Priorities for the Governance of Texas Student Teaching Programs

The problem of this study is differences in perceptions of priorities in selected areas of student teaching existing within the governance set, i.e., university directors of student teaching, public school administrators charged with implementing Senate Bill Eight, and presidents of local units of the Texas State Teachers Association. Six areas were chosen as the focal point of the study: selection of student teachers, selection of cooperating teachers, selection of college coordinators, placement of student teachers, evaluation of student teachers, and expenditure of Senate Bill Eight funds designated for the support of student teaching programs. The study concluded that the governance set is in overall agreement concerning the ordering of priorities. However, some significant differences were manifested concerning the implementation of specific priorities. Disagreements were noted in the following areas: selection body for student teachers, selection body for cooperating teachers, selection body for college coordinators, minimum grade point averages in education courses, and minimum grade point averages in major area courses.

The Learning-Center Concept in Open-Space Elementary Schools of Texas

The first purpose of this study is to determine whether significant differences exist among the perceptions of principals, librarians, and teachers with respect to the following categorical practices or conditions relative to the learning-center concept in open-space elementary schools: (1) teacher preparation for use of the learning center; (2) student preparation for use of the learning center; (3) learning center personnel and their role; (4) operation of the learning center; (5) facilities, materials, and equipment in the learning center; (6) use of the learning center for individualizing learning; and (7) use of the learning center for developing independent learning skills. The second purpose of this study is to determine whether a significant correlation exists among specific categories. The third purpose of this study is to establish the degree of emphasis placed upon various practices or conditions relative to the learning-center concept in open-space elementary schools of Texas.

The problem of this study is to analyze the effectiveness of the cooperative agreement section of Senate Bill 8 and its impact on the student teaching program in Texas. The purposes of the study are (1) to analyze the data available from the Texas Education Agency concerning the cooperatively developed in-service improvement program for supervising teachers, (2) to survey the public school personnel charged with the responsibility of developing and implementing section three of Senate Bill 8 in order to determine the effectiveness of this bill, and (3) to interview college personnel who are involved in developing and implementing section three of Senate Bill 8.

A secondary problem is to verify the hypothesis that very few schools in Texas, if any, use a rating scale to evaluate the performance of the superintendent. The purpose of this study will be to identify a set of administrative leadership characteristics which are accepted by members of Boards of Trustees, professors of educational leadership, and superintendents.

A Curriculum Based on the Half-Unit Psychology Elective in Texas High Schools

This study constructs a curriculum guide to supplement the half-unit elective in Texas high school psychology. The guide is designed to provide a basic course structure to assist the secondary-level psychology teacher. Material already in existence in high school psychology was determined from The Educational Index, Psychological Abstracts, Dissertation Abstracts, and the Education Research Information Center. The Texas Education Agency provided guidelines for teaching secondary psychology and all other state-level information on high school psychology. The American Psychological Association furnished information about their work in secondary psychology, and the fifty state departments of education provided other state-level information. Further, a survey was conducted of the 111 high school psychology teachers in the 85 schools in the State of Texas which offer secondary-level psychology courses. An equal number of counselors within these same schools was also surveyed, as well as an expert panel of six judges. Points of emphasis in high school psychology textbooks were determined from the tables of contents in the eight such texts voluntarily used in the state. Relatively little published information provides guidelines for a high school psychology curriculum. The survey of the fifty state departments of education produced no statewide curriculum guides. An Analysis of Administrative Competence Needs in Selected Texas Public School Districts

The problem of this study was to determine the perceived needs of selected Texas public school administrators in the areas of competence addressed in the PEEL (Performance Evaluation of the Educational Leader) definition of administrative competence. The conclusions included the following: 1. Between levels of administrative activity, differences were indicated in the high indexes of perceived need on the competency statements between the superintendency-level staff members (superintendent and his advisory staff who hold "line" positions) and the building-level administrators (elementary principals, junior high principals, and senior high principals). 2. Superintendency-level staff members tend to exhibit higher perceived needs on the competency statements relating to instruction and student-oriented responsibilities than do building-level administrators. 3. The size of a school district in which an administrator is employed, the number of years that an administrator has in educational administration, and the highest degree earned by an administrator cause no significant differences to appear in the manner in which an administrator assesses his perceived need on a particular competency statement.

