This document summarizes progress made thus far by the Past Global Changes (PAGES) programme element of the International Geosphere-Biosphere Programme (IGBP). The document also outlines the implementation plans for most of the Foci, Activities and Tasks currently within the PAGES remit. The plan first introduces the scope and rationale of PAGES science and explains how PAGES is organized structurally and scientifically to achieve its goals. For all of the palaeosciences relevant to IGBP goals, PAGES has sought to identify and create the organizational structures needed to support continued work and progress. Models intended to predict future environmental changes must, in order to demonstrate their effectiveness, be capable of accurately reproducing conditions known to have occurred in the past. Through the organization of coordinated national and international scientific efforts, PAGES seeks to obtain and interpret a variety of palaeoclimatic records and to provide the data essential for the validation of predictive climate models. PAGES activities include integration and intercomparison of ice, ocean and terrestrial palaeorecords and encourages the creation of consistent analytical and data-base methodologies across the palaeosciences. This document is a technical Recommendation for use in developing a broader consensus on what is required for an archive to provide permanent, or indefinite long-term, preservation of digital information. This Recommendation establishes a common framework of terms and concepts which comprise an Open Archival information System (OAIS). It allows existing and future archives to be more meaningfully compared and contrasted. It provides a basis for further standardization within an archival context and it should promote greater vendor awareness of, and support of, archival requirements. Through the process of normal evolution, it is expected that expansion, deletion, or modification of this document may occur. This Recommendation is therefore subject to CCSDS document management and change control procedures which are defined in Procedures Manual for the Consultative Committee for Space Data Systems. This strategic plan has been prepared by the 13 federal agencies participating in the CCSP, with coordination by the CCSP staff under the leadership of Dr. Richard H. Moss. This strategic plan responds to the President's direction that climate change research activities be accelerated to provide the best possible scientific information to support public discussion and decision-making on climate-related issues.The plan also responds to Section 104 of the Global Change Research Act of 1990, which mandates the development and periodic updating of a long-term national global change research plan coordinated through the National Science and Technology Council.This is the first comprehensive update of a strategic plan for U.S. global change and climate change research since the original plan for the U.S. Global Change Research Program was adopted at the inception of the program in 1989.

This program identifies the following criteria of interest: scientific or technical quality; relevance to reducing uncertainties and improving decision support tools; track record of consistently good past performance and identified metrics for evaluating future progress; and cost and value.

This study was conducted to find ways to reduce waste and increase recycling and composting in Illinois. The report contains data on the composition of residential and commercial waste from around the state and makes recommendations for future consideration.

The "Aligning National Approaches to Digital Preservation" (ANADP) conference was held at the National Library of Estonia, from May 23-25, 2011. More than 125 delegates from more than 20 countries were gathered in Tallinn, Estonia and explored how to create and sustain international collaborations to support the preservation of digital cultural memory. This publication contains a collection of peer-reviewed essays that were developed by conference panels and attendees in the months following ANADP.

Natural history collections house immense amounts of data, but the majority of data is only accessible by locating the collection label, which is usually attached to the physical specimen. This method of data retrieval is time consuming and can be very damaging to fragile specimens. Digitizing the collections is the one way to reduce the time and potential damage related to finding the collection objects. The Elm Fork Natural Heritage Museum is a natural history museum located at the University of North Texas and contains collections of both vertebrate and invertebrate taxa, as well as plants. This project designed a collection digitization workflow for Elm Fork by working through digitizing the Benjamin B. Harris Herbarium. The collection was cataloged in Specify 6, a database program designed for natural history collection management. By working through one of the museum’s collections, the project was able to identify and address challenges related to digitizing the museum’s holdings in order to create robust workflows. The project also produced a series of documents explaining common processes in Specify and a data management plan.

This report examines how research institutions are responding to data management requirements of the National Science Foundation, National Institutes of Health, and other federal agencies. It also considers what role, if any, academic libraries and the library and information science profession should have in supporting researchers’ data management needs. University of North Texas (UNT) Library Director Martin Halbert opens the report with an overview of the DataRes Project, a two-year investigation of data management practices conducted at UNT with colleagues Spencer D. C. Keralis, Shannon Stark, and William E. Moen. His introduction is followed by a series of papers that were presented at the DataRes Symposium that UNT organized in December 2012.

With increasing emphasis on technology in schools, the importance of technology policies is great. This study investigated policies for four 1:1 secondary schools in Texas (schools with a ratio of one computing device per student), particularly with respect to the relationship of those policies to practice. The purpose of the study was to determine the current status of the National Education Technology Standards (NETS) essential conditions as reflected in policy and the relationship of those conditions to practice as measured through levels of technology usage and teaching innovation. Schools were selected through purposive, criterion sampling. Open-ended interviews were conducted with twelve participants (principals, technology directors, and superintendents). Policies were rated by campus principals and the researcher using a rubric based on the NETS essential conditions. Finally, surveys of proficiency and readiness measures were collected from 156 teachers using the School Technology and Readiness (STaR) instrument and the Levels of Teaching Innovation (LoTI) instrument. Interviews were transcribed and coded using structural and frequency coding. Policies were analyzed using magnitude coding and policy ratings. A qualitative analysis determined patterns between policy and practice. Quantitative data collected from surveys were measured against policy ratings and magnitude coding using bivariate correlation methods in SPSS. …

With the support of the Jisc-led Strategic Content Alliance (SCA), Ithaka S+R has developed this guide to support those who are actively managing digital projects and are seeking to develop funding models that will permit them to continue investing in their projects, for the benefit of their users, over time. This report updates Sustainability and Revenue Models for Online Academic Resources (2008) in two major ways: first, by expanding the list of revenue models covered in order to take into account emerging models, including highlighting those methods that are compatible with open access. Second, the report places the notion of ‘revenue generation’ in the context of the fuller range of funding activities we have observed in higher education and the cultural sector. In addition to practices more often seen in the commercial world like advertising and corporate sponsorships, the report devotes time to discussions of a range of philanthropic sources of support as well as support offered by host institutions.

As more and more scholars experiment with digital methods and with building digital collections, what measures are in place to make sure that the fruits of these labors are kept vital for the long term? Library directors and chief information officers sense that there is interest on the part of faculty, but does this mean they need to invest in a digital humanities center and hire new staff or just reconfigure the people and resources they already have? First and foremost, what does university leadership seek to gain from such an investment? This study seeks to address the fate of digital research resources - whether they be digital collections of scholarly or other materials, portals, encyclopedias, mapping tools, crowdsourced transcription projects, visualization tools, or other original and innovative projects that may be created by professors, library, or IT staff. Such projects have the potential to provide valuable tools and information to an international audience of learners. Without careful planning and execution, however, they can also all too easily slip between the cracks and quickly become obsolete.
