Hanford Site National Environmental Policy Act (NEPA) Characterization

This document describes the U.S. Department of Energy's (DOE) Hanford Site environment. It is updated each year and is intended to provide a consistent description of the Hanford Site environment for the many National Environmental Policy Act (NEPA) documents being prepared by DOE contractors. No statements of significance or environmental consequences are provided. This year's report is the thirteenth revision of the original document published in 1988 and is (until replaced by the fourteenth revision) the only version that is relevant for use in the preparation of Hanford NEPA, State Environmental Policy Act (SEPA), and Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) documents. The two chapters included in this document (Chapters 4 and 6) are numbered to correspond to the chapters where such information is typically presented in environmental impact statements (Weiss) and other Hanford Site NEPA or CERCLA documentation. Chapter 4.0 (Affected Environment) describes Hanford Site climate and meteorology, geology, hydrology, ecology, cultural, archaeological, and historical resources, socioeconomics, occupational safety, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) describes federal and state laws and regulations, DOE directives and permits, and presidential executive orders that are applicable to the NEPA documents prepared for Hanford Site activities.

The Bonneville Power Administration (BPA) funds the 'Annual Coded-wire Tag Program - Missing Production Groups for Columbia River Hatcheries' project. The Washington Department of Fish and Wildlife (WDFW), Oregon Department of Fish and Wildlife (ODFW) and the United States Fish and Wildlife Service (USFWS) all operate salmon and steelhead rearing programs in the Columbia River basin. The intent of the funding is to coded-wire tag at least one production group of each species at each Columbia Basin hatchery to provide a holistic assessment of survival and catch distribution over time and to meet various measures of the Northwest Power Planning Council's (NWPPC) Fish and Wildlife Program. The WDFW project has three main objectives: (1) coded-wire tag at least one production group of each species at each Columbia Basin hatchery to enable evaluation of survival and catch distribution over time, (2) recover coded-wire tags from the snouts of fish tagged under objective 1 and estimate survival, contribution, and stray rates for each group, and (3) report the findings under objective 2 for all broods of chinook, and coho released from WDFW Columbia Basin hatcheries. The University of Alabama in cooperation with Texas A&M University, McGill University, Longleaf Energy Group, Strago Petroleum Corporation, and Paramount Petroleum Company are undertaking an integrated, interdisciplinary geoscientific and engineering research project. The project is designed to characterize and model reservoir architecture, pore systems and rock-fluid interactions at the pore to field scale in Upper Jurassic Smackover reef and carbonate shoal reservoirs associated with varying degrees of relief on pre-Mesozoic basement paleohighs in the northeastern Gulf of Mexico. The project effort includes the prediction of fluid flow in carbonate reservoirs through reservoir simulation modeling which utilizes geologic reservoir characterization and modeling and the prediction of carbonate reservoir architecture, heterogeneity and quality through seismic imaging. The primary objective of the project is to increase the profitability, producibility and efficiency of recovery of oil from existing and undiscovered Upper Jurassic fields characterized by reef and carbonate shoals associated with pre-Mesozoic basement paleohighs. Phosphorus Retention and Fractionation in Masonry Sand and Light Weight Expanded Shale Used as Substrate in a Subsurface Flow Wetland

Constructed wetlands are considered an inefficient technology for long-term phosphorus (P) removal. The P retention effectiveness of subsurface wetlands can be improved by using appropriate substrates. The objectives of this study were to: (i) use sorption isotherms to estimate the P sorption capacity of the two materials, masonry sand and light weight expanded shale; (ii) describe dissolved P removal in small (2.7 m3) subsurface flow wetlands; (iii) quantify the forms of P retained by the substrates in the pilot cells; and (iv) use resulting data to assess the technical and economic feasibility of the most promising system to remove P. The P sorption capacity of masonry sand and expanded shale, as determined with Langmuir isotherms, was 60 mg/kg and 971 mg/kg respectively. In the pilot cells receiving secondarily treated wastewater, cells containing expanded shale retained a greater proportion of the incoming P (50.8 percent) than cells containing masonry sand (14.5 percent). After a year of operation, samples were analyzed for total P (TP) and total inorganic P (TIP). Subsamples were fractionated into labile-P, Fe+Al-bound P, humic-P, Ca+Mg-bound P, and residual-P. These studies are designed to assess potential effects of Savannah River Site (SRS) contaminants and warm-water discharges on the general health of the river and its tributaries. The study design includes multiple biological groups spanning a broad range of ecological roles, both because no single group is the best indicator of every component of water quality and because there is wide-spread agreement that protecting the entire system is important.

