Part I of the report discusses how the meaning of “the press” has expanded from printed material to include a wide range of broadcast and electronic media. Satellites, computers, electronic bulletin boards, teletex, videotext, and other new ways of gathering, editing, and delivering news are blurring legal and regulatory distinctions between common carriers and “the press, ” thus changing arguments about the constitutional rights that they have each enjoyed. Part II addresses freedom of speech and press as they apply to scientific communications and technological know-how. As science and technology become ever more important to our economy and our military strength, the delicate balance between individual rights and the national interest becomes both more important and more difficult to maintain.

Search for Underground Openings for in Situ Test Facilities in Crystalline Rock

With a few exceptions, crystalline rocks in this study were limited to plutonic rocks and medium to high-grade metamorphic rocks. Nearly 1700 underground mines, possibly occurring in crystalline rock, were initially identified. Application of criteria resulted in the identification of 60 potential sites. Within this number, 26 mines and 4 civil works were identified as having potential in that they fulfilled the criteria. Thirty other mines may have similar potential. Most of the mines identified are near the contact between a pluton and older sedimentary, volcanic and metamorphic rocks. However, some mines and the civil works are well within plutonic or metamorphic rock masses. Civil works, notably underground galleries associated with pumped storage hydroelectric facilities, are generally located in tectonically stable regions, in relatively homogeneous crystalline rock bodies. A program is recommended which would identify one or more sites where a concordance exists between geologic setting, company amenability, accessibility and facilities to conduct in situ tests in crystalline rock.

Energy-conserving perennial agriculture for marginal land in southern Appalachia. Final technical report

USDA economists predict the end of surplus farm production in the US within this decade. More and more marginal land will be cropped to provide feed for the growing world population and to produce energy. Much of this potential cropland in Southern Appalachia is poorly suited to annual crops, such as corn. Perennial crops are much better suited to steep, rocky, and wet sites. Research was undertaken on the theoretical potentials of perennial species with high predicted yields of protein, carbohydrates, or oils. Several candidate staple perennial crops for marginal land in Southern Appalachia were identified, and estimates were made of their yields, energy input requirements, and general suitabilities. Cropping systems incorporating honeylocust, persimmon, mulberry, jujube, and beech were compared with corn cropping systems. It appears that these candidate staple perennials show distinct advantages for energy conservation and environmental preservation. Detailed economic analyses must await actual demonstration trials, but preliminary indications for ethanol conversion systems with honeylocust are encouraging. It is suggested that short-term loans to farmers undertaking this new type of agriculture would be appropriate to solve cash-flow problems.

Comparative analysis of coal use options for reducing the dependence of utilities on imported oil

The President and the Congress are finalizing National Goals to reduce the Nation's dependence on imported oil. A key element of these goals is the conversion of utilities from oil-fired to coal-fired to yield an import reduction of 0.75 MBD by 1990. Since these utilities already exist at fixed locations, this element of the National Goals has the focus of Appolo, Polaris, Minuteman and other major successful programs. It is indicated, therefore, that the program development and management techniques employed in these programs may have useful application to the utility conversion program. These techniques include comparative systems and mission mode analysis, and the application of these techniques to the utility conversion program is discussed. It is observed that the conversions of coal-capable utilities will most likely be achieved in the first half of the next decade, while those for non coal-capable utilities will likely occur in the latter half of the next decade. It is suggested that DOE/RA initiate an in-house task force effort to make a comparative analysis of conversion alternatives to meet this goal. This analysis is discussed in some detail and it should consider the coal delivery as well as the conversion elements of the overall coal …

Heating the New Mexico Tech Campus with geothermal energy. Final report, July 1, 1978-October 31, 1979

An area between the base of Socorro Peak and the New Mexico Tech Campus (located in central New Mexico) has been proposed as a site for geothermal exploratory drilling. The existing site environment is summarized, a program for site monitoring is proposed, impacts of geothermal production and reinjection are listed, and problems associated with geothermal development are examined. The most critical environmental impact is the increased seismic activity that may be associated with geothermal fluid migration resulting from geothermal production and reinjection.
