Effect of Rancher’s Management Philosophy, Grazing Practices, and Personal Characteristics on Sustainability Indices for North Central Texas Rangeland

To assess sustainability of privately owned rangeland, a questionnaire was used to gathered data from ranches in Cooke, Montague, Clay, Wise, Parker, and Jack counties in North Central Texas. Information evaluated included: management philosophy, economics, grazing practices, environmental condition, quality of life, and demographics. Sustainability indices were created based on economic and land health indicator variables meeting a minimum Cronbach‘s alpha coefficient (α = 0.7). Hierarchical regression analysis was used to create models explaining variance in respondents’ indices scores. Five predictors explained 36% of the variance in rangeland economic sustainability index when respondents: 1) recognized management inaction has opportunity costs affecting economic viability; 2) considered forbs a valuable source of forage for wildlife or livestock; 3) believed governmental assistance with brush control was beneficial; 4) were not absentee landowners and did not live in an urban area in Texas, and; 5) valued profit, productivity, tax issues, family issues, neighbor issues or weather issues above that of land health. Additionally, a model identified 5 predictors which explained 30% of the variance for respondents with index scores aligning with greater land health sustainability. What would cause someone to withstand freezing temperatures in a cramped wooden box for hours on end, or stand in waist-high rushing waters, flicking a pole back and forth over and over—in many cases with nothing whatsoever to show for his efforts? Why is it that, into the twenty-first century, with the convenience of practically any type of red meat or fish available at the local supermarket, we continue to hunt game and fish on open waters? The answer is that no matter how sophisticated we think we are, no matter how technologically advanced we become, there is still something deep within us that beckons us to “the hunt.” This desire creates the customs, beliefs, and rituals related to hunting—for deer, hogs, and other four-legged critters, as well as fish and snakes, and other things that perhaps aren’t physically alive, but capture our interest as much as the prey mentioned above. The Brazos Valley Groundwater Conservation District: A Case Study in Texas Groundwater Conservation

This thesis examines the history of groundwater management through the development of groundwater conservation districts in Texas. Political, economic, ideological, and scientific understandings of groundwater and its regulation varied across the state, as did the natural resource types and quantities, which created a diverse and complicated position for lawmakers and landowners. Groundwater was consistently interpreted as a private property right and case law protected unrestricted use for the majority of the twentieth-century even as groundwater resources crossed property and political boundaries, and water tables declined particularly during the second-half of the century. The case study of the Brazos Valley Groundwater Conservation District describes the complicated history of groundwater in Texas as the state attempted to balance natural resource legislation and private property rights and illuminate groundwater’s importance for the future.

Portrait of a southern Progressive: The political life and times of Governor Pat M. Neff of Texas, 1871-1952

Pat M. Neff was a product of his political place and time. Born in Texas in 1871, during Reconstruction, he matured and prospered while his native state did the same as it transitioned from Old South to New South. Neff spent most of his life in Waco, a town that combined New South Progressivism with religious conservatism. This duality was reflected in Neff's own personality. On moral or religious issues, he was conservative. On economic and social issues, he was Progressive. He thus was a typical Southern Progressive who de-emphasized social and political change in favor of economic development. For instance, as governor from 1921 to 1925, his work to develop and conserve Texas' water resources brought urbanization and industrialization that made the New South a reality in the state. Neff was a devout Baptist which influenced his politics and philosophy. He was president of Baylor University, a Baptist institution, for fifteen years after leaving the governor s office and he led the Southern Baptist Convention (SBC) in the 1940s. Rawhide Ranger, Ira Aten: Enforcing Law on the Texas Frontier

Ira Aten (1862-1953) was the epitome of a frontier lawman. At age twenty he enrolled in Company D during the transition of the Rangers from Indian fighters to topnotch peace officers. This unit—and Aten—would have a lively time making their mark in nineteenth-century Texas. The preponderance of Texas Ranger treatments center on the outfit as an institution or spotlight the narratives of specific captains. Bob Alexander aptly demonstrated in Winchester Warriors: Texas Rangers of Company D, 1874-1901 that there is merit in probing the lives of everyday working Rangers. Aten is an ideal example. The years Ira spent as a Ranger are jam-packed with adventure, border troubles, shoot-outs, solving major crimes—a quadruple homicide—and manhunts. Aten’s role in these and epochal Texas events such as the racially insensitive Jaybird/Woodpecker Feud and the bloody Fence Cutting Wars earned Ira’s spot in the Ranger Hall of Fame. His law enforcing deeds transcend days with the Rangers. Ira served two counties as sheriff, terms spiked with excitement. Afterward, for ten years on the XIT, he was tasked with clearing the ranch’s Escarbada Division of cattle thieves. Aten’s story spins on an axis of spine-tingling Texas history. Captain John R. Hughes: Lone Star Ranger

Captain John R. Hughes, Lone Star Ranger is the first full and complete modern biography of a man who served as a Texas Ranger from 1887 until early 1915. He came to the attention of the Rangers after doggedly trailing horse thieves for nearly a year and recovering his stolen stock. After helping Ranger Ira Aten track down another fugitive from justice, Hughes then joined Company D of the Texas Rangers on Aten’s recommendation, intending to stay for only a few months; he remained in the service for nearly thirty years. When Sgt. Charles Fusselman was killed by bandits, Hughes took his place. When Captain Frank Jones was killed by bandits in 1893, Hughes was named captain of Company D. As captain, Hughes and his men searched the border and identified every bandit involved in the killing of Jones. They all received justice. Toward the end of his career Hughes became a senior captain based in Austin, and in 1915, having served as a captain and ranger longer than any other man, he retired from the force.
