Approved Site Treatment Plan, Volumes 1 and 2. Revision 4

The US Department of Energy, Savannah River Operations Office (DOE-SR), has prepared the Site Treatment Plan (STP) for Savannah River Site (SRS) mixed wastes in accordance with RCRA Section 3021(b), and SCDHEC has approved the STP (except for certain offsite wastes) and issued an order enforcing the STP commitments in Volume 1. DOE-SR and SCDHEC agree that this STP fulfills the requirements contained in the FFCAct, RCRA Section 3021, and therefore, pursuant to Section 105(a) of the FFCAct (RCRA Section 3021(b)(5)), DOE`s requirements are to implement the plan for the development of treatment capacities and technologies pursuant to RCRA Section 3021. Emerging and new technologies not yet considered may be identified to manage waste more safely, effectively, and at lower cost than technologies currently identified in the plan. DOE will continue to evaluate and develop technologies that offer potential advantages in public acceptance, privatization, consolidation, risk abatement, performance, and life-cycle cost. Should technologies that offer such advantages be identified, DOE may request a revision/modification of the STP in accordance with the provisions of Consent Order 95-22-HW. Meteorological monitoring sampling and analysis plan for the environmental monitoring plan at Waste Area Grouping 6, Oak Ridge National Laboratory, Oak Ridge, Tennessee

This Sampling and Analysis Plan addresses meteorological monitoring activities that wall be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Lockheed Martin Energy Systems, Inc. Meteorological monitoring of various climatological parameters (e.g., temperature, wind speed, humidity) will be collected by instruments installed at WAG 6. Data will be recorded electronically at frequencies varying from 5-min intervals to 1-h intervals, dependent upon parameter. The data will be downloaded every 2 weeks, evaluated, compressed, and uploaded into a WAG 6 data base for subsequent use. The meteorological data will be used in water balance calculations in support of the WAG 6 hydrogeological model.

Project plan for the background soils project for the Paducah Gaseous Diffusion Plant, Paducah, Kentucky

The Background Soils Project for the Paducah Gaseous Diffusion Plant (BSPP) will determine the background concentration levels of selected naturally occurring metals, other inorganics, and radionuclides in soils from uncontaminated areas in proximity to the Paducah Gaseous Diffusion Plant (PGDP) in Paducah, Kentucky. The data will be used for comparison with characterization and compliance data for soils, with significant differences being indicative of contamination. All data collected as part of this project will be in addition to other background databases established for the PGDP. The BSPP will address the variability of surface and near-surface concentration levels with respect to (1) soil taxonomical types (series) and (2) soil sampling depths within a specific soil profile. The BSPP will also address the variability of concentration levels in deeper geologic formations by collecting samples of geologic materials. The BSPP will establish a database, with recommendations on how to use the data for contaminated site assessment, and provide data to estimate the potential human and health and ecological risk associated with background level concentrations of potentially hazardous constituents. Guide to ground water remediation at CERCLA response action and RCRA corrective action sites

This Guide contains the regulatory and policy requirements governing remediation of ground water contaminated with hazardous waste [including radioactive mixed waste (RMW)], hazardous substances, or pollutants/contaminants that present (or may present) an imminent and substantial danger. It was prepared by the Office of Environmental Policy and Assistance, RCRA/CERCLA Division (EH-413), to assist Environmental Program Managers (ERPMs) who often encounter contaminated ground water during the performance of either response actions under CERCLA or corrective actions under Subtitle C of RCRA. The Guide begins with coverage of the regulatory and technical issues that are encountered by ERPM`s after a CERCLA Preliminary Assessment/Site Investigation (PA/SI) or the RCRA Facility Assessment (RFA) have been completed and releases into the environment have been confirmed. It is based on the assumption that ground water contamination is present at the site, operable unit, solid waste management unit, or facility. The Guide`s scope concludes with completion of the final RAs/corrective measures and a determination by the appropriate regulatory agencies that no further response action is necessary.

1 1.0 INTRODUCTION This report presents an evaluation of the groundwater quality monitoring data reported in: Calendar Year 1997 Annual Groundwatw Monitoring Report for the Upper East Fork Poplar Creek Hydrogeologtc Rep-meat the US. Department of Energy Y-12 Plant, Oak Ridge, Tennessee (AJA Technical Services, Inc. 1998), which is hereafter referenced as the Annual Monitoring Report. Section 2.0 presents background information for the Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) that is relevant to data evaluation, including brief descriptions of the geology, the groundwater flow system, the contaminant source areas, and the extent of groundwater contamination in the regime. Section 3.0 provides an overview of the groundwater sampling and analysis activities petiormed during calendar year (CY) 1997, including monitoring well locations, sampling frequency and methods, and laboratory analyses. Recommendations for Guidelines for Environment-Specific Magnetic-Field Measurements, Rapid Program Engineering Project #2