Problems are categorized into sixteen areas: finance, desegregation and busing, school organization, school personnel, preschool and kindergarten, instructional improvement, reporting systems, pupil behavior, curriculum, in-service staff training, humanizing the schools, public relations, minority groups, migrant children, special education, and recent trends. The purpose of the study is to determine perceived importance of problems and to establish priorities of current issues from information obtained from education leaders of elementary schools.

A Study of the Factors Influencing Job Satisfaction Among Texas High School Band Directors

The problem with which this study was concerned was that of measuring and examining the level of job satisfaction among Texas high school band directors. The specific methodology included a quantitative comparison through confirmatory factor analysis of the factor structures of the sample of 109 Texas high school band directors and the norming population of 1460 industrial workers. There were two purposes for conducting the study. First, the relationships between an assortment of demographic variables and measured job satisfaction were examined. The second purpose was to measure the degree of fit of the Frederick Herzberg Dual-Factor Theory to the factor structure of the sample. Correlation, t ratio, and one-way analysis of variance were used to compare the demographic variables with measured job satisfaction. Confirmatory factor analysis through LISREL was used to examine and compare factor structures. Job satisfaction was measured with the Minnesota Satisfaction Questionnaire which was developed and tested through the Work Adjustment Project, Industrial Relations Center at the University of Minnesota. The twenty-item short-form retained the general reliability and validity measures of the 100-item long form. The Emerging Role and Status of the Director of Human Relations in the Desegregation of Selected Public Schools in Texas

The problem of this study was to ascertain the role and status of the specialist in human relations in the desegregation of selected public schools in Texas. Its purpose was to review human relations literature in order to compile a list of representative criteria for human relations programs in industry and to describe the human relations programs and roles of the directors in selected schools. An analysis of available information indicated that industrial organizations have given more attention to human relations programs than have the educational institutions of this country, although their problems have been similar. It was in the workshops of the factories, rather than in the classrooms of America, that social scientists developed human relations skills and techniques. The social issue of desegregation of the races has been a battle often fought on public school campuses. These racial confrontations, coupled with conflicts spawned by the rigidity of traditional schools, have signaled the urgent call for human relations programs to alleviate human problems. The primary problem with which this investigation is concerned was the assessment of the perceptions of lower-level administrators as to leadership styles they see to be in effect in their respective colleges and universities in Texas. A Study of the Demographic Status, Actual Role and Ideal Role of the Elementary School Assistant Principal in Texas

This study analyzes the status and job functions of the 546 elementary school assistant principals in Texas during the 1985-1986 school year. It is concerned with the status of the position and the degree of responsibility assigned to the assistant principal for forty-eight specific job functions in the actual and ideal practice. A sample of 125 assistant principals, 125 supervising principals and a population of 135 superintendents whose districts employ assistant principals were included in the study. All three groups completed the role survey instrument. The results were analyzed by using the one-sample chi-square test to determine whether significant differences existed among the perceptions of the superintendents, principals, and assistant principals at the .01 level. The return rate was 60.8 percent for the assistant principals and principals and 84.6 percent for the superintendents.

A History of Day Care Licensing Standards in Texas From Development and Promulgation of the First Standards to the 1976 Revisions

The history of day care licensing standards in Texas was traced from the beginnings in voluntary welfare organizations to the 1976 revisions. The jurisdictional foundations of day care licensing was presented in a summary of the related legislation passed in Texas during the years from 1848 to 1975. Categories of licensing requirements in the different sets of standards promulgated in Texas were compared. The attempt was made to derive a contextual milieu of social, political and educational factors which influenced Texas day care legislation and the development of licensing standards. It was recommended that funds are essential to adequate enforcement of licensing standards. In addition, to facilitate acculturation of day care licensing, consultation and training efforts should expand proportionately to the expansion of day care. The fact that issues related to specific requirements surfaced repeatedly in the different decades studied, a need for carefully controlled research to validate the individual requirements was indicated.

Job Satisfaction and Performance of Elementary and Secondary Classroom Teachers in Region IX Service Center Area of Texas

The problem of this study was predicting teachers' job satisfaction and performance based upon selected factors in personal background and organizational properties of their school. The purposes of this study were to determine (1) whether seven organizational properties of a teacher's work environment were important in predicting five job satisfactions and job performance, (2) whether the five job satisfactions were important in predicting teacher job performance, and (3) whether there were significant differences in five job satisfaction scores and in performance rating between teachers grouped by fifteen independent variables. This study concluded that the use of data collected on the seven organizational properties increased the prediction of job satisfaction and performance. The addition of the five job satisfactions and seven organizational properties increased the prediction of job performance. The specific independent variables that had the highest relationship on criteria mean scores were Teaching Field, Teaching in Area of Preparation, Expenditure per Student, and Campus Size for elementary teachers. For secondary teachers the highest relationships were on Contract and Salary.

