A Study of Due Process Appeal Cases Involving Professional Personnel Coming Before the State Commissioner of Education for the Period of Time 1970-1975 and the Impact of These Cases upon School District Operations in Texas (open access)

A Study of Due Process Appeal Cases Involving Professional Personnel Coming Before the State Commissioner of Education for the Period of Time 1970-1975 and the Impact of These Cases upon School District Operations in Texas

This study sought to review the due process appeal cases that came before the Texas State Commissioner of Education from 1970 to 1975 in order to determine the impact of the decision upon school districts' management and operation. Five purposes directed this study and are as follows: (a) to review the cases appealed to the State Commissioner from 1970 to 1975, (b) to develop a cross reference for cataloging these decisions, (c) to develop a handbook on reference materials for local administrative use, (d) to outline a special procedure for orderly due process, and (e) to determine the impact of these decisions rendered to concerning local school district policy. These five purposes were attained through a research design combining historical research methodology with survey research methodology. In conclusion, negligible impact was observed on school districts as a result of due process appeal cases. No school board changed policy as a result of the commissioner's decision. In summary, the five purposes were met. Attaining these five purposes produced the following, which are contained in the report: (a) a Cross-reference Matrix for cataloging decisions, (b) an Administrative Due Process Handbook containing case briefs, (c) a procedure for orderly due process, and (d) …

Priorities for the Governance of Texas Student Teaching Programs (open access)

Priorities for the Governance of Texas Student Teaching Programs

The problem of this study is differences in perceptions of priorities in selected areas of student teaching existing within the governance set, i.e., university directors of student teaching, public school administrators charged with implementing Senate Bill Eight, and presidents of local units of the Texas State Teachers Association. Six areas were chosen as the focal point of the study: selection of student teachers, selection of cooperating teachers, selection of college coordinators, placement of student teachers, evaluation of student teachers, and expenditure of Senate Bill Eight funds designated for the support of student teaching programs. The study concluded that the governance set is in overall agreement concerning the ordering of priorities. However, some significant differences were manifested concerning the implementation of specific priorities. Disagreements were noted in the following areas: selection body for student teachers, selection body for cooperating teachers, selection body for college coordinators, minimum grade point averages in education courses, and minimum grade point averages in major area courses.

A History of Station WRR: Pioneer in Municipally Owned Radio (open access)

A History of Station WRR: Pioneer in Municipally Owned Radio

This study presents an overall history of WRR, the first municipally owned radio station and describes the problems it encountered by competing in a commercial Dallas market. The study marks the establishment of WRR in 1920 as a signal transmitter for the Dallas Fire Department, its transition to an entertainment station, the addition of WRR-FM, retirement of long-time Station Manager Durward J. Tucker, heavy financial losses, public complaints, format changes, and the sale of the station. A final chapter provides a summary and recommendations for further study, and concludes that WRR should have left the commercial market when its revenue and ratings began to decline.

The Effects of Progressive Relaxation Instructions on College Students' Performance on a Paired-Associate Learning Task (open access)

The Effects of Progressive Relaxation Instructions on College Students' Performance on a Paired-Associate Learning Task

The problem of this study was to compare performances of college students given relaxation instructions and those not given those instructions on a paired-associate learning task. The results indicated that relaxation instructions alone produced a decrement in recall. When subjects received relaxation instructions as well as the suggestion that relaxation enhances learning, the decrement did not occur. Thus, situational demand characteristics appeared to be a significant variable in determining what effect relaxation instructions had on recall.

The Retentive Aspects of Selected Qualities of Fitness as a Function of Inactivity in College Men (open access)

The Retentive Aspects of Selected Qualities of Fitness as a Function of Inactivity in College Men

The purposes of this study were to (a) investigate the physiological changes produced in college men after a nine-week circuit training and jogging conditioning program, (b) analyze the effects of deconditioning periods of four, six, and eight weeks upon the physical fitness of college men, and (c) compare the developmental and retentive aspects of muscular strength, muscular endurance, circulo-respiratory endurance, and skinfold measurements. Pearson Product-Moment correlations of pre-test measures, post-test measures, differences between pre-test and post-test measures, and differences between post-test and respective retention test measures did not identify any consistent pattern of developmental or retentive relationships. The components of fitness tended to develop and deteriorate independently of each other.

A Comparison of the Effectiveness of Three Oral Language Systems in Improving the Receptive Language of Kindergarten Children (open access)

A Comparison of the Effectiveness of Three Oral Language Systems in Improving the Receptive Language of Kindergarten Children

This study investigates the differences in receptive language of kindergarten children who are taught by different language systems. This study compares the effectiveness of the three most widely adopted oral language systems in the state of Texas. The systems used were (A) Alpha Time, (B) Beginning Readiness Kit; Beginning to Read, Write, and Listen Kits I and II, and (c) McMillan Series R, Bank Street, Threshold K. S. Analysis of variance techniques were used to analyze statistically pretest and posttest scores derived from the sample. The .05 level of significance was used throughout the statistical analyses for rejection or retention of the null hypotheses. Preliminary analysis of data determined no systematic bias for teacher variability or for within group variability. Hypotheses 1, 2, 3, and 5 were tested using a 2 x 3 analysis of covariance. The pretest was used as the covariant in this analysis. No statistically significant differences in the classroom mean scores were determined between teaching methods, teaching methods with only girls as subjects, teaching methods with only boys as subjects, and boys and girls. Hypothesis 4, concerning the pretest differences between boys and girls, was tested using a t-test for independent samples. No statistically significant differences …

A Comparison of Academic Performance and Selected School-Related Attitudes of Bused and Non-Bused White Students in Urban Elementary Schools (open access)

A Comparison of Academic Performance and Selected School-Related Attitudes of Bused and Non-Bused White Students in Urban Elementary Schools

This study reports on an investigation of the effects of busing on the academic performance and selected school-related attitudes of white fourth- and fifth-grade students in urban elementary schools. The 900 subjects of this study included 169 fourth-grade bused white students, 298 fourth-grade non-bused white students, 189 fifth-grade bused white students, and 264 fifth-grade non-bused white students, all assigned to desegregated schools. Based on the findings of this study, the following conclusions were drawn. 1) When middle-class, white fourth-grade students are bused to desegregated schools similar to their neighborhood schools, they can be expected to sustain positive attitudes about school and self. 2) The achievement made by fourth-grade bused white students in desegregated schools can be anticipated to be equivalent to the achievement of non-bused white students in desegregated neighborhood schools. 3) When middle-class, white fifth-grade students are bused to desegregated schools similar to their neighborhood schools, they can be expected to sustain positive attitudes about school and self. 4) The achievement made by fifth-grade bused white students in desegregated schools can be anticipated to be equivalent to the achievement of non-bused white students in desegregated neighborhood schools. 5) The effects of busing on middle-class, white fourth- and fifth-grade students …
