The problem with which this study is concerned is the development of a process model through which culturally-relevant learning materials could be developed. "Culture-based learning materials" are defined to be materials which take into account the child's cultural/linguistic/experiential background and his natural interests. An illustration of the use of the model, for the purpose of demonstrating how to devise culture-based learning experiences via the model, is provided. Teachers of elementary school children in three school districts in northeastern New Mexico were invited to participate in the illustration. Their duty was to collect data via the instrument designed in the second part of the model. The data collected indicate that the majority of children attending these schools are "bilingual" in Spanish and English. Certain literature on teaching Mexican-American children is therefore summarized. For illustrative purposes mathematics was chosen to represent the school's curricula. Hence a synthesis of certain literature on teaching mathematics to "bilingual" children is also provided. Illustrative culture-based mathematics learning experiences for use by teachers in northeastern New Mexico are presented and discussed.

The problem of this study was to determine the status of program budgeting in selected Texas public schools as perceived by superintendents of those schools. The purposes were (1) to determine the implementation status of program budgeting in the major concept areas of systems analysis, multiyear planning, objective-based programs, cost inclusiveness, and administrative commitment and (2) to determine if the perception of the superintendents differed significantly depending upon the size of the school district they represent. Conclusions and recommendations for effective transition to a program budgeting system were then formulated. It was concluded from the findings that program budgeting concepts are present in all sizes of school districts surveyed; however, the data failed to reveal a fully implemented system in operation in any of the districts. The moderate level of program budgeting implementation in school districts appears to be the result of mandated utilization of the program-oriented accounting system. The program budgeting concepts other than the program budget seems to be implemented only to the degree necessary to adequately operationalize the required accounting system elements. The purpose of this study was to examine the relationship between majority and ethnic status and life satisfaction. Several studies have examined the relationship between race and life satisfaction. The comparisons have been between Anglos and Blacks, and no previous research has included Anglos, Blacks, and Mexican-Americans in studying the effect of majority and ethnic status on life satisfaction. The findings suggest that multidimensional models are feasible to measure life satisfaction of elderly individuals of different racial or ethnic groups. Furthermore, on the basis of this study future research should include the variable, transportation, in any multivariate analysis of life satisfaction.

Prompted by international ramifications of Jewish migration from Nazi Germany, President Franklin D. Roosevelt called a world conference on refugees in March 1938. The conference, held at Evian, France, in July, established the Intergovernmental Committee on Political Refugees. The committee, led by American diplomats, sought relaxation of Germany's discriminatory practices against Jews and tried, without success, to resettle German Jews abroad. World War II ended the committee's efforts to achieve systematic immigration from Germany. The American, British, and German diplomatic papers contain the most thorough chronicle of American involvement in the refugee crisis. Memoirs and presidential public papers provide insight into Roosevelt's motivations for calling the conference. Although efforts to rescue German Jews failed, the refugee crisis introduced Americans to intervention in Europe.

This dissertation is an examination of the American oil industry in Saudi Arabia and its influence on United States foreign policy. The study examines the Americans who went to Saudi Arabia, the effect of the oil companies on Saudi- American relations, and the American government's response to oil company actions. There is an attempt to answer such questions as: Did the oil companies exert pressure on the American government to influence governmental policy? How effective was this pressure? And, what benefits did the oil companies have from their relationship with the government? The study concludes that Aramco was instrumental in bringing official and nonofficial contact and representation between Saudi Arabia and the United States. Moreover, Aramco was instrumental in involving the American government directly in Saudi Arabia through the extension of lend-lease aid to that country. American government involvement thwarted potential British ambitions in the Saudi oil resources and resulted in the American dominance of oil interests in that kingdom. In addition, Senate investigations showed that the oil companies grossly overcharged the United States Navy on oil purchases and that the financial assistance to Saudi Arabia was made for the protection of Aramco's oil concession.

This thesis describes, classifies, analyzes and evaluates the rhetoric of resistance to forced busing to desegregate the Dallas Independent School District during the 1975-1976 school year. This thesis also applies the characteristics of social, protest and agitational movements to the antibusing movement in Dallas to determine the effectiveness of the resistance rhetoric. The findings of this case study demonstrate that, although the Dallas protesters did not achieve all of their goals, their resistance rhetoric did accomplish specific, effective results. However, this thesis also concludes that, in the American system of government, neither violent nor non-violent resistance can prevent implementation of court-ordered busing.

This investigation is concerned with determining what influence, if any, results from the dependence upon foreign sources of petroleum by the United States, France, Great Britain, and the Soviet Union. The influence that petroleum plays upon the changing attitudes of these four nations towards Israel and the Arab nations is ascertained by the utilization of primary and secondary sources. The study analyzes all the resolutions that have been adopted by the United Nations Security Council in the years between 1948 and 1976 dealing specifically with the Arab-Israeli conflict. Other chapters analyze each of the four nations to which attention is being directed. This study concludes that the growing and continuing dependence upon Arab oil has influenced the foreign policies the four nations have assumed toward the Arab-Israeli conflict.