The purpose of this project was to document widely applicable methods for characterizing the magnetic fields in a given environment, recognizing the many sources co-existing within that space. The guidelines are designed to allow the reader to follow an efficient process to (1) plan the goals and requirements of a magnetic-field study, (2) develop a study structure and protocol, and (3) document and carry out the plan. These guidelines take the reader first through the process of developing a basic study strategy, then through planning and performing the data collection. Last, the critical factors of data management, analysis reporting, and quality assurance are discussed. The guidelines are structured to allow the researcher to develop a protocol that responds to specific site and project needs. The Research and Public Information Dissemination Program (RAPID) is based on exposure to magnetic fields and the potential health effects. Therefore, the most important focus for these magnetic-field measurement guidelines is relevance to exposure. The assumed objective of an environment-specific measurement is to characterize the environment (given a set of occupants and magnetic-field sources) so that information about the exposure of the occupants may be inferred. Issued by the Tennessee Department of Environment and Conservation (TDEC), the PCP defines the RCRA post-closure corrective action monitoring requirements for the portion of the groundwater contaminant plume that has migrated into the East Fork Regime ftom the S-3 Ponds, a closed RCW-regulated former surface impoundment located in Bear Creek Valley near the west end of the Y-12 Plant. In addition to the RCIL4 post-closure corrective action monitoring results, this report contains the groundwater and surface water monitoring data obtained during CY 1997 to fulfill requirements of DOE Order 5400.1.

Recommendations for Guidelines for EMF Personal Exposure Measurements, Rapid Project #4

The purpose of developing guidelines for electric and magnetic field (EMF) personal exposure measurements (lF'EM) is to ensure reliable and comparable data across I?EM studies. Study techniques may vary due to different populations or objectives, but the resulting data should be consistently reported and comparable, to the extent possible. Any guideline must allow creativity by the research-oriented investigator and provide specific guidance to industrial hygienists or other results-oriented investigators, requiring a standard protocol. Recognizing measurement studies with different purposes is an important aspect of these recommendations. The guidelines presented here intend to produce comparable data across studies while remaining flexible. The recommendations for designing and implementing an EMF PEM program describe a three-stage process. The first step is to clearly state the purpose of the PEM program. The next stage addresses the fundamental elements of an EMF PEM study, including an assessment of the scientific and organizational resources that will be required. This process is codified in a written study plan. These stages are described in 1 Section 5 of this report. This report presents an evaluation of the groundwater monitoring data obtained in the Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) during calendar year (CY) 1997. The Chestnut Ridge Regime encompasses a section of Chestnut Ridge bordered by the U.S. Department of Energy (DOE) Y-12 Plant in Bear Creek Valley (BCV) to the north, Scarboro Road to the eas~ Bethel Valley Road to the south, and an unnamed drainage basin southwest of the Y-12 Plant (Figure 1). Function analysis for waste information systems

This study has a two-fold purpose. It seeks to identify the functional requirements of a waste tracking information system and to find feasible alternatives for meeting those requirements on the Oak Ridge Reservation (ORR) and the Portsmouth (PORTS) and Paducah (PGDP) facilities; identify options that offer potential cost savings to the US government and also show opportunities for improved efficiency and effectiveness in managing waste information; and, finally, to recommend a practical course of action that can be immediately initiated. In addition to identifying relevant requirements, it also identifies any existing requirements that are currently not being completely met. Another aim of this study is to carry out preliminary benchmarking by contacting representative companies about their strategic directions in waste information. The information obtained from representatives of these organizations is contained in an appendix to the document; a full benchmarking effort, however, is beyond the intended scope of this study.

1994 Fernald field characterization demonstration program data report

The 1994 Fernald field characterization demonstration program, hosted by Fernald Environmental Management Project, was established to investigate technologies that are applicable to the characterization and remediation of soils contaminated with uranium. An important part of this effort was evaluating field-screening tools potentially capable of acquiring high-resolution information on uranium contamination distribution in surface soils. Further-more, the information needed to be obtained in a cost- and time-efficient manner. Seven advanced field-screening technologies were demonstrated at a uranium-contaminated site at Fernald, located 29 kilometers northwest of Cincinnati, Ohio. The seven technologies tested were: (1) alpha-track detectors, (2) a high-energy beta scintillometer, (3) electret ionization chambers, (4) and (5) two variants of gamma-ray spectrometry, (6) laser ablation-inductively coupled plasma-atomic emission spectroscopy, and (7) long-range alpha detection. The goals of this field demonstration were to evaluate the capabilities of the detectors and to demonstrate their utility within the US Department of Energy`s Environmental Restoration Program. Identical field studies were conducted using four industry-standard characterization tools: (1) a sodium-iodide scintillometer, (2) a low-energy FIDLER scintillometer, (3) a field-portable x-ray fluorescence detector, and (4) standard soil sampling coupled with laboratory analysis. This report describes a detailed end-use forecast of office equipment energy use for the US commercial sector. We explore the likely impacts of the US Environmental Protection Agency`s ENERGY STAR office equipment program and the potential impacts of advanced technologies. The ENERGY STAR program encourages manufacturers to voluntarily incorporate power saving features into personal computers, monitors, printers, copiers, and fax machines in exchange for allowing manufacturers to use the EPA ENERGY STAR logo in their advertising campaigns. The Advanced technology case assumes that the most energy efficient current technologies are implemented regardless of cost.

