The Birth of Nuclear-Generated Electricity
The Experimental Breeder Reactor-I (EBR-I), built in Idaho in 1949, generated the first usable electricity from nuclear power on December 20, 1951. More importantly, the reactor was used to prove that it was possible to create more nuclear fuel in the reactor than it consumed during operation -- fuel breeding. The EBR-I facility is now a National Historic Landmark open to the public.

Teen Birth Trends: In Brief
This report provides context for Congress about the U.S. teen birth rate--or the number of births per 1,000 females aged 15 to 19 each year--and its changes since the 1950s. Over this period, the teen birth rate has generally been in decline. This decline has been most significant in recent years, with the rate reaching a record low in 2016. Multiple factors have likely contributed to the decrease, though the influence of any single factor is not fully known. Reduced teen sexual activity, particularly among younger adolescents, could be one explanation. Increases in use of contraceptives, including highly effective and multiple methods, among sexually active teens could be another. Other factors, such as broader social and economic trends, may also be at play.

Intelligence Reform and Terrorism Prevention Act of 2004: National Standards for Drivers' Licenses, Social Security Cards, and Birth Certificates
In its comprehensive report to the nation, the National Commission on Terrorist Attacks Upon the United States (9/11 Commission) recommended that the federal government set national standards for the issuance of identification documents including drivers’ licenses, social security cards, and birth certificates. The Commission noted that identity fraud is no longer simply a matter of theft, but now complicates the government’s ability to adequately ensure public safety at vulnerable facilities including airport terminals, train stations, bus stations, and other entry points.

Cancer and birth defects surveillance system for communities around the Savannah River Site
This technical report presents the age-adjusted total, and race and sex specific geographic patterns of cancer mortality for South Carolina (SC) counties utilizing the 1953--1987 average annual age-adjusted mortality rates (AAMRs). The mortality information was obtained from the State Cancer Control Map and Data Program produced by the National Cancer Institute , Centers for Disease Control and the American Cancer Society. The AAMRs for selected primary sites are classified as significantly different or not significantly different from the corresponding United States and SC mortality rates. Categories for classification of the rates are determined using 95% confidence intervals. Geographic patterns of significantly high county AAMRs are identified and discussed. Individual county rates are not emphasized. The terminology, mortality rates used throughout this report pertains to the 1953--1987 AAMRS.

The US DOE funded this grant to the Medical University of South Carolina for a cancer and birth defects registry for an initial three year period which was completed as of April 29, 1994. While this Technical Progress Report is prepared principally to document the activities of year 03, it also summarizes the accomplishments of the first two years in order to put into perspective the energy and progress of the program over the entire three year funding cycle.

International Population Assistance and Family Planning Programs: Issues for Congress
This report examines issues surrounding the debate on family planning, which is at times the most contentious foreign aid issue considered by Congress. The cornerstone of U.S. policy has remained a commitment to international family planning programs based on principles of volunteerism and informed choice that give participants access to information on all major methods of birth control. At present, USAID maintains family planning projects in more than 60 countries that include counseling and services, training of health workers, contraceptive supplies and distribution, financial management, public education and marketing, and biomedical and contraceptive research and development. USAID applies a broad reproductive health approach to its family planning programs, increasingly integrating it with other interventions regarding maternal and child health, the enhancement of the status of women, and HIV prevention and transmission.

Year 04 began the second three-year grant period, the overall goals of which were to consolidate and continue the aims of the first period, with the important exception that a great deal more effort would be expended on promoting community awareness and knowledge, as these characteristics relate to the residents` perceptions of major potential health effects. It was anticipated that more time would be available during the second period to accomplish this aim because the difficult early work of gaining hospital and community acceptance would have been done. Specifically, the goals were to: Maintain and refine the cancer registry; Inaugurate the birth defects registry if it were funded; and Enhance community involvement and education.

Forum on Key National Indicators: Assessing the Nation's Position and Progress
A letter report issued by the General Accounting Office with an abstract that begins "The nation confronts profound challenges resulting from a variety of factors, including changing security threats, dramatic shifts in demographic patterns, the multidimensional processes of globalization, and the accelerating pace of technological change. These are all coming together in an era of diminishing public resources. The nation's leaders and concerned citizens require better knowledge of what is happening and where we are going to support improved public choices.