Intercomparison of numerical simulation codes for geologic disposal of CO2

Numerical simulation codes were exercised on a suite of eight test problems that address CO2 disposal into geologic storage reservoirs, including depleted oil and gas reservoirs, and brine aquifers. Processes investigated include single- and multi-phase flow, gas diffusion, partitioning of CO2 into aqueous and oil phases, chemical interactions of CO2 with aqueous fluids and rock minerals, and mechanical changes due to changes in fluid pressures. Representation of fluid properties was also examined. In most cases results obtained from different simulation codes were in satisfactory agreement, providing confidence in the ability of current numerical simulation approaches to handle the physical and chemical processes that would be induced by CO2 disposal in geologic reservoirs. Some discrepancies were also identified and can be traced to differences in fluid property correlations, and space and time discretization.

The purpose of the time series has been to develop the capability to characterize the standing stock densities of shallow reef fishes, as one potentially important component of the monk seal forage base with precision sufficient to detect twofold changes over a decadal time scale when sampled at a yearly frequency.

Water Conservation Study for Manastash Creek Water Users, Kittias County, Washington, Final Report 2002.

Manastash Creek is tributary of the Yakima River and is located southwest and across the Yakima River from the City of Ellensburg. The creek drains mountainous terrain that ranges in elevation from 2,000 feet to over 5,500 feet and is primarily snowmelt fed, with largest flows occurring in spring and early summer. The creek flows through a narrow canyon until reaching a large, open plain that slopes gently toward the Yakima River and enters the main stem of the Yakima River at river mile 154.5. This area, formed by the alluvial fan of the Creek as it leaves the canyon, is the subject of this study. The area is presently dominated by irrigated agriculture, but development pressures are evident as Ellensburg grows and develops as an urban center. Since the mid to late nineteenth century when irrigated agriculture was established in a significant manner in the Yakima River Basin, Manastash Creek has been used to supply irrigation water for farming in the area. Adjudicated water rights dating back to 1871 for 4,465 acres adjacent to Manastash Creek allow appropriation of up to 26,273 acre-feet of creek water for agricultural irrigation and stock water. Estimating Field-Scale Hydraulic Parameters of Heterogeneous Soils Using A Combination of Parameter Scaling and Inverse Methods

As the Hanford Site transitions into remediation of contaminated soil waste sites and tank farm closure, more information is needed about the transport of contaminants as they move through the vadose zone to the underlying water table. The hydraulic properties must be characterized for accurate simulation of flow and transport. This characterization includes the determination of soil texture types, their three-dimensional distribution, and the parameterization of each soil texture. This document describes a method to estimate the soil hydraulic parameter using the parameter scaling concept (Zhang et al. 2002) and inverse techniques. To this end, the Groundwater Protection Program Science and Technology Project funded vadose zone transport field studies, including analysis of the results to estimate field-scale hydraulic parameters for modeling. Parameter scaling is a new method to scale hydraulic parameters. The method relates the hydraulic-parameter values measured at different spatial scales for different soil textures. Parameter scaling factors relevant to a reference texture are determined using these local-scale parameter values, e.g., those measured in the lab using small soil cores. After parameter scaling is applied, the total number of unknown variables in hydraulic parameters is reduced by a factor equal to the number of soil textures. The field-scale values …

Background Radioactivity in River and Reservoir Sediments near Los Alamos, New Mexico

