Declarations of War and Authorizations for the Use of Military Force: Historical Background and Legal Implications

This report provides historical background on the enactment of declarations of war and authorizations for the use of force and analyzes their legal effects under international and domestic law. It also sets forth their texts in two appendices. Because the statutes that confer standby authority on the President and the executive branch potentially play such a large role in an armed conflict to which the United States is a party, the report includes an extensive listing and summary of the statutes that are triggered by a declaration of war, a declaration of national emergency, and/or the existence of a state of war. The report concludes with a summary of the Congressional procedures applicable to the enactment of a declaration of war or authorization for the use of force and to measures under the War Powers Resolution.

The Project Management Plan presented is designed to implement the definitive design phase of this project by establishing the organization, tasks, schedules, and controls to assure the accomplishment of project objectives within time and budgetary constraints. Specifically, the plan presents a functional organization composed of a team of personnel with proven experience and capability; clear and concise methods for evaluation and control of project activities and costs; and a set of procedures that provides a means for sound and timely decisions and actions relative to project tasks and milestones. Since a significant portion of the overall design effort is to be performed by a subcontractor, Westinghouse Electric Corporation, this management plan, in conjunction with subcontract provisions, establishes a sound base for evaluation, control and coordination of all activities associated with their respective tasks. A letter report issued by the Government Accountability Office with an abstract that begins "How to fund public television has been a concern since the first noncommercial educational station went on the air in 1953. The use of federal funds to help support public television has been a particular point of discussion and debate. This report reviews (1) the organizational structure of public television, (2) the programming and other services that public television provides, (3) the current funding sources for public television, (4) the extent to which public television stations are increasing their nonfederal funding sources and developing new sources of nonfederal support, and (5) the extent to which public television benefits financially from business ventures associated with programming and how this compares with commercial broadcasters. GAO reviewed revenue, membership, and programming data for all public television licensees. GAO also interviewed officials from 54 of public television's 173 licensees, the Corporation for Public Broadcasting, the Public Broadcasting Service, federal agencies, and producers of commercial and public television programming"

Historic, enthnohistoric and prehistoric cultural resource inventory. Final technical report, November 1980-May 1982

The goal of this study is to provide a literature search and write a historical narrative of the cultural significance of the study area for the proposed WyCoalGas Inc., pipeline, railroad, well fields, and coal gasification plant. The request for a cultural resource investigation states at a minimum the study shall be a literature search on the narrow one mile corridor along the proposed pipelines, areas included within the various facilities plus a one mile buffer surrounding these facilities. In addition, the study must be tied into appropriate local, state, and national history. The writer of this history has felt a responsibility for providing a realistic assessment of the themes of the study area's historical development. Several ideas have been concentrated upon: its American Indian heritage; the Euro-American's exploitive relationship with the region; and the overriding fragile, arid nature of its land. It is hoped that the government agencies and ultimately the energy company will feel a similiar responsibility toward the study area's historical integrity.

The preliminary design developed for the Solar Total Energy System to be installed at Fort Hood, Texas, is presented. System performance analysis and evaluation are described. Feedback of completed performance analyses on current system design and operating philosophy is discussed. The basic computer simulation techniques and assumptions are described and the resulting energy displacement analysis is presented. Supporting technical studies are presented. These include health and safety and reliability assessments; solar collector component evaluation; weather analysis; and a review of selected trade studies which address significant design alternatives. Additional supporting studies which are generally specific to the installation site are reported. These include solar availability analysis; energy load measurements; environmental impact assessment; life cycle cost and economic analysis; heat transfer fluid testing; meteorological/solar station planning; and information dissemination. ATU/Fort Hood Solar Total Energy Military Large-Scale Experiment (LSE-1): system design and support activities. Final report, November 23, 1976-November 30, 1977

The ATU/Fort Hood Solar Total Energy System will include a concentrating solar collector field of several acres. During periods of direct insolation, a heat-transfer fluid will be circulated through the collector field and thus heated to 500 to 600/sup 0/F. Some of the fluid will be circulated through a steam generator to drive a turbine-generator set; additional fluid will be stored in insulated tanks for use when solar energy is not available. The electrical output will satisfy a portion of the electrical load at Fort Hood's 87,000 Troop Housing Complex. Heat extracted from the turbine exhaust in the form of hot water will be used for space heating, absorption air conditioning, and domestic water heating at the 87,000 Complex. Storage tanks for the hot water are also included. The systems analysis and program support activities include studies of solar availability and energy requirements at Fort Hood, investigation of interfacing LSE-1 with existing energy systems at the 87,000 Complex, and preliminary studies of environmental, health, and safety considerations. An extensive survey of available concentrating solar collectors and modifications to a computerized system simulation model for LSE-1 use are also reported. This volume documents the preliminary design developed for the Solar Total Energy System to be installed at Fort Hood, Texas. Current system, subsystem, and component designs are described and additional studies which support selection among significant design alternatives are presented. Overall system requirements which form the system design basis are presented. These include program objectives; performance and output load requirements; industrial, statutory, and regulatory standards; and site interface requirements. Material in this section will continue to be issued separately in the Systems Requirements Document and maintained current through revision throughout future phases of the project. Overall system design and detailed subsystem design descriptions are provided. Consideration of operation and maintenance is reflected in discussion of each subsystem design as well as in an integrated overall discussion. Included are the solar collector subsystem; the thermal storage subsystem, the power conversion sybsystem (including electrical generation and distribution); the heating/cooling and domestic hot water subsystems; overall instrumentation and control; and the STES building and physical plant. The master field name spellings and codes are to be used by respondents when filing the following Department of Energy (DOE) forms: Form EIA-23, {open_quotes}Annual Survey of Domestic Oil and Gas Reserves,{close_quotes} filed by oil and gas well operators (field codes are required from larger operators only); Forms FERC 8 and EIA-191, {open_quotes}Underground Gas Storage Report,{close_quotes} filed by natural gas producers and distributors who operate underground natural gas storage facilities. Other Federal and State government agencies, as well as industry, use the EIA Oil and Gas Field Code Master List as the standard for field identification. This is the ninth annual edition of the Energy Information Administration's (EIA) Oil and Gas Field Code Master List. It reflects data collected through October 1990 and provides standardized field name spellings and codes for all identified oil and/or gas fields in the United States. There are 54,963 field records in this year's Oil and Gas Field Code Master List (FCML). This amounts to 467 more than in last year's report. As it is maintained by EIA, the Master List includes: Field records for each state and county in which a field resides; field records for each offshore area block in the Gulf of Mexico in which a field resides;field records for each alias field name; fields crossing state boundaries that may be assigned different names by the respective state naming authorities.
