The Yakima/Klickitat Fisheries Project (YKFP) proposes to assess the merits of ''supplementation'' as a means to increase natural production and harvest opportunities for anadromous fish in the Yakima and Klickitat subbasins. Supplementation involves rearing and release of artificially produced fish, which upon return as adults, would be managed to form a major component of the naturally spawning population.

This report covers research results for fiscal year 1991 for the Microbial Enhanced Oil Recovery (MEOR) and Wettability Research Program conducted by EG&G Idaho, Inc. at the Idaho National Engineering Laboratory ONEL) for the US Department of Energy Idaho Field Office (DOE-ID). The program is funded by the Assistant Secretary of Fossil Energy, and managed by DOE-ID and the Bartlesville Project Office (BPO). The objectives of this multi-year program are to develop MEOR systems for application to reservoirs containing medium to heavy crude oils and to design and implement an industry cost-shared field demonstration project of the developed technology. An understanding of the controlling mechanisms will first be developed through the use of laboratory scale testing to determine the ability of microbially mediated processes to recover oil under reservoir conditions and to develop the design criteria for scale-up to the field. Concurrently with this work, the isolation and characterization of microbial species collected from various locations including target oil field environments is underway to develop more effective oil recovery systems for specific applications. The Measurements and Characterization Branch of the National Renewable Laboratory (NREL) provides comprehensive photovoltaic (PV) materials, devices, characterization, measurement, fabrication, modeling research, and support for the international PV research community, in the context of the US Department of Energy's Photovoltaic Research Program goals. This report summarizes the progress of the Branch from 31 January 1991 through 31 January 1992. The eight technical sections present a succinct overview of the capabilities and accomplishments of each group in the Branch. The Branch is comprised of the following groups: Surface and interface Analysis; Materials Characterization; Device Development; Electro-optical Characterization; Advanced PV module Performance and Reliability Research; Cell Performance Characterization; Surface Interactions, Modification, and Stability; and FTIR Spectroscopic Research. The current objective of the project ``Analysis of Air Pollution and Greenhouse Gases`` is to develop a study of emissions and emission sources that could easily be linked to models of economic activity. Initial studies were conducted to evaluate data currently available linking activity rates and emissions estimates. The emissions inventory developed for the National Acid Precipitation Assessment Program (NAPAP) presents one of the most comprehensive data sets, and was chosen for our initial studies, which are described in this report. Over 99% of the SO{sub 2} emissions, 98% of the NO{sub x} emission and 57% of the VOC emissions from area sources are related to fuel combustion. The majority of emission from these sources are generated by the transportation sector. Activity rates for area sources are not archived with the NAPAP inventory; alternative derivations of these data will be part of the future activities of this project. The availability and completeness of the fuel heat content data in the NAPAP inventory were also studied. Approximately 10% of the SO{sub 2} emissions, 13% of the NO{sub x} emissions and 46% of the VOC emissions are generated by sources with unavailable data for fuel heat content. The Department of Energy has consolidated its plans for Information Systems, Computing Resources, and Telecommunications into a single document, the Information Technology Resources Long-Range Plan. The consolidation was done as a joint effort by the Office of ADP Management and the Office of Computer Services and Telecommunications Management under the Deputy Assistant Secretary for Administration, Information, and Facilities Management. This Plan is the product of a long-range planning process used to project both future information technology requirements and the resources necessary to meet those requirements. It encompasses the plans of the various organizational components within the Department and its management and operating contractors over the next 5 fiscal years, 1991 through 1995.
