China energy databook

The Energy Analysis Program (EAP) at the Lawrence Berkeley Laboratory (LBL) first becamc involved in Chinese energy issues through a joint China-US symposium on markets and demand for energy held in Nanjing in November of 1988. Discovering common interests, EAP began to collaborate on projects with the Energy Research Institute (ERI) of China's State Planning Commission. In the course of this work it became clear that a major issue in the furtherance of our research was the acquisition of reliable data. In addition to other, more focused activities-evaluating programs of energy conservation undertaken in China and the prospects for making Chinese industries more energy-efficient, preparing historical reviews of energy supply and demand in the People's Republic of China, sponsoring researchers from China to work with experts at LBL on such topics as energy efficiency standards for buildings, adaptation of US energy analysis software to Chinese conditions, and transportation issues-we decided to compile, assess, and organize Chinese energy data. We are hopeful that this volume will not only help us in our work, but help build a broader community of Chinese energy policy studies within the US.

Surface water management: a user's guide to calculate a water balance using the CREAMS model

The hydrologic component of the CREAMS model is described and discussed in terms of calculating a surface water balance for shallow land burial systems used for waste disposal. Parameter estimates and estimation procedures are presented in detail in the form of a user's guide. Use of the model is illustrated with three examples based on analysis of data from Los Alamos, New Mexico and Rock Valley, Nevada. Use of the model in design of trench caps for shallow land burial systems is illustrated with the example applications at Los Alamos.

Exploration for Geothermal Resources in the Capital District of New York. Final Report

Water chemistry, gas analyses, and geophysical methods including gravity and magnetic surveys, microseismic monitoring, and temperature gradient measurements were used in the Capital District area to evaluate the potential for a hydrothermal geothermal system. Water and gas chemistries provided indirect indicators, and temperature gradients provided direct indications of a geothermal system. Gravity results were supportive of gradient and chemistry data, but seismic and magnetic work have thus far provided little information on the potential system. Gradients throughout the area ranged from an average background value of about 10/sup 0/C/km to a high of roughly 44/sup 0/C/km. The highest gradient values, the most unusual water chemistries and largest carbon dioxide exhalations occur along the Saratoga and McGregor faults between Saratoga Springs and Schenectady, and indicate a good potential for a usable hydrothermal geothermal system at depth.

Residential energy use to the Year 2000: a regional analysis

A previous ORNL report (ORNL/CON-13) evaluates the national energy and direct economic effects of implementing various residential energy conservation programs. This report evaluates the effects of these programs in each of the ten Federal regions. The programs considered are those proposed in the National Energy Plan: appliance efficiency targets, thermal standards for construction of new residences, and weatherization of existing housing units. Implementation of these programs might cut cumulative (1977-2000) national residential energy use by 41 QBtu. Relative energy savings are highest in Regions 7 and 8 (11 and 10% respectively, of their baselines) and smallest in Region 9 (7%). The net economic benefit to the nation's households of these three Federal programs is $21 billion. Benefits exceed costs in each region; the benefit/cost ratio ranges from a low of 1.4 in Region 10 to a high of 2.0 in Region 6. 21 tables, 8 figs, 19 refs., plus 10 p. computer printout.

This report provides information regarding the status of and groundwater quality at the waste sites at the Department of Energy`s (DOE) Savannah River Site (SRS). Specific information provided for each waste site at SRS includes its location, size, inventory (when known), and history. Many waste sites at SRS are considered to be of little environmental concern because they contain nontoxic or inert material such as construction rubble and debris. Other waste sites, however, either are known to have had an effect on groundwater quality or are suspected of having the potential to affect groundwater. Monitoring wells have been installed at most of these sites; monitoring wells are scheduled for installation at the remaining sites. Results of the groundwater analyses from these monitoring wells, presented in the appendices, are used in the report to help identify potential contaminants of concern, if any, at each waste site. The list of actions proposed for each waste site in Christensen and Gordon`s 1983 report are summarized, and an update is provided for each site. Planned actions for the future are also outlined.