As part of its continuing Environmental Surveillance Program, regional river and lake-bottom sediments have been collected annually by Los Alamos National Laboratory (the Laboratory) since 1974 and 1979, respectively. These background samples are collected from three drainage basins at ten different river stations and five reservoirs located throughout northern New Mexico and southern Colorado. Radiochemical analyses for these sediments include tritium, strontium-90, cesium-137, total uranium, plutonium-238, plutonium-239,-240, americium-241, gross alpha, gross beta, and gross gamma radioactivity. Detection-limit radioactivity originates as worldwide fallout from aboveground nuclear weapons testing and satellite reentry into Earth's atmosphere. Spatial and temporal variations in individual analyte levels originate from atmospheric point-source introductions and natural rate differences in airborne deposition and soil erosion. Background radioactivity values on sediments reflect this variability, and grouped river and reservoir sediment samples show a range of statistical distributions that appear to be analyte dependent. Traditionally, both river and reservoir analyte data were blended together to establish background levels. In this report, however, we group background sediment data according to two criteria. These include sediment source (either river or reservoir sediments) and station location relative to the Laboratory (either upstream or downstream). The Lake Roosevelt Fisheries Evaluation Program is the result of a merger between two projects, the Lake Roosevelt Monitoring Program (BPA No. 8806300) and the Lake Roosevelt Data Collection Project (BPA No. 9404300). These projects were merged in 1996 to continue work historically completed under the separate projects, and is now referred to as the Lake Roosevelt Fisheries Evaluation Program. Creel and angler surveys estimated that anglers made 196,775 trips to Lake Roosevelt during 1998, with an economic value of $8.0 million dollars, based on the Consumer Price Index (CPI). In 1998 it was estimated that 9,980 kokanee salmon, 226,809 rainbow trout, 119,346 walleye, and over 14,000 smallmouth bass and other species were harvested. Creel data indicates that hatchery reared rainbow trout contribute substantially to the Lake Roosevelt fishery. The contribution of kokanee salmon to the creel has not met the expectations of fishery managers to date, and is limited by entrainment from the reservoir, predation, and possible fish culture obstacles. The 1998 Lake Roosevelt Fisheries Creel and Population Analysis Annual Report includes analyses of the relative abundance of fish species, and reservoir habitat relationships (1990-1998). Single Quark Transition Model Analysis of Electromagnetic Nucleon Resonance Excitations

We apply the single quark transition model to resonance transition amplitudes extracted from photo- and electroproduction data. We use experimental data on the S{sub 11}(1535), and D{sub 13}(1520) nucleon resonances to extract the amplitudes for the electromagnetic transition from the nucleon ground state [56,0+] to the [70,1-] supermultiplet, and make predictions for the transition amplitudes of all other states associated with the [70,1-]. We compare the predictions with data and find surprisingly good agreement. The comparison is hampered by the poor data quality for many of the states especially in the electroproduction sector.

The Lake Roosevelt Fisheries Evaluation Program is the result of a merger between two projects, the Lake Roosevelt Monitoring Program (BPA No. 8806300) and the Lake Roosevelt Data Collection Project (BPA No. 9404300). These projects were merged in 1996 to continue work historically completed under the separate projects, and is now referred to as the Lake Roosevelt Fisheries Evaluation Program. The 1998 Annual Report, Part B. Limnology, Primary Production, and Zooplankton in Lake Roosevelt, Washington examined the limnology, primary production, and zooplankton at eleven locations throughout the reservoir. The 1998 research protocol required a continuation of the more complete examination of limnological parameters in Lake Roosevelt that began in 1997. Phytoplankton and periphyton speciation, phytoplankton and periphyton chlorophyll a analysis, complete zooplankton biomass analysis by taxonomic group, and an increased number of limnologic parameters (TDG, TDS, etc.) were examined and compared with 1997 results. Total dissolved gas levels were greatly reduced in 1998, compared with 1997, likely resulting from the relatively normal water year experienced in 1998. International Tourism in Developing Nations: An Empirical Study

