Hanford Site climatological data summary 1999 with historical data

This document presents the climatological data measured at the US Department of Energy's Hanford Site for calendar year 1999. Pacific Northwest National Laboratory operates the Hanford Meteorology Station and the Hanford Meteorological Monitoring Network from which these data were collected. The information contained herein includes updated historical climatologies for temperature, precipitation, normal and extreme values of temperature and precipitation, and other miscellaneous meteorological parameters. Further, the data are adjunct to and update Hoitink et al. (1999), and Hoitink and Burk (1994, 1995, 1996, 1997, 1998); however, Appendix B-Wind Climatology (1994) is excluded. 1999 was warmer than normal at the Hanford Meteorology Station with an average temperature of 54.4 F, 1.1 F above normal (53.3 F). The hottest temperature was 105 F on July 28, while the coldest was 18 F on January 3. The maximum temperature of 64 F on August 30 was the lowest maximum temperature ever recorded in August, while the maximum temperature of 76 F on November 13 was the highest maximum temperature ever recorded in November. Influence of Incision Location on Transmitter Loss, Healing, Incision Lengths, Suture Retention, and Growth of Juvenile Chinook Salmon

In this study, conducted by Pacific Northwest National Laboratory for the U.S. Army Corps of Engineers, Portland District, we measured differences in survival and growth, incision openness, transmitter loss, wound healing, and erythema among abdominal incisions on the linea alba, lateral and parallel to the linea alba (muscle-cutting), and following the underlying muscle fibers (muscle-sparing). A total of 936 juvenile Chinook salmon were implanted with both Juvenile Salmon Acoustic Tracking System transmitters (0.43 g dry) and passive integrated transponder tags. Fish were held at 12°C (n = 468) or 20°C (n = 468) and examined once weekly over 98 days. We found survival and growth did not differ among incision groups or between temperature treatment groups. Incisions on the linea alba had less openness than muscle-cutting and muscle-sparing incisions during the first 14 days when fish were held at 12°C or 20°C. Transmitter loss was not different among incision locations by day 28 when fish were held at 12°C or 20°C. However, incisions on the linea alba had greater transmitter loss than muscle-cutting and muscle-sparing incisions by day 98 at 12°C. Neutron Cross Section Evaluations of Fission Products Below the Fast Energy Region

Neutron cross section evaluations of the fission-product isotopes, {sup 95}Mo, {sup 99}Tc, {sup 101}Ru, {sup 103}Rh, {sup 105}Pd, {sup 109}Ag, {sup 131}Xe, {sup 133}Cs, {sup 141}Pr, {sup 141}Nd, {sup 147}Sm, {sup 149}Sm, {sup 150}Sm, {sup 151}Sm, {sup 152}Sm, {sup 153}Eu, {sup 155}Gd, and {sup 157}Gd were carried out below the fast neutron energy region within the framework of the BNL-KAERI international collaboration. In the thermal energy region, the energy dependence of the various cross-sections was calculated by applying the multi-level Breit-Wigner formalism. In particular, the strong energy dependence of the coherent scattering lengths of {sup 155}Gd and {sup 157}Gd were determined and were compared with recent calculations of Lynn and Seeger. In the resonance region, the recommended resonance parameters, reported in the BNL compilation, were updated by considering resonance parameter information published in the literature since 1981. The s-wave and, if available, p-wave reduced neutron widths were analyzed in terms of the Porter-Thomas distribution to determine the average level spacings and the neutron strength functions. Average radiative widths were also calculated from measured values of resolved energy resonances. Theory of Neutrinos: a White Paper

During 2004, four divisions of the American Physical Society commissioned a study of neutrino physics to take stock of where the field is at the moment and where it is going in the near and far future. Several working groups looked at various aspects of this vast field. The summary was published as a main report entitled ''The Neutrino Matrix'' accompanied by short 50 page versions of the report of each working group. Theoretical research in this field has been quite extensive and touches many areas and the short 50 page report [1] provided only a brief summary and overview of few of the important points. The theory discussion group felt that it may be of value to the community to publish the entire study as a white paper and the result is the current article. After a brief overview of the present knowledge of neutrino masses and mixing and some popular ways to probe the new physics implied by recent data, the white paper summarizes what can be learned about physics beyond the Standard Model from the various proposed neutrino experiments. The outlook for US oil dependence

Market share OPEC lost in defending higher prices from 1979-1985 is being steadily regained and is projected to exceed 50% by 2000. World oil markets are likely to be as vulnerable to monopoly influence as they were 20 years ago, as OPEC regains lost market share. The U.S. economy appears to be as exposed as it was in the early 1970s to losses from monopoly oil pricing. A simulated 2-year supply reduction in 2005-6 boosts OPEC revenues by roughly half a trillion dollars and costs the U.S. economy an approximately equal amount. The Strategic Petroleum Reserve appears to be of little benefit against such a determined, multi-year supply curtailment either in reducing OPEC revenues or protecting the U.S. economy. Increasing the price elasticity of oil demand and supply in the U.S. and the rest of the world, however, would be an effective strategy.

In Situ Remediation of {sup 137}Cs Contaminated Wetlands Using Naturally Occurring Minerals

Cesium-137 has contaminated a large area of the wetlands on the Savannah River Site. Remediation of the contaminated wetlands is problematic because current techniques destroy the sensitive ecosystem and generate a higher dose to workers. To address this problem, we proposed a non-trusive, in situ technology to sequester 137Cs in sediments. One intention of this study was to provide information regarding a go/no go decision for future work. Since the proof-of-concept was successful and several minerals were identified as potential candidates for this technology, a go decision was made.

Evaluation of Juvenile Salmonid Outmigration and Survival in the Lower Umatilla River Basin, Annual Report 2000-2001.

