Oral History Interview with Joseph Wozniak, August 13, 2013

The National Museum of the Pacific War presents an interview with Joseph Wozniak. Wozniak joined the Navy in January 1943 after having already been in the Army (1937-1940). The Navy trained him as an electrician specializing in repairing motion picture projectors. He shipped out aboard the USS Guilford (APA-112). He also served as the chaplain’s assistant. Wozniak was discharged in January 1946. After the war, he joined the Army Reserves and served another 30 years.

Civil War General and Indian Fighter James M. Williams: Leader of the 1st Kansas Colored Volunteer Infantry and the 8th U.S. Cavalry

The military career of General James Monroe Williams spanned both the Civil War and the Indian Wars in the West, yet no biography has been published to date on his important accomplishments, until now. From his birth on the northern frontier, westward movement in the Great Migration, rush into the violence of antebellum Kansas Territory, Civil War commands in the Trans-Mississippi, and as a cavalry officer in the Indian Wars, Williams was involved in key moments of American history. Like many who make a difference, Williams was a leader of strong convictions, sometimes impatient with heavy-handed and sluggish authority. Building upon his political opinions and experience as a Jayhawker, Williams raised and commanded the ground-breaking 1st Kansas Colored Volunteer Infantry Regiment in 1862. His new regiment of black soldiers was the first such organization to engage Confederate troops, and the first to win. He enjoyed victories in Missouri, Indian Territory (Oklahoma), and Arkansas, but also fought in the abortive Red River Campaign and endured defeat and the massacre of his captured black troops at Poison Spring. This report provides historical background on the enactment of declarations of war and authorizations for the use of force and analyzes their legal effects under international and domestic law. It also sets forth their texts in two appendices. The report includes an extensive listing and summary of statutes that are triggered by a declaration of war, a declaration of national emergency, and/or the existence of a state of war. The report concludes with a summary of the congressional procedures applicable to the enactment of a declaration of war or authorization for the use of force and to measures under the War Powers Resolution.

Adapting on the Plains: the United States Army's Evolution of Mobile Warfare in Texas, 1848-1859

The Army, despite having been vexed for a century on how to effectively fight the Plains Indians, ultimately defeated them only a decade after the Civil War. This thesis will bring to the forefront those individuals who adapted fighting techniques and ultimately achieved victories on the Texas frontier before the Civil War. The majority of these victories came as a result of mounted warfare under the direction of lower ranking officers in control of smaller forces. The tactic of fighting Indians from horseback was shown to be effective by the Rangers and later emulated by the Army.

Army and Marine Corps Training: Better Performance and Cost Data Needed to More Fully Assess Simulation-Based Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "Over the past several decades, the Army and Marine Corps have increased their use of simulation-based training--simulators and computer-based simulations. Historically, the aviation communities in both services have used simulators to train servicemembers in tasks such as takeoffs, and emergency procedures that could not be taught safely live. In contrast, the services' ground communities used limited simulations prior to 2000. However, advances in technology, and emerging conditions in Iraq and Afghanistan have led to increased use of simulation-based training in the ground forces. For example, in response to increases in vehicle rollovers, both services began using simulators to train servicemembers to safely evacuate vehicles. The services are also collaborating in the development of some simulation-based training devices. For instance, according to Marine Corps officials, the service reused 87 percent of the Army's Homestation Instrumentation Training System's components in its own training system, achieving about $11 million in cost avoidance and saving an estimated 7 years in fielding time. The services are also taking steps to better integrate live and simulation-based training, developing technical capabilities to connect previously incompatible simulation-based training devices.