The Relationship of Principals' Behavior to the Openness of Organizational Climates in Selected Attendance Centers in Texas, as Measured by the Organizational Climate Description Questionnaire

The purposes of this study were to assess the organizational climate of selected elementary and secondary attendance centers in Texas and to determine if there is a relationship between certain variables and the openness of the climate in these attendance centers. The variables considered in this study were: 1. the length of a principal's incumbency; 2. the age of a principal; 3. the size of the professional staff; 4. the departments of instruction in secondary attendance centers; 5. the grade levels of instruction in the elementary attendance centers. All public school districts in Texas with an average daily attendance of 5,000 or more were included. Random selection was used to determine the sample of districts to be included. A stratified sample of seventy-five attendance centers was then chosen. The Organizational Climate Description Questionnaire was administered. A correlational study design was used utilizing pearson-product moment statistical techniques.

The problem with which this investigation was concerned was that of determining the practices utilized by college supervisors of secondary student teachers in Kentucky. A mailed questionnaire was employed to determine the emphasis of practices of the college supervisor pertaining to student teachers, cooperating teachers, and cooperating school administrators. The purposes of this study included the following: 1. To determine the status of Kentucky college and university supervisors of secondary student teachers. 2. To compare the practices of Kentucky college supervisors with practices recommended by national authorities in the field of student teaching. 3. To compare the practices reported by general supervisors with practices reported by special supervisors. 4. To compare the supervisory practices as reported in Texas in 1968 to the practices reported currently in Kentucky. The findings pertaining to the status of the Kentucky college supervisor included the following: 1. Seventy-one percent of Kentucky college supervisors reported having a total of more than ten years teaching experience at different levels. Twenty-eight percent had more than twenty years full-time teaching experience. 2. Sixty-four percent of the supervisors reported twenty-one or more student teachers as a full supervisory load. 3. A Descriptive History of Wesley College

The American junior colleges of today are historical accidents, some having begun originally with elementary and secondary divisions or as adjuncts of local high schools. Wesley College in Greenville, Texas, began on a two acre campus as North Texas University Training School in Terrell, Texas, in 1905. Chartered by the North Texas Conference of the Methodist Episcopal Church, South, the school initially provided elementary and high school and two years of college. At this time the name was changed to Wesley College, but the school closed in the spring of 1911. It reopened on a twenty acre campus in the fall of 1912 in Greenville, Texas, and maintained a close relationship with that city until mounting financial problems forced closure in 1938. Many records of the school were transferred to Southern Methodist University at Dallas, and in 1939, Wesley College alumni were invited to become associate members of the S.M.U. Ex-Students Association. Many associated with Wesley College continue to meet annually in Greenville to keep alive their memories of the once prestigious college. A Study to Determine the Competencies Needed by Superintendents in the Area of Public Relations

The problem of this study was to determine specific competencies associated with the superintendent's role in public relations and to determine the relationship between school district size and public relations competencies needed by the superintendent. Conclusions of the study were Public relations competencies for superintendents can be identified in seven competency areas with specific competencies within each area. The seventy-seven specific public relations competencies identified in this study are all needed by practicing superintendents. There is a priority of importance among the seventy seven specific competencies with the competency area of "Relations With the Board of Education" receiving top priority and the competency area of "Personality Traits" receiving second priority. Superintendents from differing size school districts generally do not vary in their perceptions of the competency areas. Differences do exist between perceptions of superintendents of different size schools to specific competencies within competency areas.

The Utilization of Shorthand by Secretaries in Large Businesses in the Dallas-Fort Worth Area with Implications for Instruction in Business Education at the Collegiate Level

The problem of the study was to determine the implications for the collegiate secretarial curriculum based on the need for and use of shorthand by secretaries employed by large businesses in the Dallas-Fort Worth area. The purposes of the study were to determine if colleges are justified in offering manual shorthand within their curriculum with the rapid growth of automation in the business world today. It was also the purpose of the study to determine if there was a demand for secretaries with the skill of manual shorthand in the Dallas-Fort Worth area. Shorthand was found to be important for recording telephone messages, notes, and instructions, as indicated by the majority of the secretaries.
