Federal Spending for Older Americans

The federal government currently spends more than one-third of its budget on benefits and programs for older Americans. For people age 65 and over, estimated FY2005 spending for Social Security, Medicare, and Medicaid alone is $713 billion. Spending for retired federal employees and military personnel and for veterans is also significant, and smaller programs add to the total as well. In addition, tax expenditures might be taken into account to obtain a more complete budget picture.

End of Life Care: African Americans' Disproportionate Use of Hospice

The United States of America is a country composed of various ethnicities. This country is considered to be a multi-cultural society. There are various cultural traditions values, norms and superstitious practices within each ethnic group. Attitudes toward end of life care are complex and vary differently across each ethnic group. This study explored factors that explained African Americans' disproportionate use of hospice. Access to hospice care was address, experience with hospice was explored, and recommendations were provided. This study conducted non-experimental research. The design of this exploratory study was quantitative in nature. A survey approach was utilized to collect data that was statistically analyzed. The important concept was African American disproportionate use of hospice. The variable willingness to use was employed to try to explain African Americans' disproportionate use of hospice. The independent variables African Americans who mistrust formal healthcare providers and knowledge about hospice services were operationalized using multiple indicators. The independent variable experience with hospice services did not use a scale. The research findings supported all three study hypotheses. This research results recommend that an important focus of the future be to counsel persons on the availability of hospice as an option for end-of-life care. Well-structured programs of …

Nuclear reactor operator training for disadvantaged Americans

The Nuclear Engineering and Engineering Physics Department of the University of Virginia was awarded a grant by the US Department of Energy in 1984 to establish and administer a reactor operator training program for disadvantaged Americans. Stipends were provided by the US DOE for five trainees with the anticipation that four other educational facilities would participate in the program. Sub-contracts were awarded to four other Universities: Massachusetts Institute of Technology, The University of Missouri at Columbia, Oregon State University, and The State University of New York at Buffalo. The initial two year program was very successful and the grant was renewed in late 1986 for another two years. MIT declined to participate in the second program and was replaced by Ohio State University. U.VA. was notified in September, 1987 that new funding would no longer be provided for this program after December, 1987. U.VA. requested and was granted a no cost extention for the program through December, 1990, since sufficient funds remained in the initial grant to pursue the program further. DOE subsequently approved a no cost extension through November, 1992.

The Americans with Disabilities Act: Supreme Court Decisions

The Americans with Disabilities Act (ADA) provides broad nondiscrimination protection for individuals with disabilities in employment, public services, public accommodations and services operated by private entities, transportation, and telecommunications. Enacted in 1990, the ADA is a civil rights statute that has as its purpose “to provide a clear and comprehensive national mandate for the elimination of discrimination against individuals with disabilities.” It has been the subject of numerous lower court decisions, and the Supreme Court has decided 20 ADA cases, most recently United States v. Georgia. This report examines the Supreme Court decisions on the ADA.

Mexican Americans: An Economically Significant Ethnic Market Segment

The area of ethnic market segmentation has received little attention from practitioners or academicians of marketing since most minority groups immigrating to the United States have gradually assimilated the cultural norms and values, and thus the market behavior, of the American society as a whole. Preliminary investigation, however, indicates that Mexican Americans are an exception. To discover whether Mexican Americans represent a true ethnic market segment of economic significance, this study examines and analyzes several aspects. First, to determine whether Mexican Americans represent a true ethnic segment, the following aspects of their cultural norms, perceptions, and values are investigated: their distinct and unique identity, the continuity and consistency of their adoption and use, and the degree of their influence. Second, to determine whether Mexican Americans constitute an ethnic market segment, grocery shopping behavioral patterns are examined. Third, to ascertain whether Mexican Americans represent a substantial ethnic market segment in terms of the number of consumers and the amount of money spent, relevant demographic and socioeconomic characteristics are presented and analyzed. Diabetes Status of Mexican Americans: Impact of Country of Birth (open access)

Diabetes Status of Mexican Americans: Impact of Country of Birth

In order to better tailor treatment to specific populations, factors which contribute to health disparities among different racial/ethnic groups must be examined. Among Mexican American individuals, the high rate of diabetes represents a significant contributor to overall health. The present study focuses on factors affecting diabetes status among Mexican Americans born in either Mexico or the United States using the 2007 – 2008 NHANES data set. Comparisons were made between diabetes status based on self-report and clinical classification using HbA1c. Results indicated that within the diabetic subsample, Mexican Americans born in Mexico were twice as likely to be incorrectly classified as non-diabetic, when they actually were diabetic, when using a self-report method. In contrast, nativity did not result in differences in diabetes incidence using the HbA1c clinical cut-score diagnostic classification. Age, BMI, gender, nativity, and health insurance coverage were found to have varying relationships to diabetes prevalence and HbA1c levels, but time in the U.S. for Mexico-born individuals was not found to uniquely predict diabetes incidence. Analyses also demonstrated that Mexico-born males, as compared to the other groups, had significantly higher HbA1c levels. Perceived Racial Discrimination and Psychiatric Outcomes among Asian Americans

The present study related generational status, family dynamics, and perceptions of racial discrimination (PRD) to acute psychiatric outcomes among a nationally representative Asian American sample (N = 2095), using data from the National Latino and Asian American Study (NLAAS). High self-reports of PRD were correlated with endorsement of clinical depression and suicidality as predicted. Regression analyses suggested that high PRD, low family cohesion, and high family conflict served as significant predictors of poor mental health independently, but moderator hypotheses predicting the interaction of these factors were not supported. Clinical and research implications are provided.

The Structural Determinants of Americans' Justice Perceptions Toward Inequality in the U.S.

In accordance with structural theory and distributive justice theory, this study investigates if Americans' personal encounters with the opportunity structure and their existing reward conditions will influence their perceptions toward distribution outcomes in the U.S. I argue that higher-status individuals possessing various "attributes of structural privilege" will exhibit less support for regulating income inequality in society than lower-status individuals. Upward mobility should also be negatively related to support for restoring greater equality in allocation outcomes. However, the effect of mobility on justice perceptions should vary by class status, since class has been known to be a reliable predictor of these attitudes. The study employed a sample of 438 American adults from the GSS 2000 dataset, and ordinary least squares (OLS) regression was applied in the analyses of the data. Two of the three above hypotheses received partial confirmation, that is, there were class, race, and gender differences in distributive justice perceptions. Class also interacted significantly with occupational mobility in altering distributive justice perceptions.

The problem with which this investigation was concerned was that of determining the relationship between the variables of acculturation, imagery, self-concept, anxiety, stress, and seriousness of disease in Mexican-Americans. The purposes of this study were 1) to determine the statistical predictive efficiency of stress and its relation to disease, 2) to determine if a combination of anxiety, acculturation, self-concept, imagery, along with stress, would increase the statistical predictive efficiency concerning seriousness of disease, and 3) to provide information that may help to develope a theoretical base concerning the above variables and disease in Mexican-Americans.
