Documentation of the demonstrated reserve base of coal in the United States. Final report, Volume 1

The purpose of this report is to document the methodologies used to develop the 1979 Demonstrated Reserve Base (DRB) of coal. All primary source documents used to prepare the 1979 DRB were reviewed. Using the methodologies and documentation found in the 1979 DRB published report as a guide, each of the state-level published reserve estimates were re-derived. In those cases where the estimates could not be reproduced, EIA personnel from the Eastern and Western Energy Data Offices were consulted and the differences, for the most part, were resolved. Throughout this report an attempt was made to describe the information flow that was an integral part of the DRB development. Particular attention and emphasis was given to those instances where deviations from standard, published EIA procedures were used to derive the DRB estimates. The main body of this report summarizes the methodological procedures used to develop each state reserve estimate.

Southwest Regional Partnership on Carbon Sequestration

The Southwest Partnership on Carbon Sequestration completed its Phase I program in December 2005. The main objective of the Southwest Partnership Phase I project was to evaluate and demonstrate the means for achieving an 18% reduction in carbon intensity by 2012. Many other goals were accomplished on the way to this objective, including (1) analysis of CO{sub 2} storage options in the region, including characterization of storage capacities and transportation options, (2) analysis and summary of CO{sub 2} sources, (3) analysis and summary of CO{sub 2} separation and capture technologies employed in the region, (4) evaluation and ranking of the most appropriate sequestration technologies for capture and storage of CO{sub 2} in the Southwest Region, (5) dissemination of existing regulatory/permitting requirements, and (6) assessing and initiating public knowledge and acceptance of possible sequestration approaches. Results of the Southwest Partnership's Phase I evaluation suggested that the most convenient and practical ''first opportunities'' for sequestration would lie along existing CO{sub 2} pipelines in the region. Action plans for six Phase II validation tests in the region were developed, with a portfolio that includes four geologic pilot tests distributed among Utah, New Mexico, and Texas. Preliminary evaluation of environmental issues on the use of peat as an energy source

A study to characterize the environmental issues, that would arise from an extensive peat utilization program has been initiated. The objectives of this preliminary report are to: identify the environmental issues and potential problems; examine the significance of issues in the geographical regions where peat use could be developed; and establish a methodology by which issues can be resolved or clarified through future coordinated private, state, and federal programs. An overview of peat development including discussions on conversion technologies, extraction and harvesting procedures, and land reclamation is presented. Environmental concerns are in the areas of water resources and quality, air quality, health and safety issues, solid waste management, and land reclamation. The general environmental issues, resource availability, and attitudes associated with potential peat development in ten states, containing an estimated 90 percent of US peat resources were described. The ten states reviewed are Alaska, Minnesota, Michigan, Maine, North and South Carolina, Wisconsin, New York, Florida, and Louisiana. (DMC)

Report of biological investigations at the Los Medanos Waste Isolation Pilot Plant (WIPP) area of New Mexico during FY 1978

The US Department of Energy is considering the construction of a Waste Isolation Pilot Plant (WIPP) in Eddy County, NM. This location is approximately 40 km east of Carlsbad, NM. Biological studies during FY 1978 were concentrated within a 5-mi radius of drill hole ERDA 9. Additional study areas have been established at other sites in the vicinity, e.g., the Gnome site, the salt lakes and several stations along the Pecos River southward from Carlsbad, NM, to the dam at Red Bluff Reservoir in Texas. The precise locations of all study areas are presented and their biology discussed.

Feasibility study report for the Imperial Valley Ethanol Refinery: a 14. 9-million-gallon-per-year ethanol synfuel refinery utilizing geothermal energy

The construction and operation of a 14,980,000 gallon per year fuel ethanol from grain refinery in the Imperial Valley of California is proposed. The Imperial Valley Ethanol Refinery (refinery) will use hot geothermal fluid from geothermal resources at the East Mesa area as the source of process energy. In order to evaluate the economic viability of the proposed Project, exhaustive engineering, cost analysis, and financial studies have been undertaken. This report presents the results of feasibility studies undertaken in geothermal resource, engineering, marketing financing, management, environment, and permits and approvals. The conclusion of these studies is that the Project is economically viable. US Alcohol Fuels is proceeding with its plans to construct and operate the Refinery.

Impact of increased coal consumption in the Pacific Northwest

The objectives of the National Coal Utilization Assessment are: Identification of the environmental, health and socioeconomic impacts to be expected from the increased use of coal; investigation of mitigation strategies that might be used to manage these impacts; and establishment of working relationships with state and regional agencies and utilities. A number of energy issues were identified in the course of the study. Probably the most significant issues in this region are the siting of coal-fired power plants and the tradeoff in water allocation between energy and agriculture. Choices of coal-fired generation sites and water use determine the level of impacts to air, water, land, terrestrial and aquatic ecosystems, and human health and socioeconomics. Air quality impacts were studied by incorporating current and projected emission inventories into both short-range and long-range air quality diffusion models. Results indicate that annual average ambient air quality standards will not be exceeded at any of the sites. Surface water supplies are more than adequate to meet the needs of new coal-fired generating plants located in the Columbia or Snake River; however, future conflicts could arise with agriculture over allocation of water rights. Industrial recovered-materials-utilization targets for the metals and metal-products industry

The National Energy Conservation Policy Act of 1978 directs DOE to set targets for increased utilization of energy-saving recovered materials for certain industries. These targets are to be established at levels representing the maximum feasible increase in utilization of recovered materials that can be achieved progressively by January 1, 1987 and is consistent with technical and economic factors. A benefit to be derived from the increased use of recoverable materials is in energy savings, as state in the Act. Therefore, emhasis on different industries in the metals sector has been related to their energy consumption. The ferrous industry (iron and steel, ferrour foundries and ferralloys), as defined here, accounts for approximately 3%, and all others for the remaining 3%. Energy consumed in the lead and zinc segments is less than 1% each. Emphasis is placed on the ferrous scrap users, followed by the aluminum and copper industries. A bibliography with 209 citations is included.

US uranium mining industry: background information on economics and emissions

A review of the US uranium mining industry has revealed a generally depressed industry situation. The 1982 U/sub 3/O/sub 8/ production from both open-pit and underground mines declined to 3800 and 6300 tons respectively with the underground portion representing 46% of total production. US exploration and development has continued downward in 1982. Employment in the mining and milling sectors has dropped 31% and 17% respectively in 1982. Representative forecasts were developed for reactor fuel demand and U/sub 3/O/sub 8/ production for the years 1983 and 1990. Reactor fuel demand is estimated to increase from 15,900 tons to 21,300 tons U/sub 3/O/sub 8/ respectively. U/sub 3/O/sub 8/ production, however, is estimated to decrease from 10,600 tons to 9600 tons respectively. A field examination was conducted of 29 selected underground uranium mines that represent 84% of the 1982 underground production. Data was gathered regarding population, land ownership and private property valuation. An analysis of the increased cost to production resulting from the installation of 20-meter high exhaust borehole vent stacks was conducted. An assessment was made of the current and future /sup 222/Rn emission levels for a group of 27 uranium mines. It is shown that /sup 222/Rn emission rates are increasing …