Application of the SELECS methodology to evaluate socioeconomic and environmental impacts of commercial-scale coal liquefaction plants at six potential sites in Kentucky. Final report from the study on development of environmental guidelines for the selection of sites for fossil energy conversion facilities

Environmental and socioeconomic impacts likely to occur during the operational phase of two coal liquefaction processes have been evaluated with SELECS (Site Evaluation for Energy Conversion Systems) for each of six potential sites in Kentucky for commercial scale facilities capable of processing about 26,000 tons of coal per stream day. The processes considered in this evaluation are SRC-I, a direct liquefaction route with solid boiler fuel as the principal product, and Coal-to-Methanol-to-Gasoline, an indirect liquefaction route with transportation fuel as the primary product. For comparative purposes, the impacts of a 2-gigawatt coal-fired steam-electric power plant (with coal requirements comparable to the liquefaction facilities) and an automobile parts manufacturing plant (with employment requirements of 849, comparable to the liquefaction facilities) have also been evaluated at each site. At each site, impacts have been evaluated for one or two nearby cities or towns and four to six counties where significant impacts might be expected. The SELECS methodology affords a well-organized and efficient approach to collecting and assessing a large volume of data needed to comprehensively determine the potential socioeconomic and environmental impacts resulting from the implementation of commercial scale synfuel and other energy conversion facilities. Hydropower development and operations in the Columbia River basin have caused the loss of 5 million to 11 million salmonids. An interim goal of the Northwest Power Planning Council is to reestablish these historical numbers by doubling the present adult runs from 2.5 million to 5.0 million fish. This increase in production will be accomplished through comprehensive management of both wild and hatchery fish, but artificial propagation will play a major role in the augmentation process. The current husbandry techniques in existing hatcheries require improvements that may include changes in rearing densities, addition of oxygen, removal of excess nitrogen, and improvement in raceway design. Emphasis will be placed on the ability to increase the number of fish released from hatcheries that survive to return as adults.

Results from the long-term interaction and modeling of SRL-131 glass with aqueous solutions

Leaching studies on SRL-131 simulated defense waste glass have been carried out for a duration of two years. This glass contained nonradioactive elements and depleted uranium to simulate the waste content. The leachants used in this study were deionized water, a sodium bicarbonate/silicic acid solution (silicate water), a synthetic groundwater, and a high ionic strength K-Mg-Na-Cl brine. Two temperatures were used: 40/sup 0/C and 90/sup 0/C. The long-term results were in fair agreement with modeling calculations performed using the PHREEQE geochemical code. The leachability of SRL-131 glass from results up to two years followed the trend: deionized water > silicate water > synthetic groundwater > salt brine at 40/sup 0/C and deionized water approx. = synthetic groundwater > silicate water > salt brine at 90/sup 0/C. Solid state analyses are reported along with an Appendix containing a complete data set.

Site characterization report for the basalt waste isolation project. Volume II

The reference location for a repository in basalt for the terminal storage of nuclear wastes on the Hanford Site and the candidate horizons within this reference repository location have been identified and the preliminary characterization work in support of the site screening process has been completed. Fifteen technical questions regarding the qualification of the site were identified to be addressed during the detailed site characterization phase of the US Department of Energy-National Waste Terminal Storage Program site selection process. Resolution of these questions will be provided in the final site characterization progress report, currently planned to be issued in 1987, and in the safety analysis report to be submitted with the License Application. The additional information needed to resolve these questions and the plans for obtaining the information have been identified. This Site Characterization Report documents the results of the site screening process, the preliminary site characterization data, the technical issues that need to be addressed, and the plans for resolving these issues. Volume 2 contains chapters 6 through 12: geochemistry; surface hydrology; climatology, meteorology, and air quality; environmental, land-use, and socioeconomic characteristics; repository design; waste package; and performance assessment.