This is the seventh year of a multi-year project, monitoring the outmigration and survival of juvenile salmonids in the lower Umatilla River. This project both supplements and complements ongoing and completed work within the Umatilla River basin. Knowledge gained on juvenile outmigration and survival assists researchers and managers in adapting hatchery practices, flow enhancement strategies, canal and fish ladder operations, and supplementation and enhancement efforts of natural and restored fish populations. Findings from this study also measure the success of upriver habitat improvement projects and provide an overall evaluation of the Umatilla River fisheries restoration program. The general objectives for 2001 were to: (1) Estimate migrant abundance and survival and determine migration parameters of PIT-tagged hatchery and natural juvenile salmonids; (2) Monitor natural production and estimate overall abundance of pacific lamprey, chinook and coho salmon and summer steelhead; (3) Assess the condition and health of migrants and determine length-frequency distributions through time; (4) Investigate the effects of canal and fishway operations and environmental conditions on fish migration and survival; (5) Investigate and implement improved tag monitoring capabilities; and (6) Participate in planning and coordination activities within the basin and disseminate results. This report was revised in September 2008 to remove acid-extractable sodium data from Table 5.15. The sodium data was removed due to potential contamination introduced during the acid extraction process. The rest of the text remains unchanged from the original report issued in February 2002. The overall goal of the of the Tank Farm Vadose Zone Project, led by CH2M HILL Hanford Group, Inc., is to define risks from past and future single-shell tank farm activities. To meet this goal, CH2M HILL Hanford Group, Inc., asked scientists from Pacific Northwest National Laboratory to perform detailed analyses on vadose zone sediment from within the S-SX Waste Management Area. This report is one in a series of four reports to present the results of these analyses. Specifically, this report contains all the geologic, geochemical, and selected physical characterization data collected on vadose zone sediment recovered from borehole 41-09-39 installed adjacent to tank SX-109.

PBX 9501 Outgas Analysis by SPME/GC/MS

The authors used equilibrium headspace gas chromatography/mass spectrometry (GC/MS) to monitor volatile and semivolate species that are expected to migrate through PBX 9501 under environmentally relevant conditions. In this work they screened 11 samples taken from deployed parts. Although a number of chemical permeates were identified, the antioxidant signature provided the most information with regard to decomposition aging. Specifically, they were able to monitor butylated hydroxytoluene (BHT) and other antioxidants, which are apparently added to either the Estane adipate or MDI precursor by the manufacturer. They found that in those parts where diphenylamine (DPA) was used as a stabilizer, BHT response was significantly lower than in those formulations stabilized with Irganox 1010 (Irganox). These results imply that DPA is less efficient as a radical scavenger than Irganox. This lower efficiency might be related to the lack of oxygen in the weapon environment, which is initially < 0.1%. With regard to DPA, it has been reported that radical scavenging activity is proportional to the oxygen pressure. At this time they are uncertain whether the low DPA efficiency is mainly attributed to the oxygen level or if there is another rate limiting step that would lead to the preferential consumption of BHT.

ECO2N: A TOUGH2 Fluid Property Module for Mixtures of Water, NaCl,and CO2

ECO2N is a fluid property module for the TOUGH2 simulator (Version 2.0) that was designed for applications to geologic sequestration of CO{sub 2} in saline aquifers. It includes a comprehensive description of the thermodynamics and thermophysical properties of H{sub 2}O-NaCl-CO{sub 2} mixtures, that reproduces fluid properties largely within experimental error for the temperature, pressure and salinity conditions of interest (10 C {le} T {le} 110 C; P {le} 476 bar; salinity up to full halite saturation). Flow processes can be modeled isothermally or non-isothermally, and phase conditions represented may include a single (aqueous or CO{sub 2}-rich) phase, as well as two-phase mixtures. Fluid phases may appear or disappear in the course of a simulation, and solid salt may precipitate or dissolve. This report gives technical specifications of ECO2N and includes instructions for preparing input data. Code applications are illustrated by means of several sample problems, including problems that had been previously investigated in a code intercomparison study.

Radial Space Potential Measurements in the Central Cell of the Tandem Mirror Experiment With a Heavy-Ion-Beam Probe

Spatial and temporal profiles of the space potential in the central-cell midplane of TMX have been obtained with a heavy-ion-beam probe. The absolute accuracy of measurements is +- 25 volts (with respect to the machine vacuum walls) with a resolution of approx. 2 volts. During moderate fueling with the gas boxes (i/sub gas/ approx. = 1200 Atom-Amperes D/sub 2/), the plasma potential is parabolic to at least 25 cm radius, with phi/sub e/ approx. = phi/sub max/(1-(r/32)/sup 2/) and 300 < phi/sub max/ <450 volts. With puffer-valve fueling, the space potential is relatively flat to at least 27 cm radius, with 250 < phi/sub e/ < 350 volts.

Not-In-Kind Technologies for Residential and Commercial Unitary Equipment

This project was initiated by the Department of Energy in response to a request from the HVAC industry for consolidated information about alternative heating and cooling cycles and for objective comparisons of those cycles in space conditioning applications. Twenty-seven different heat pumping technologies are compared on energy use and operating costs using consistent operating conditions and assumptions about component efficiencies for all of them. This report provides a concise summary of the underlying principals of each technology, its advantages and disadvantages, obstacles to commercial development, and economic feasibility. Both positive and negative results in this study are valuable; the fact that many of the cycles investigated are not attractive for space conditioning avoids any additional investment of time or resources in evaluating them for this application. In other cases, negative results in terms of the cost of materials or in cycle efficiencies identify where significant progress needs to be made in order for a cycle to become commercially attractive. Specific conclusions are listed for many of the technologies being promoted as alternatives to electrically-driven vapor compression heat pumps using fluorocarbon refrigerants.