Oak Ridge Y-12 Plant Biological Monitoring and Abatement Program (BMAP) Plan

The proposed Biological Monitoring and Abatement Program (BMAP) for East Fork Poplar Creek (EFPC) at the Oak Ridge Y-12 Plant, as described, will be conducted for the duration of the National Pollutant Discharge Elimination System permit issued for the Y-12 Plant on April 28, 1995, and which became effective July 1, 1995. The basic approach to biological monitoring used in this program was developed by the staff in the Environmental Sciences Division at the Oak Ridge National Laboratory at the request of Y- 12 Plant personnel. The proposed BMAP plan is based on results of biological monitoring conducted since 1985. Details of the specific procedures used in the current routine monitoring program are provided but experimental designs for future studies are described in less detail. The overall strategy used in developing this plan was, and continues to be, to use the results obtained from each task to define the scope of future monitoring efforts. Such efforts may require more intensive sampling than initially proposed in some areas (e.g., additional toxicity testing if initial results indicate low survival or reproduction) or a reduction in sampling intensity in others (e.g., reduction in the number of sampling sites when no impact is observed). …

Integrated spent nuclear fuel database system

The Distributed Information Systems software Unit at the Idaho National Engineering Laboratory has designed and developed an Integrated Spent Nuclear Fuel Database System (ISNFDS), which maintains a computerized inventory of all US Department of Energy (DOE) spent nuclear fuel (SNF). Commercial SNF is not included in the ISNFDS unless it is owned or stored by DOE. The ISNFDS is an integrated, single data source containing accurate, traceable, and consistent data and provides extensive data for each fuel, extensive facility data for every facility, and numerous data reports and queries.

Sampling and Analysis Plan for White Oak Creek Watershed Remedial Investigation supplemental sampling, Oak Ridge National Laboratory, Oak Ridge, Tennessee

This Sampling and Analysis (SAP) presents the project requirements for proposed soil sampling to support the White Oak Creek Remedial Investigation/Feasibility Study at Oak Ridge National Laboratory. During the Data Quality Objectives process for the project, it was determined that limited surface soils sampling is need to supplement the historical environmental characterization database. The primary driver for the additional sampling is the need to identify potential human health and ecological risks at various sites that have not yet proceeded through a remedial investigation. These sites include Waste Area Grouping (WAG)3, WAG 4, WAG 7, and WAG 9. WAG 4 efforts are limited to nonradiological characterization since recent seep characterization activities at the WAG have defined the radiological problem there.

Fiscal year 1999 waste information requirements document

The Waste Information Requirements Document (WIRD) has the following purposes: To describe the overall drivers that require characterization information and to document their source; To define how characterization is going to satisfy the drivers, close issues, and measure and report progress; and To describe deliverables and acceptance criteria for characterization. Characterization information is required to maintain regulatory compliance, perform operations and maintenance, resolve safety issues, and prepare for disposal of waste. Commitments addressing these requirements are derived from the Hanford Federal Facility Agreement and Consent Order, also known as the Tri-Party Agreement; the Recommendation 93-5 Implementation Plan (DOE-RL 1996a) to the Defense Nuclear Facilities Safety Board (DNFSB); and other requirement sources listed in Section 2.0. The Waste Information Requirements Document replaces the tank waste analysis plans and the tank characterization plan previously required by the Tri-Party Agreement, Milestone M-44-01 and M-44-02 series.

Groundwater level monitoring sampling and analysis plan for the environmental monitoring plan at waste area grouping 6, Oak Ridge National Laboratory, Oak Ridge, Tennessee

This document is the Groundwater Level Monitoring Sampling and Analysis Plan (SAP) for Waste Area Grouping (WAG) 6 at Oak Ridge National Laboratory (ORNL). Note that this document is referred to as a SAP even though no sampling and analysis will be conducted. The term SAP is used for consistency. The procedures described herein are part of the Environmental Monitoring Plan (EMP) for WAG 6, which also includes monitoring tasks for seeps and springs, groundwater quality, surface water, and meteorological parameters. Separate SAPs are being issued concurrently to describe each of these monitoring programs. This SAP has been written for the use of the field personnel responsible for implementation of the EMP, with the intent that the field personnel will be able to take these documents to the field and quickly find the appropriate steps required to complete a specific task. In many cases, Field Operations Procedures (FOPs) will define the steps required for an activity. The FOPs for the EMP are referenced and briefly described in the relevant sections of the SAPs, and are contained within the FOP Manual. Both these documents (the SAP and the FOP Manual) will be available to personnel in the field.
