The Nevada Test Site Environmental Report 2009 was prepared to meet the information needs of the public and the requirements and guidelines of the U.S. Department of Energy (DOE) for annual site environmental reports. It was prepared by National Security Technologies, LLC (NSTec), for the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office (NNSA/NSO). This and previous years’ Nevada Test Site Environmental Reports (NTSERs) are posted on the NNSA/NSO website at http://www.nv.doe.gov/library/publications/aser.aspx. This NTSER was prepared to satisfy DOE Order DOE O 231.1A, “Environment, Safety and Health Reporting.” Its purpose is to (1) report compliance status with environmental standards and requirements, (2) present results of environmental monitoring of radiological and nonradiological effluents, (3) report estimated radiological doses to the public from releases of radioactive material, (4) summarize environmental incidents of noncompliance and actions taken in response to them, (5) describe the NNSA/NSO Environmental Management System and characterize its performance, and (6) highlight significant environmental programs and efforts. This NNSSER was prepared to satisfy DOE Order DOE O 231.1B, “Environment, Safety and Health Reporting.” Its purpose is to (1) report compliance status with environmental standards and requirements, (2) present results of environmental monitoring of radiological and nonradiological effluents, (3) report estimated radiological doses to the public from releases of radioactive material, (4) summarize environmental incidents of noncompliance and actions taken in response to them, (5) describe the NNSA/NSO Environmental Management System and characterize its performance, and (6) highlight significant environmental programs and efforts. This NNSSER summarizes data and compliance status for calendar year 2010 at the Nevada National Security Site (NNSS) (formerly the Nevada Test Site) and its two support facilities, the North Las Vegas Facility (NLVF) and the Remote Sensing Laboratory–Nellis (RSL-Nellis). It also addresses environmental restoration (ER) projects conducted at the Tonopah Test Range (TTR). Through a Memorandum of Agreement, NNSA/NSO is responsible for the oversight of TTR ER projects, and the Sandia Site Office of NNSA (NNSA/SSO) has oversight of all other TTR activities. Simulated Waste Testing Of Glycolate Impacts On The 2H-Evaporator System

Glycolic acid is being studied as a total or partial replacement for formic acid in the Defense Waste Processing Facility (DWPF) feed preparation process. After implementation, the recycle stream from DWPF back to the high-level waste tank farm will contain soluble sodium glycolate. Most of the potential impacts of glycolate in the tank farm were addressed via a literature review, but several outstanding issues remained. This report documents the non-radioactive simulant tests impacts of glycolate on storage and evaporation of Savannah River Site high-level waste. The testing for which non-radioactive simulants could be used involved the following: the partitioning of glycolate into the evaporator condensate, the impacts of glycolate on metal solubility, and the impacts of glycolate on the formation and dissolution of sodium aluminosilicate scale within the evaporator. The following are among the conclusions from this work: Evaporator condensate did not contain appreciable amounts of glycolate anion. Of all tests, the highest glycolate concentration in the evaporator condensate was 0.38 mg/L. A significant portion of the tests had glycolate concentration in the condensate at less than the limit of quantification (0.1 mg/L). RESULTS OF ANALYSES OF MACROBATCH 3 DECONTAMINATED SALT SOLUTION (DSS) COALESCER AND PRE-FILTERS

SRNL analyzed the pre-filter and Decontamination Salt Solution (DSS) coalescer from MCU by several analytical methods. The results of these analyses indicate that overall there is light to moderate solids fouling of both the coalescer and pre-filter elements. The majority of the solids contain aluminum, sodium, silicon, and titanium, in oxide and/or hydroxide forms that we have noted before. The titanium is presumably precipitated from leached, dissolved monosodium titanate (MST) or fines from MST at ARP, and the quantity we find is significantly greater than in the past. A parallel report discusses potential causes for the increased leaching rate of MST, showing that increases in free hydroxide concentration of the feed solutions and of chemical cleaning solutions lead to faster leaching of titanium.

In April 2008, the Commodity Credit Corporation of the U.S. Department of Agriculture (CCC/USDA) conducted groundwater sampling for the analysis of volatile organic compounds (VOCs) in the existing network of monitoring points at Everest, Kansas (Argonne 2008). The objective of the 2008 investigation was to monitor the distribution of carbon tetrachloride contamination in groundwater previously identified in CCC/USDA site characterization and groundwater sampling studies at Everest in 2000-2006 (Argonne 2001, 2003, 2006a,b). The work at Everest is being undertaken on behalf of the CCC/USDA by Argonne National Laboratory, under the oversight of the Kansas Department of Health and Environment (KDHE). The findings of the 2008 investigation were as follows: (1) Measurements of groundwater levels obtained manually and through the use of automatic recorders demonstrated a consistent pattern of groundwater flow - and inferred contaminant migration - to the north-northwest from the former CCC/USDA facility toward the Nigh property, and then west-southwest from the Nigh property toward the intermittent creek that lies west of the former CCC/USDA facility and the Nigh property. (2) The range of concentrations and the areal distribution of carbon tetrachloride identified in the groundwater at Everest in April 2008 were generally consistent with previous results. Simulations of Turbulent Flows with Strong Shocks and Density Variations

