The Birth of Nuclear-Generated Electricity
The Experimental Breeder Reactor-I (EBR-I), built in Idaho in 1949, generated the first usable electricity from nuclear power on December 20, 1951. More importantly, the reactor was used to prove that it was possible to create more nuclear fuel in the reactor than it consumed during operation -- fuel breeding. The EBR-I facility is now a National Historic Landmark open to the public.

This technical report presents the age-adjusted total, and race and sex specific geographic patterns of cancer mortality for South Carolina (SC) counties utilizing the 1953--1987 average annual age-adjusted mortality rates (AAMRs). The mortality information was obtained from the State Cancer Control Map and Data Program produced by the National Cancer Institute , Centers for Disease Control and the American Cancer Society. The AAMRs for selected primary sites are classified as significantly different or not significantly different from the corresponding United States and SC mortality rates. Categories for classification of the rates are determined using 95% confidence intervals. Geographic patterns of significantly high county AAMRs are identified and discussed. Individual county rates are not emphasized. The terminology, mortality rates used throughout this report pertains to the 1953--1987 AAMRS.

Year 04 began the second three-year grant period, the overall goals of which were to consolidate and continue the aims of the first period, with the important exception that a great deal more effort would be expended on promoting community awareness and knowledge, as these characteristics relate to the residents` perceptions of major potential health effects. It was anticipated that more time would be available during the second period to accomplish this aim because the difficult early work of gaining hospital and community acceptance would have been done. Specifically, the goals were to: Maintain and refine the cancer registry; Inaugurate the birth defects registry if it were funded; and Enhance community involvement and education.

Forum on Key National Indicators: Assessing the Nation's Position and Progress
A letter report issued by the General Accounting Office with an abstract that begins "The nation confronts profound challenges resulting from a variety of factors, including changing security threats, dramatic shifts in demographic patterns, the multidimensional processes of globalization, and the accelerating pace of technological change. These are all coming together in an era of diminishing public resources. The nation's leaders and concerned citizens require better knowledge of what is happening and where we are going to support improved public choices. The United States could potentially benefit from developing a set of key national indicators to help assess our nation's position and progress. On February 27, 2003, GAO, in cooperation with the National Academies, hosted a forum on key national indicators. The purpose of the forum was to have a rich and meaningful dialogue on whether and how to develop a set of key national indicators for the United States. Socioeconomic conditions in cultural communities: The Nez Perce Tribe, the confederated Tribes of the Umatilla Indian Reservation and the confederated tribes and bands of the Yakima Indian Nation: Interim profile report
A series of BWIP Socioeconomic Profile Reports are being prepared. This report is one of the first set of five separate BWIP Profile Reports, which cover: economic/demographic conditions; fiscal conditions; housing characteristics; public services and facilities; and socioeconomic conditions in cultural communities. The BWIP Socioeconomic Profile Reports are designed to provide information about the characteristics of the communities in which socioeconomic impacts from BWIP may occur. The Profile Reports present a compilation of historical information about socioeconomic conditions in the affected communities. These reports are designed to provide a transition between the BWIP EA, published in 1986, the Monitoring Reports, and other technical reports associated with the BWIP SMMP and CSP. The principal objectives of the Profile Reports are to update the DOE BWIP socioeconomic database by compiling available secondary and primary data and to make this information available to both the DOE program and other interested parties. The initial Profile Reports will help identify the need for additional data. The database developed for the profiles will assemble socioeconomic data in a uniform, readily accessible format. 16 refs., 1 fig., 17 tabs.

Fission Product Monitoring and Release Data for the Advanced Gas Reactor -1 Experiment
The AGR-1 experiment is a fueled multiple-capsule irradiation experiment that was irradiated in the Advanced Test Reactor (ATR) from December 26, 2006 until November 6, 2009 in support of the Very High Temperature Reactor (VHTR) Technology Development Office (TDO) Fuel Development and Qualification program. An important measure of the fuel performance is the quantification of the fission product releases over the duration of the experiment. To provide this data for the inert fission gasses(Kr and Xe), a fission product monitoring system (FPMS) was developed and implemented to monitor the individual capsule effluents for the radioactive species. The FPMS continuously measured the concentrations of various krypton and xenon isotopes in the sweep gas from each AGR-1 capsule to provide an indicator of fuel irradiation performance. Spectrometer systems quantified the concentrations of Kr-85m, Kr-87, Kr-88, Kr-89, Kr-90, Xe-131m, Xe-133, Xe 135, Xe 135m, Xe-137, Xe-138, and Xe-139 accumulated over repeated eight hour counting intervals.-. To determine initial fuel quality and fuel performance, release activity for each isotope of interest was derived from FPMS measurements and paired with a calculation of the corresponding isotopic production or birthrate. The release activities and birthrates were combined to determine Release-to-Birth ratios for the selected nuclides. R/B …