Theory: The literature on volume of tourism in developing nations, does not provide empirical measures necessary for rigorous hypotheses testing. While there have been ample studies on volume of tourism among developed nations, very little has been done regarding developing nations. Several theories from the dependency school, world systems and modernization offer theoretical explanations, but these explanations have not been adequately translated into empirical models, for studying the volume of tourism. Hypotheses: To improve the ability to explain volume of tourism and to identify the factors that affect the volume of tourism in developing countries, the study tests four hypotheses based on the theories of Modernization, World System and Push- Pull. Methodology: The study uses Confirmatory Factor Analysis to examine the factors that are likely to influence the volume of tourism. Shift Share analysis is also used to study regional variations in volume of tourism. Findings: The study found support for the fact that aspects of modernization are some of the most important determinants of volume of tourism. This finding has policy implications for developing nations trying to encourage tourism as an important economic sector. Response of Red-Tailed Hawks and Golden Eagles to Topographical Features, Weather, and Abundance of a Dominant Prey Species at the Altamont Pass Wind Resource Area, California: April 1999-December 2000

Studies have shown that raptors flying within the Altamont Pass WRA are vulnerable to fatal turbine collisions, possibly because of their specific foraging and flight behavior. Between June 1999 and June 2000, I conducted 346.5 hours of raptor observations within the Atlamont Pass WRA. Behavior was recorded in relation to characteristics of the topography (slope aspect, elevation, and inclination), the weather, and ground squirrel abundance, as determined by active burrow entrances. The most significant finding of this study revealed that red-tailed hawks and golden eagles flew more in strong winds than in weak winds, particularly along hillsides facing into prevailing winds (as opposed to hillsides shielded from the wind). This is likely a result of the birds' use of declivity currents for lift during flights. These results suggest that certain combinations of topography and weather produce wind currents that are sought out by foraging red-tailed hawks and golden eagles within the Altamont Pass WRA. To decrease raptor mortality, mitigation measures can be targeted to specific areas likely to attract foraging raptors because of their capacity to create particularly favorable wind currents.

Eye of the beholder: Children respond to beauty in art.

The purpose of this study was to determine if beauty was important to elementary age children when exploring and making aesthetic judgements about works of art and to determine the criteria elementary students used in judging beauty in works of art. This study also explored beauty as a concept that could be used as an organizing idea for designing a thematic unit with the purpose of introducing elementary students to postmodern art and issues. One hundred and sixty first grade and fourth grade students looked at 20 pairs of art reproductions and picked the artwork they considered the most beautiful. The criteria elementary students use for determining beauty in artworks was found to be color, realism, subject matter and physical appearance of the subject of the work of art.

Removal of selected water disinfection byproducts, and MTBE in batch and continuous flow systems using alternative sorbents.

A study was conducted to evaluate the sorption characteristics of six disinfection byproducts (DBPs) on four sorbents. To investigate sorption of volatile organic compounds (VOCs), specially designed experimental batch and continuous flow modules were developed. The investigated compounds included: chloroform, 1,2-dichloroethane (DCE), trichloroethylene (TCE), bromodichloromethane (BDCM), methyl tertiary butyl ether (MTBE), bromate and bromide ions. Sorbents used included light weight aggregate (LWA), an inorganic porous material with unique surface characteristics, Amberlite® XAD-16, a weakly basic anion exchange resin, Amberjet®, a strongly basic anion exchange resin, and granular activated carbon (GAC). Batch experiments were conducted on spiked Milli-Q® and lake water matrices. Results indicate considerable sorption of TCE (68.9%), slight sorption of bromate ions (19%) and no appreciable sorption for the other test compounds on LWA. The sorption of TCE increased to 75.3% in experiments utilizing smaller LWA particle size. LWA could be a viable medium for removal of TCE from contaminated surface or groundwater sites. Amberlite® was found unsuitable for use due to its physical characteristics, and its inability to efficiently remove any of the test compounds.
