This ninth revision of the Hanford Site National Environmental Policy Act (NEPA) Characterization presents current environmental data regarding the hanford Site and its immediate environs. This information is intended for use in preparing Chapters 4 and 6 in Hanford Site-related NEPA documents. Chapter 4.0 (Affected Environment) includes information on climate and meteorology, geology, hydrology, ecology, cultural, archaeological and historical resources, socioeconomics, and noise. Chapter 6.0 (Statutory and Regulatory Requirements) provides the preparer with the federal and state regulations, DOE directives and permits, and environmental standards directly applicable to the NEPA documents on the Hanford Site. Not all of the sections have been updated for this revision. The following lists the updated sections: climate and meteorology; ecology (threatened and endangered species section only); culture, archaeological, and historical resources; socioeconomics; all of Chapter 6.

This is an overview of the May energy statistics by the Energy Information Administration. The contents of the report include an energy overview, US energy production, trade stocks and prices for petroleum, natural gas, oil and gas resource development, coal, electricity, nuclear energy, energy prices, and international energy. Energy production during February 1997 totaled 5.4 quadrillion Btu, a 1.9% decrease from the level of production during February 1996. Coal production increased 1.2%, natural gas production decreased 2.9%, and production of crude oil and natural gas plant liquids decreased 2.1%. All other forms of energy production combined were down 6.3% from the level of production during February 1996. Energy consumption during February 1997 totaled 7.5 quadrillion Btu, 4.0% below the level of consumption during February 1996. Consumption of petroleum products decreased 4.4%, consumption of natural gas was down 3.5%, and consumption of coal fell 2.2%. Consumption of all other forms of energy combined decreased 6.7% from the level 1 year earlier. Net imports of energy during February 1997 totaled 1.5 quadrillion Btu, 14.1% above the level of net imports 1 year earlier. Annual Energy Outlook 1998: with Projections to 2020

The Annual Energy Outlook 1998 (AEO98) is the first AEO with projections to 2020. Key issues for the forecast extension are trends in energy efficiency improvements, the effects of increasing production and productivity improvements on energy prices, and the reduction in nuclear generating capacity. Projections in AEO98 also reflect a greater shift to electricity market restructuring. Restructuring is addressed through several changes that are assumed to occur in the industry, including a shorter capital recovery period for capacity expansion decisions and a revised financial structure that features a higher cost of capital as the result of higher competitive risk. Both assumptions tend to favor less capital-intensive generation technologies, such as natural gas, over coal or baseload renewable technologies. The forecasts include specific restructuring plans in those regions that have announced plans. California, New York, and New England are assumed to begin competitive pricing in 1998. The provisions of the California legislation for stranded cost recovery and price caps are incorporated. In New York and New England, stranded cost recovery is assumed to be phased out by 2008.

Water supply at Los Alamos during 1996. Progress report

Production of potable municipal water supplies during 1996 totaled about 1,368.1 million gallons from wells in the Guaje, Pajarito, and Otowi well fields. There was no water used from either the spring gallery in Water Canyon or from Guaje Reservoir during 1996. About 2.6 million gallons of water from Los Alamos Reservoir was used for lawn irrigation. The total water usage in 1996 was about 1,370.7 million gallons, or about 131 gallons per day per person living in Los Alamos County. Groundwater pumpage was up about 12.0 million gallons in 1996 compared with the pumpage in 1995. This report fulfills requirements specified in US Department of Energy (DOE) Order 5400.1 (Groundwater Protection Management Program), which requires the Los Alamos National Laboratory (LANL) to monitor and document groundwater conditions below Pajarito Plateau and to protect the regional aquifer from contamination associated with Laboratory operations. Furthermore, this report also fulfills special conditions by providing information on hydrologic characteristics of the regional aquifer, including operating conditions of the municipal water supply system.