This study reports on an investigation of the effects of busing on the academic performance and selected school-related attitudes of white fourth- and fifth-grade students in urban elementary schools. The 900 subjects of this study included 169 fourth-grade bused white students, 298 fourth-grade non-bused white students, 189 fifth-grade bused white students, and 264 fifth-grade non-bused white students, all assigned to desegregated schools. Based on the findings of this study, the following conclusions were drawn. 1) When middle-class, white fourth-grade students are bused to desegregated schools similar to their neighborhood schools, they can be expected to sustain positive attitudes about school and self. 2) The achievement made by fourth-grade bused white students in desegregated schools can be anticipated to be equivalent to the achievement of non-bused white students in desegregated neighborhood schools. 3) When middle-class, white fifth-grade students are bused to desegregated schools similar to their neighborhood schools, they can be expected to sustain positive attitudes about school and self. 4) The achievement made by fifth-grade bused white students in desegregated schools can be anticipated to be equivalent to the achievement of non-bused white students in desegregated neighborhood schools. 5) The effects of busing on middle-class, white fourth- and fifth-grade students …

James Keenan served as United States consul to Hong Kong for eight years beginning in 1853. Keenan's career demonstrated the difficulties faced by United States consuls in the Far East. Many of the problems Keenan faced during his career resulted from the juxtaposition of a man predisposed to controversy with one of the most ambiguous posts in United States consular service. Keenan's career involved him in difficulties with a United States naval commander, British authorities in Hong Kong, a United States commissioner to China, his temporary successor in Hong Kong, and even the State Department. During his career, Keenan anticipated legislative changes regarding United States consuls. Nevertheless Keenan's colorful career won him many British and American friends. However, his predeliction for controversy damaged his effectiveness as United States consul.

The purpose of this study is to explore selected factors that may be related to Chinese students' decisions to remain in the United States or return to Taiwan after they finish their studies. Based upon the Chi Square test, the results are: students likely to remain in the United States are influenced by the understanding of the life style of those Chinese who had stayed, perceived less prejudice from American people, and received political freedom in the United States. Factors influencing the decision to return to Taiwan are likely to include family expectation to return, willingness to devote one's ability for the betterment of Taiwan's future, and stronger identification with Taiwan. It is suggested that a long-term cost-benefit analysis be conducted so that it is possible to understand whether Taiwan's brain drain is a loss or a gain to its development.

This study examines the role of southern black union workers in the struggle against racism in the United Packinghouse Workers America's activities in the Trans Mississippi region of Texas, Oklahoma, Louisiana, Arkansas, New Mexico and south Kansas.

The purpose of this project was to prepare a group interpretation script which is derived from the books cited in the title. An effort was made to prepare a unified script reflecting contemporary American Indian concepts of mysticism, philosophy, ecology, psychology, and education by selecting appropriate portions from the three books. The thesis includes a production concept, production procedures, the rationale for selection of excerpts, and the finished script, It is designed to employ seven readers and is divided into six parts. Those elements may be altered to fit various physical arrangements and program lengths.

This study analyzes the leadership qualities of Joseph McCarthy and the rhetorical qualities of agitative and control forces in a specific social movement. The methods used are founded upon various theories outlined by sociologists, historians, and rhetoricians. This investigation is organized around the climate of the times, McCarthy's leadership development, agitative strategies, control group responses, and support and opposition groups. It was found that the movement's success was probably due to McCarthy's position of attack and offense and to the control group's failure to neither strongly confront McCarthy nor to maintain its preparedness and superiority. It is theorized that had the control group engaged earlier in strategies other than adjustment and avoidance, the movement might have been halted sooner.

The purpose of this study was to analyze the content of selected television commercials according to Kenneth Burke's theory of the rhetoric of rebirth. A supplementary Burkeian method called cluster analysis was also used. The analysis revealed, that the rhetoric of rebirth was incorporated in the commercials to stimulate guilt in the television audience. The products offered in the commercials supposedly purged this guilt, transforming the person to a new way of life. The analysis revealed meanings inherent in the word choices for various commercials as well as the potential impact of those words. The study isolated several underlying motifs in the substance of the commercials. The effect of the visual message may cause the audience to overlook the message of the words. Experimental research cited in this study confirms this hypothesis.

The popular image of the West in the nineteenth and early twentieth centuries incorporates radically opposing images: the West is viewed as a Garden of Eden at times, but it is also frequently seen as violent, a land inimical to man. The region both attracted and repelled. Among those attracted were artists who carried back some of the first images of the land. Thomas Moran (1837-1926) became associated quite early with the West because a pair of his paintings of western canyons was purchased by the United States Government.

The purpose of this project was to prepare a group interpretation script based upon the life of Sinclair Lewis and to direct a production of the script. Major sources for the script are Mark Schorer, Sinclair Lewis: An American Life; Grace Hegger Lewis, With Love From Gracie; and Vincent Sheean, Dorothy and Red. The script employs five readers and has a performance time of approximately fifty-five minutes. The thesis includes a biography of Lewis, a justification for the project, the purpose and procedures followed, as well as discussions of the production concept, adapting material for group interpretation, direction, rehearsal procedures, and evaluations of the script and the performance.
