Selected Graduate Programs of Professional Education in the Spanish Southwest, with Curricular Emphases on Blacks, Indians, and Spanish Americans

The purpose of this study was to describe graduate courses and programs of professional education at selected institutions which emphasized the preparation of educators to work with Blacks, Indians, and Spanish American (EISA). Information from a survey of college and university graduate catalogs and the review of literature was used to select three institutions for an in-depth study. The institutions selected for study were East Texas State University (ETSU) at Commerce, the University of Texas at Austin (UT/Austin), and the University of Texas at San Antonio (UTSA). Although only three institutions were selected for in-depth study, there seems to be evidence to support the following conclusions: (1) there seem to be more courses and programs with emphases on preparing educators to work with BISAs when outside funding is available, (2) continuation of courses and programs to prepare educators to work with BISAs seems to be directly influenced by the interest and involvement of individual instructors, (3) the instructors who were the most interested in preparing educators to work with multicultural groups seem to have larger classes, (4) the ethnic background of the instructor also seems to influence the effectiveness of a course, (5) a nonthreatening learning atmosphere seems to influence …

Choice for All? Charter Schools and Students with Disabilities

In order to assess the extent and quality of special education services in charter schools in north Texas, the researcher examined data submitted to Texa Public Education Information Management System (PEIMS), and conducted qualitative interviews with selected charter school administrators. Five cornerstones of the Individuals with Disabilities Education Act (IDEA): zero reject, individualized education program (IEP), appropriate assessment, free appropriate public education (FAPE), and least restrictive environment (LRE), were utilized in the assessment of quality. Levels of expertise in federal disability law and fiscal barriers were explored, as well.

A Process Model for the Development of Culture-Based Learning Experiences

The problem with which this study is concerned is the development of a process model through which culturally-relevant learning materials could be developed. "Culture-based learning materials" are defined to be materials which take into account the child's cultural/linguistic/experiential background and his natural interests. An illustration of the use of the model, for the purpose of demonstrating how to devise culture-based learning experiences via the model, is provided. Teachers of elementary school children in three school districts in northeastern New Mexico were invited to participate in the illustration. Their duty was to collect data via the instrument designed in the second part of the model. The data collected indicate that the majority of children attending these schools are "bilingual" in Spanish and English. Certain literature on teaching Mexican-American children is therefore summarized. For illustrative purposes mathematics was chosen to represent the school's curricula. Hence a synthesis of certain literature on teaching mathematics to "bilingual" children is also provided. Illustrative culture-based mathematics learning experiences for use by teachers in northeastern New Mexico are presented and discussed.

A Tri-Ethnic Study of Attitudes Toward Vocational Education as They Exist in a Large Metropolitan School District

This study is concerned with the problem of identifying the nature of and the similarities and differences among the attitudes of three ethnic groups (Mexican-Americans, Blacks, and Anglos) toward vocational education.The purposes of the study were threefold. The first was to determine the attitudes toward vocational education that prevail among Mexican-American, Black, and Anglo students who attend a vocational/technical high school. Secondly, the purpose was to determine the attitudes toward vocational education that prevail among Mexican-American, Black, and Anglo students who attend regular academic schools. The third purpose was to compare the attitudes toward vocational education of students who attend a vocational/technical high school with those of students who attend regular academic high schools.

This investigation is concerned with determining the value, if any, of certain curiosity constructs and thought skill experiences upon "raw score" responses of black sixth grade pupils to selected standardized and experimenter made tests. The major purpose of this study is to determine whether the curiosity levels of black children will be increased and if gains will be made in reading comprehension and responses when selected questioning procedures are used. The study is confined to teacher-directed instructional situations where pupils are engaged in reading acts.

George I. Sanchez: Don Quixote of the Southwest

This historical study examines the career of George I. Sanchez, New Mexican educator, who led many political and educational battles in New Mexico and Texas to improve educational opportunities for Spanish-speaking children. Archival materials from the State Records' Center of New Mexico, the papers of Senator Bronson M. Cutting, the Rockefeller Foundation Archives, the papers of President Lyndon Baines Johnson, Sanchez's private papers, unpublished materials at the University of Texas in Austin, oral history, and published materials were used in this study. The author used oral history and archival materials to gather much of the information for this work. The author extends special thanks and appreciation to Mrs. George I. Sanchez for making Sanchez's private papers available for study. The author also wishes to thank Dr. Hector Garcia, Senator Ralph Yarborough, Judge Carlos Cadena, Tom Sutherland, Arthur Campa, J. W. This study determined the relationships among English oral communication apprehension, social interest, and locus of control of Far Eastern students, and examined whether differences exist in these variables, compared to gender, age, academic classification, major field of study, employment status, and length of study in the United States. Four instruments, including a demographic questionnaire, the Adapted Personal Report of Communication Apprehension-24 (AFRCA-24), the Social Interest Scale (SIS), and the Rotter's Internal-External (I-E) Scale, were used to collect data from the sample of 240 Far Eastern students enrolled at North Texas State University in the fall semester of 1986.

