Citizens' Health Care Working Group

Congress authorized the Citizen’s Health Care Working Group as a provision of the Medicare Prescription Drug, Improvement, and Modernization Act Of 2003. This provision was sponsored by Senators Ron Wyden of Oregon and Orrin Hatch of Utah. The mission of the Working Group has been to provide a nationwide public debate about improving the American health care system so that health care “works for all Americans” and to use the results of that debate to provide recommendations for Congress and the President to consider as they work to achieve high quality, affordable health care. Working Group members were named February 28, 2005 and released various sets of recommendations.

White House Initiative on Educational Excellence for Hispanic Americans

President George W. Bush signed Executive Order 13230 on October 12, 2001 establishing the President's Advisory Commission on Educational Excellence for Hispanic Americans. The purpose of the seventeen member Commission is to work collectively to address the educational issues facing children of Hispanic ancestry living in this country, so that all children have the opportunity to learn, to realize the American dream and to succeed.

Filial Therapy with Native Americans on the Flathead Reservation (open access)

Filial Therapy with Native Americans on the Flathead Reservation

This study was designed to determine the effectiveness of the 10-week filial therapy model as an intervention for Native American parents and their children residing on the Flathead Reservation in Montana. Filial therapy is an approach used by play therapists to train parents to be therapeutic agents with their own children. Parents are taught basic child-centered play therapy skills and practice those skills during weekly play sessions with their children. The purpose of this study was to determine if filial therapy is effective in: 1) increasing parental acceptance of Native Americans residing on the Flathead Reservation of their children; 2) reducing the stress level of those parents; 3) improving empathic behaviors of those parents toward their children; 4) changing the play behaviors of children with their parents who participated in the training; and, 5) enhancing the self-concept of those children. The experimental group parents (N=11) received 10 weekly 2-hour filial therapy training sessions and participated in weekly 30-minute play sessions with one of their children. The control group (N=10) received no treatment during the 10 weeks. All adult participants completed the Porter Parental Acceptance Scale and the Parenting Stress Index. The Westside School for Mexican Americans Historical Marker

Photograph of the historical marker dedicated to the West Side School for Mexican Americans. The West Side School for Mexican Americans, also known as Jackson School, was built in the early 1900’s. A two-room frame building served students until 1932, when it was replaced with a brick schoolhouse that stands today. In the 1940’s, the American GI Forum and League of United Latin American Citizens fought against inequality in schools. Their cases in Texas courts and the U.S. Supreme Court decision Brown v. Board of Education ended the legal segregation of schoolchildren. However, by 1938, high school students from the West Side School had already been integrated with A.C. Jones High School. Integration of all Mexican American students was peacefully completed by the mid 1950’s. Long after this second school’s ipso facto case of segregation was remedied in the 1970’s, the building continues as the Adult Education Center and as a reminder of the teachers and students who worked to improve the lives of the Mexican-American population.

Federal Spending for Older Americans

This report discusses the share of the federal budget devoted to older Americans, which is growing. The federal government currently spends more than one-third of its budget on benefits and programs for older Americans. For people age 65 and over, estimated FY2007 spending for Social Security, Medicare, and Medicaid alone is $833 billion. Spending for retired federal employees and military personnel and for veterans is also significant, and smaller programs add to the total as well. Tax expenditures might also be taken into account to obtain a more complete budget picture.
