk of Hawthorne's letters has precipitated this study, which deals with Hawthorne's creative and subversive narration and his synchronic appeal to a variety of readers possessing different tastes. The author initially investigates Hawthorne's religion and demonstrate how he disguised his personal religious convictions, ambiguously using the intellectual categories of Calvinism, Unitarianism, and spiritualism to promote his own humanistic "religion." Hawthorne's appropriation of the jeremiad further illustrates his emphasis on religion and narration. Although his religion remained humanistic, he readily used the old Puritan political sermon to describe and defend his own financial hardships. That jeremiad outlook has significant implications for his art.

The Rhetoric of Posthumanism in Four Twentieth-Century International Novels
The dissertation traces the trope of the incomplete character in four twentieth-century cosmopolitan novels that reflect European colonialism in a global context. I argue that, by creating characters sharply aware of the insufficiency of the Self and thus constantly seeking the constitutive participation of the Other, the four authors E. M. Forster, Samuel Beckett, J. M. Coetzee, and Congwen Shen all dramatize the incomplete character as an agent of postcolonial resistance to Western humanism that, tending to enforce the divide between the Self and the Other, provided the epistemological basis for the emergence of European colonialism. For example, Fielding's good-willed aspiration to forge cross-cultural friendship in A Passage to India; Murphy's dogged search for recognition of his Irish identity in Murphy; Susan's unfailing compassion to restore Friday's lost speech in Foe; and Changshun Teng, the Chinese orange-grower's warm-hearted generosity toward his customers in Long River--all these textual occasions dramatize the incomplete character's anxiety over the Other's rejection that will impair the fullness of his or her being, rendering it solitary and empty. I relate this anxiety to the theory of "posthumanism" advanced by such thinkers as Marx, Bakhtin, Sartre, and Lacan; in their texts the humanist view of the individual …
