A letter report issued by the General Accounting Office with an abstract that begins "GAO was asked to assess the condition of key equipment items and to determine if the services have adequate plans for sustaining, modernizing, or replacing them. To address these questions, we selected 25 major equipment items, and determined (1) their current condition, (2) whether the services have mapped out a program strategy for these items, (3) whether current and projected funding is consistent with these strategies, and (4) whether these equipment items are capable of fulfilling their wartime missions."

Because the statutes that confer standby authority on the President and the executive branch potentially play such a large role in an armed conflict to which the United States is a party, the report includes an extensive listing and summary of the statutes that are triggered by a declaration of war, a declaration of national emergency, and/or the existence of a state of war. The report concludes with a summary of the Congressional procedures applicable to the enactment of a declaration of war or authorization for the use of force and to measures under the War Powers Resolution.

Army and Marine Corps Training: Better Performance and Cost Data Needed to More Fully Assess Simulation-Based Efforts

A letter report issued by the Government Accountability Office with an abstract that begins "Over the past several decades, the Army and Marine Corps have increased their use of simulation-based training--simulators and computer-based simulations. Historically, the aviation communities in both services have used simulators to train servicemembers in tasks such as takeoffs, and emergency procedures that could not be taught safely live. In contrast, the services' ground communities used limited simulations prior to 2000. However, advances in technology, and emerging conditions in Iraq and Afghanistan have led to increased use of simulation-based training in the ground forces. For example, in response to increases in vehicle rollovers, both services began using simulators to train servicemembers to safely evacuate vehicles. The services are also collaborating in the development of some simulation-based training devices. For instance, according to Marine Corps officials, the service reused 87 percent of the Army's Homestation Instrumentation Training System's components in its own training system, achieving about $11 million in cost avoidance and saving an estimated 7 years in fielding time. Military Personnel: DOD Needs Action Plan to Address Enlisted Personnel Recruitment and Retention Challenges

A letter report issued by the Government Accountability Office with an abstract that begins "The Department of Defense (DOD) must recruit and retain hundreds of thousands of servicemembers each year to carry out its missions, including providing support in connection with events such as Hurricanes Katrina and Rita. In addition to meeting legislatively mandated aggregate personnel levels, each military component must also meet its authorized personnel requirements for each occupational specialty. DOD reports that over half of today's youth cannot meet the military's entry standards for education, aptitude, health, moral character, or other requirements, making recruiting a significant challenge. GAO, under the Comptroller General's authority (1) assessed the extent to which DOD's active, reserve, and National Guard components met their enlisted aggregate recruiting and retention goals; (2) assessed the extent to which the components met their authorized personnel levels for enlisted occupational specialties; and (3) analyzed the steps DOD has taken to address recruiting and retention challenges."

Women in the Armed Forces

Women have become an integral part of the armed forces, but they are excluded from most combat jobs. Several issues remain. One is whether to reduce, maintain, or expand the number of women in the services as the total forces are being reduced. A second question is to what extent women should continue to be excluded from some combat positions by policy. Would national security be jeopardized or enhanced by increasing reliance on women in the armed forces? Should women have equal opportunities and responsibilities in national defense? Or do role and physical differences between the sexes, the protection of future generations, and other social norms require limiting the assignments of women in the armed forces? Opinion in the United States is deeply divided on the fundamental issues involved.

Present and future capabilities for battlefield radiation hazard assessment. Final report

The current radiological hazard assessment capabilities for nuclear warfare battle areas reside in three systems: prediction, monitoring, and surveys. Common to the three systems are a communications capability and a data processing capability. The prediction capability is very unreliable and its usefulness is limited to preliminary operations planning. The monitoring coverage is marginal, and where it is inadequate survey operations are used to fill the data gaps. The current monitoring and survey capabilities, however, require a significant amount of time to delineate the battlefield radiological environment. Therefore, in situations where the battle tempo is relatively fast, the speed with which current capabilities could produce assessment results is inadequate. Recommendations for improved radiological hazard assessment systems are presented. (bH)
