Iran’s Influence in Iraq
This report examines Iran's influence in Iraq post-Saddam. This is in large part because the dominant parties in Iraq have long-standing ideological, political, and religious sectarian ties to Tehran. A key U.S. concern is that Iran, seeking to ensure the political prospects of its proteges, supports Shiite militias that are committing sectarian violence. Since December 2006, the Administration has tried to reverse Iranian influence in Iraq while also engaging Iran diplomatically on Iraq.

Special Inspector General for Iraq Reconstruction
This is the website for the Office of the Special Inspector General for Iraq Reconstruction. SIGIR provides oversight for Iraq reconstruction programs and operations. Specifically, SIGIR is mandated with the oversight responsibility of the use, and potential misuse, of the Iraq Relief and Reconstruction Fund (IRRF) and all obligations, expenditures, and revenues associated with reconstruction and rehabilitation activities in Iraq. SIGIR reports administratively to the Secretaries of State and Defense and provides quarterly and semi-annual reports directly to the U.S. Congress. The website includes all the quarterly and semi-annual reports submitted to Congress, as well as other reports about audits, investigations, inspections, and evaluations. Additionally, it includes a video archive and statements of testimonies before the U.S. House of Representatives and U.S. Senate committees.

U.S. Embassy in Iraq
Construction of the New Embassy Compound (NEC) in Baghdad is completed and, as of early August 2008, about 50% of post staff have moved in. Construction problems and additional requirements, including adding space at the embassy compound for General Patraeus and his staff, as requested in a mid-2007 report by State's then- Director of Management and Planning, delayed the opening by a year and raised the cost from the original $592 million estimate to about $736 million. The Department of State has a goal of having all U.S. government personnel moved in by the end of 2008.

Iraq: Post-Saddam Governance and Security
This report discusses the current political and social climate of Iraq, specifically in regards to the influence of the U.S. military presence over recent years. This report addresses planned and possible future efforts under the Obama Administration, including the scheduled gradual troops withdrawal. Some U.S. officials believe that a U.S. military presence is needed beyond the scheduled August 31, 2010 date, by which point all U.S. troops will have been withdrawn. This report also discusses the continued tensions between various Iraqi sociocultural groups.

European Fighters in Syria and Iraq: Assessments, Responses, and Issues for the United States

Japan's Response to the Persian Gulf Crisis: Implications for U.S. -Japan Relations
This report provides information and analysis for use by Members of Congress as they deliberate on the Japanese response to the Gulf crisis and, perhaps more important, what it may mean for future U.S.-Japanese relations. The first chapter briefly reviews Japanese government actions in response to the crisis, from August 1990 to February 1991. A second section examines in detail the various factors and constraints that affected Japanese policy. A Comparative Study of Terrorism in Southwest Asia 1968-1982
This study assumes that political terrorism results from conscious decision-making by groups opposing a governing system, policy or process. The kinds of terrorist activity employed depend upon such factors as the philosophy, goals, objectives, and needs of the terrorist group. This presents a comparative analysis of three types of terrorists in southwest Asia: Palestinians, Marxist-Leninists, and Muslims. The first section summarizes and compares the three groups' motivational causes, philosophies, histories and sources of inspiration. The second section compares their behavior from four perspectives: trends and patterns, level of violence, tactical preferences, and lethality. The third section identifies and categorizes socioeconomic, political and military variables associated with tactic selection and acts of terrorism.

Iran: U.S. Concerns and Policy Responses
Much of the debate over U.S. policy toward Iran has centered on the nature of the current regime; some believe that Iran, a country of about 70 million people, is a threat to U.S. interests because hardliners in Iran's regime dominate and set a policy direction intended to challenge U.S. influence and allies in the region. President George W. Bush, in his January 29, 2002, State of the Union message, labeled Iran part of an "axis of evil" along with Iraq and North Korea.

Private Security Contractors in Iraq: Background, Legal Status, and Other Issues
This report summarizes what is currently known publicly about companies that provide personnel for security missions in Iraq and some sources of controversy surrounding them. A treatment of legal status and authorities follows, including an overview of relevant international law as well as Iraqi law, which currently consists primarily of Coalition Provisional Authority (CPA) orders that remain in effect until superceded. The various possible means for prosecuting contractors under U.S. law in civilian or military courts are detailed, followed by a discussion of possible issues for Congress, including whether protective services are inherently governmental functions. The report also summarizes pertinent legislative proposals.

Large-scale reconstruction assistance programs are being undertaken by the United States following the war with Iraq. To fund such programs, Congress approved on April 12, 2003, a $2.48 billion Iraq Relief and Reconstruction Fund (IRRF) in the FY2003 Supplemental Appropriation. On November 6, 2003, the President signed into law P.L. 108-106, the FY2004 Emergency Supplemental Appropriation, providing $18.4 billion for Iraq reconstruction. Contributions pledged at the October 24, 2003, Madrid donor conference by other donors amounted to roughly $3.6 billion in grant aid and as much as $13.3 billion in possible loans. This report describes recent developments in this assistance effort.