A Study of the Cultural Interaction Between Thai Students and North Texas State University

Because international students are an increasingly significant aspect in American colleges and universities and on the North Texas State University campus in particular, this study was undertaken to explore the intercultural clash which Thai students at North Texas State University experience. Twenty-two Thai students were interviewed in depth using the oral history method. Ten faculty and administrators who work with international students were interviewed concerning their observations of Thai students. The information gleaned from these thirty-two interviews and from an examination of the basic socio-cultural differences between Thailand and the United States resulted in the isolation of the following basic difficulties. 1. Thais do not have command of written and oral English. 2. Americans do not have an appreciation of foreigners and lack tolerance in everyday exchanges with them. 3. Thais avoid becoming involved in American society. 4. Thais are not efficiently prepared for the American classroom. 5. American instructors do not appear prepared to handle the problems of Thai students. The study also developed a number of suggested solutions: 1. Raise the consciousness of Americans concerning Thai students; 2. Provide more effective ways of improving oral and listening skills in the English proficiency of Thai students beginning with American-directed …

A Content Analysis of Public Broadcasting Service Television Programming

The problem with which this investigation is concerned is the description of the social map that is presented to the viewers of public television. Using content analysis methodology, the study describes how different genders, racial groups, and age groups are being portrayed on PBS programming. The sample consisted of one week of PBS 1984 fall programming broadcast on KERA-TV, the PBS station in Dallas-Ft. Worth, Texas. Research questions addressing proportions of groups, types of roles, length of scenes, occupational variation, conversational behaviors, conflict management modes, and cultural norms were answered. All coding was accomplished by the principal investigator. Upon completion of the coding sub-totals for the variables under study by program types and a grand total for the entire sample were then tabulated. After this extensive content analysis, the report concludes that females are still extremely underrepresented in PBS programming, accounting for only 32.7% of the total participants. Blacks and Hispanics are also underrepresented except in children's programming. Occupational variation for white males is evident for all types of PBS programming. Occupational variation for white females is evident in children's programming and informational/documentary programming. Minorities with delineated occupations are extremely limited in all types of programming except for children's programming. …

Alcohol and Drug Abuse Programs in Selected Universities in the South and Southwest

The problem addressed in this study is how selected universities in the South and Southwest recognize and attempt to deal with alcohol use and other drug use among students. The purpose of the study was to determine current practices and policies concerning student alcohol and drug use among the 20 selected universities. The data were obtained by means of a descriptive survey questionnaire which was mailed to 20 selected universities under the jurisdiction of the Southern Regional Accrediting Board. The instrument was designed to identify practices and programs concerning student alcohol and drug use. A copy of each institution's alcohol and drug policy was requested. The content and procedures of the programs implemented by the responding institutions were reviewed, in order to evaluate the extent and degree to which they provide for the recognition, education, intervention, and treatment for students with alcohol- or drug-use problems. Results are presented in tabular form. Of the 20 major state-supported universities which were mailed questionnaires, 75% returned usable instruments. All responding institutions felt they have an alcohol or drug problem of some magnitude, and all either have, or believe they have, some kind of policy to deal with substance use by students. The Effects of an Achievement Motivation Program on the Self-Concepts of Selected Ninth-Grade Students Representing Three Ethnic Groups

The problem with which this investigation was concerned was that of determining the effects that an achievement motivation program had on changing the self-concepts and academic achievement among ninth-grade students in a triethnically mixed junior high school. The subjects for this study were ninth-grade students from a large southwestern city. The experimental program was conducted in a junior high school composed of Anglo, Mexican-American, and Negro students of approximately 30 per cent, 40 per cent, and 30 per cent ratios, respectively. The comparison school was an adjoining area with approximately the same ethnic mixture. In measuring changes in self-concept, the Piers-Harris Children's Self-Concept Scale was used. Teacher-assigned grades converted to numerical equivalents were used in measuring changes in academic achievement. All hypotheses were tested at the .05 level of confidence by using two by three analysis of covariance. All data were entered on computer cards, using computer services of North Texas State University.

A Comparative Analysis of Traditional Versus Block and Accelerated Block Scheduled High Schools Over an Eight-Year Period in a Large Urban School District

This study compared traditional, A/B and accelerated block scheduling and its effects on student achievement and attendance by comparing the differences in student outcomes observed before and after the adoption of block/accelerated block schedules. The independent variable was the use of time in a block-scheduling model. The dependent variables were student outcomes measured by nine indicators based on the Academic Excellence Indicator System in Texas: student attendance, graduation rate, dropout rate, percentage of students taking advanced courses, percentage of students passing all Exit-level Texas Assessment of Academic Skills tests, percentage of students taking College Admissions Tests, mean SAT total score of those students who took the SAT, mean ACT total score of those students who took the ACT, and percentage of students who are at or above criterion on the SAT or ACT of those students taking the SAT or ACT. Data from archival files from the Texas Education Agency's Academic Excellence Indicator System for each respective year of the eight-year longitudinal study was collected. This study is limited to the mathematics performance of two intact groups of culturally deprived kindergarten students, mostly blacks, with a few whites and Mexican-Americans, who were enrolled at Robert E. Lee Elementary School (Denton, Texas) for the entire school year of 1970-1971. The purposes of the study are to compare the effectiveness of two methods of teaching mathematics to culturally disadvantaged children and to check for interaction of treatments when these children are classified by sex.