In this report, we present the research efforts made by our group at UCLA in the SciDAC project “Simulations of turbulent flows with strong shocks and density variations”. We use shock-fitting methodologies as an alternative to shock-capturing schemes for the problems where a well defined shock is present. In past five years, we have focused on development of high-order shock-fitting Navier-Stokes solvers for perfect gas flow and thermochemical non-equilibrium flow and simulation of shock-turbulence interaction physics for very strong shocks. Such simulation has not been possible before because the limitation of conventional shock capturing methods. The limitation of shock Mach number is removed by using our high-order shock-fitting scheme. With the help of DOE and TeraGrid/XSEDE super computing resources, we have obtained new results which show new trends of turbulence statistics behind the shock which were not known before. Moreover, we are also developing tools to consider multi-species non-equilibrium flows. The main results are in three areas: (1) development of high-order shock-fitting scheme for perfect gas flow, (2) Direct Numerical Simulation (DNS) of interaction of realistic turbulence with moderate to very strong shocks using super computing resources, and (3) development and implementation of models for computation of mutli-species non-quilibrium flows …

The present report describes the first steps in the development of a glass property-composition database for WTP LAW and HL W glasses that includes all of the data that were used in the development of the WTP baseline models and all of the data collected subsequently as part of WTP enhancement studies perfonned for ORP. The data were reviewed to identifY some of the more significant gaps in the composition space that will need to be filled to support waste processing at Hanford. The WTP baseline models have been evaluated against the new data in terms of range of validity and prediction perfonnance.

The major objective of the baseline glass formulation work was to develop and select glass formulations that are compliant with contractual and processing requirements for each of the LAW waste streams. Other objectives of the work included preparation and characterization of glasses with respect to the properties of interest, optimization of sulfate loading in the glasses, evaluation of ability to achieve waste loading limits, testing to demonstrate compatibility of glass melts with melter materials of construction, development of glass formulations to support ILAW qualification activities, and identification of glass formulation issues with respect to contract specifications and processing requirements.

Ecological Monitoring and Compliance Program 2009 Report

The Ecological Monitoring and Compliance Program (EMAC), funded through the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office, monitors the ecosystem of the Nevada Test Site and ensures compliance with laws and regulations pertaining to NTS biota. This report summarizes the program’s activities conducted by National Security Technologies, LLC, during calendar year 2009. Program activities included (a) biological surveys at proposed construction sites, (b) desert tortoise compliance, (c) ecosystem mapping and data management, (d) sensitive plant species monitoring, (e) sensitive and protected/regulated animal monitoring, (f) habitat monitoring, (g) habitat restoration monitoring, and (h) monitoring of the Nonproliferation Test and Evaluation Complex. During 2009, all applicable laws, regulations, and permit requirements were met, enabling EMAC to achieve its intended goals and objectives.

Gas atomized precursor alloy powder for oxide dispersion strengthened ferritic stainless steel

Gas atomization reaction synthesis (GARS) was employed as a simplified method for producing precursor powders for oxide dispersion strengthened (ODS) ferritic stainless steels (e.g., Fe-Cr-Y-(Ti,Hf)-O), departing from the conventional mechanical alloying (MA) process. During GARS processing a reactive atomization gas (i.e., Ar-O{sub 2}) was used to oxidize the powder surfaces during primary break-up and rapid solidification of the molten alloy. This resulted in envelopment of the powders by an ultra-thin (t < 150 nm) metastable Cr-enriched oxide layer that was used as a vehicle for solid-state transport of O into the consolidated microstructure. In an attempt to better understand the kinetics of this GARS reaction, theoretical cooling curves for the atomized droplets were calculated and used to establish an oxidation model for this process. Subsequent elevated temperature heat treatments, which were derived from Rhines pack measurements using an internal oxidation model, were used to promote thermodynamically driven O exchange reactions between trapped films of the initial Cr-enriched surface oxide and internal Y-enriched intermetallic precipitates. This novel microstructural evolution process resulted in the successful formation of nano-metric Y-enriched dispersoids, as confirmed using high energy X-ray diffraction and transmission electron microscopy (TEM), equivalent to conventional ODS alloys from MA powders. These proceedings contain papers prepared for the Monitoring Research Review 2011: Ground-Based Nuclear Explosion Monitoring Technologies, held 13-15 September, 2011 in Tucson, Arizona. These papers represent the combined research related to ground-based nuclear explosion monitoring funded by the National Nuclear Security Administration (NNSA), Defense Threat Reduction Agency (DTRA), Air Force Research Laboratory (AFRL), US Army Space and Missile Defense Command, Comprehensive Nuclear-Test-Ban Treaty Organization (CTBTO), National Science Foundation (NSF), and other invited sponsors. The scientific objectives of the research are to improve the United States' capability to detect, locate, and identify nuclear explosions. The purpose of the meeting is to provide the sponsoring agencies, as well as potential users, an opportunity to review research accomplished during the preceding year and to discuss areas of investigation for the coming year. For the researchers, it provides a forum for the exchange of scientific information toward achieving program goals, and an opportunity to discuss results and future plans. Paper topics include: seismic regionalization and calibration; detection and location of sources; wave propagation from source to receiver; the nature of seismic sources, including mining practices; hydroacoustic, infrasound, and radionuclide methods; on-site inspection; and data processing.