A Study of the Status of Program Budgeting in Texas Schools as Perceived by Superintendents of Schools

The problem of this study was to determine the status of program budgeting in selected Texas public schools as perceived by superintendents of those schools. The purposes were (1) to determine the implementation status of program budgeting in the major concept areas of systems analysis, multiyear planning, objective-based programs, cost inclusiveness, and administrative commitment and (2) to determine if the perception of the superintendents differed significantly depending upon the size of the school district they represent. Conclusions and recommendations for effective transition to a program budgeting system were then formulated. It was concluded from the findings that program budgeting concepts are present in all sizes of school districts surveyed; however, the data failed to reveal a fully implemented system in operation in any of the districts. The moderate level of program budgeting implementation in school districts appears to be the result of mandated utilization of the program-oriented accounting system. The program budgeting concepts other than the program budget seems to be implemented only to the degree necessary to adequately operationalize the required accounting system elements. Adolescent Assertiveness: Standardization of an Instrument and a Comparison Between Alternative School Students and Traditional Public School Students

This study concerned standardization and refinement of an instrument to measure assertiveness in adolescents, and use of that instrument to compare alternative-school students with each other and with students in a traditional school. Most instruments measuring assertiveness are normed on white adult populations. Of the few designed for adolescents, only the Adolescent Assertiveness Discrimination Test provides a tripartite breakdown of subject responses into aggressive, passive, and assertive responses. The test is unpublished and is in the process of standardization and refinement. Multiple linear regression procedures were used to test the three hypotheses. Each hypothesis was tested four times on different groups (alternative versus traditional school students; dropouts versus disciplinary referrals) and on different instruments (AADT; A Scale). Hypothesis 1, which stated that demographic variables, and their interactions with school group, were related to assertiveness, was not supported. Hypothesis 2, which stated that the demographic variables were related to assertiveness, was not supported. Investigations into which of the demographic variables singly contributed to assertiveness showed that gender was significant. Local Models of the Curriculum Planning Process for Secondary English: A Descriptive Study

In an era of accountability and increased state control of curriculum, curriculum guides have become important legal documents, and many local districts seek to produce documents as a framework for both district and state objectives . Such curriculum development is a complex process. This study examined the curriculum procedures, roles of the participants , decision-making processes, and perceptions of the resulting documents in five school districts. Qualitative data collection included taped interviews using a focused in-depth interview schedule, field notes, observation, and document collection. The study included central administrators, building administrators, and teachers. Data Analysis was an interative, on-going process using a constant-comparative analysis of coded categories emerging from the transcribed data. This comparison examined curriculum models, curriculum trends, and teacher and administrator perceptions. The study of the curriculum processes in each district resulted in the development of a five-step curriculum model: pre-planning, planning, writing, implementation, and revision. Naturalistic models developed in each district as the curriculum was impacted by various pressures and influences. Within the five areas of each curriculum model, several patterns emerged. A Comparison of Recall by University Bible Students After Discussion and After Self-Study

Recall of expository prose after one of two learning techniques was determined. Pearson correlation did not discover a significant difference between the recall writings of the examinees who studied by discussion and those who studied by underlining. The significance of the difference between two proportions found that the group which underlined recalled significantly better than the group which discussed what they had read. This highly significant difference was almost identical when all synonyms from the Turbo Lightning computer program were considered correct recall and analyzed by the significance of the difference between two proportions.

A Description of the Types, Availability and Teachers' Knowledge of Children's Literature in Six Selected Child Care Centers

Twenty-four teachers completed questionnaires and demographic data forms to describe the types of books they chose most often, where they got them, how they selected them, and how important they felt it was to expose children to good literature. A criteria sheet was used to describe the types and currency of books in each center. The teachers used a variety of sources to select and obtain books. Most teachers knew how literature aids some aspect of development. Every type of book was represented in all collections, but poetry and wordless picture books were least represented.

Attitudes and Actions of the First Six Presidents of the United States Concerning Higher Education

Higher education has always occupied an important place in this nation's concerns. This study was undertaken in an attempt to determine how the Founding Fathers, especially the nation's first six presidents, regarded the subject of higher education. The study was limited to these six men because they were charged with inaugurating the new government and because these six men were all participants in the drafting and ratifying of the Constitution. Findings for this study came from the personal and private papers of the first six presidents, government documents, and the press. A comparison of the findings indicates that these men shared many beliefs while disagreeing on some aspects of higher education.
