This report presents the assessment of the Feed Materials Production Center (FMPC) at Fernald, Ohio. The purpose of the assessment at FMPC is to provide the Secretary with information regarding current ES H compliance status, specific ES H noncompliance items, evaluation of the adequacy of the ES H organizations and resources (DOE and contractor), and root causes for noncompliance items. Areas reviewed included performance under Federal, state, and local agreements and permits; compliance with Federal, state and DOE orders and requirements; adequacy of operations and other site activities, such as training, procedures, document control, quality assurance, and emergency preparedness; and management and staff, including resources, planning, and interactions with outside agencies.

Remediation of DOE hazardous waste sites: Planning and integration requirements

The US Department of Energy (DOE) is faced with a immense challenge in effectively implementing a program to mitigate and manage the environmental impacts created by current operations and from past activities at its facilities. The current regulatory framework and public interest in the environmental arena have made operating DOE facilities in an environmentally responsible manner a compelling priority. This paper provides information on the results of a project funded by DOE to obtain a better understanding of the regulatory and institutional drivers in the hazardous waste market and the costs and timeframes required for remediation activities. Few realize that before remediating a hazardous waste site, a comprehensive planning process must be conducted to characterize the nature and extent of site contamination, calculate the risk to the public, and assess the effectiveness of various remediation technologies. The US Environmental Protection Agency (EPA) and others have found that it may take up to 7 years to complete the planning process at an average cost of $1.0 million per site. While cost information is not yet available for DOE sites, discussions with hazardous waste consulting firms indicate that average characterization and assessment costs will be 5 to 10 times this amount for …

Cost Estimating Handbook for Environmental Restoration

Environmental restoration (ER) projects have presented the DOE and cost estimators with a number of properties that are not comparable to the normal estimating climate within DOE. These properties include: An entirely new set of specialized expressions and terminology. A higher than normal exposure to cost and schedule risk, as compared to most other DOE projects, due to changing regulations, public involvement, resource shortages, and scope of work. A higher than normal percentage of indirect costs to the total estimated cost due primarily to record keeping, special training, liability, and indemnification. More than one estimate for a project, particularly in the assessment phase, in order to provide input into the evaluation of alternatives for the cleanup action. While some aspects of existing guidance for cost estimators will be applicable to environmental restoration projects, some components of the present guidelines will have to be modified to reflect the unique elements of these projects. The purpose of this Handbook is to assist cost estimators in the preparation of environmental restoration estimates for Environmental Restoration and Waste Management (EM) projects undertaken by DOE. The objective of the Hanford Environmental Dose Reconstruction Project is to estimate the radiation dose that individuals and populations could have received from nuclear operations at Hanford since 1944. The project is divided into five technical tasks. These tasks correspond to the path radionuclides followed, from release to impact on humans (i.e., dose estimates). The Source Terms Task develops estimates of radioactive emissions from Hanford facilities since 1944. The Environmental Transport Task reconstructs the movements of radioactive particles from the areas of release to populations. The Environmental Monitoring Data Task assemblies, evaluates and reports historical environmental monitoring data. The Demographics, Agriculture and Food Habits Task develops the data needed to identify the populations that could have been affected by the releases. The Environmental Pathways and Dose Estimates Task used the information derived from the other Tasks to estimate the radiation doses individuals could have received from Hanford radiation. The purpose of the Hanford Environmental Dose Reconstruction (HEDR) Project is to estimate radiation doses from Hanford Site operations since 1944 to populations and individuals. The primary objective of work to be performed through May 1994 is to (1) determine the project's appropriate scope (space, time, radionuclides, pathways and individuals/population groups), (2) determine the project's appropriate level of accuracy (level of uncertainty in dose estimates) for the project, (3) complete model and data development, and (4) estimate doses for the Hanford Thyroid Disease Study (HTDS), representative individuals, and special populations as described herein. The plan for FY 1992 through May 1994 has been prepared based on activities and budgets approved by the Technical Steering Panel (TSP) at its meetings on August 19--20, 1991, and April 23--25, 1992. The activities can be divided into four broad categories: (1) model and data evaluation activities, (2)additional dose estimates, (3) model and data development activities, and (4)technical and communication support.

Four areas of the Hanford Site (the 100, 200, 300, and 1100 Areas) have been included on the US Environmental Protection Agency`s (EPA`s) National Priorities List (NPL) under the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA). This work plan and the attached supporting project plans establish the operable unit setting and the objectives, procedures, tasks, and schedule for conducting the CERCLA remedial investigation/feasibility study (RI/FS) for the 100-KR-4 operable unit. The 100-K Area consists of the 100-KR-4 groundwater operable unit and three source operable units. The 100-KR-4 operable unit includes all contamination found in the aquifer soils and water beneath the 100-K Area. Source operable units include facilities and unplanned release sites that are potential sources of contamination.

Status of tank 241-SY-101 data analyses

The Waste Tank Flammable Gas Stabilization Program was established in 1990 to provide for resolution of a major safety issue identified for 23 of the high-level waste tanks at the Hanford Site. The safety issue involves the production, accumulation, and periodic release from these tanks of flammable gases in concentrations exceeding the lower flammability limits. This document deals primarily with tank 241-SY-101 from the SY Tank Farm. The flammable gas condition has existed for this tank since the tank was first filled in the time period from 1977 to 1980. During a general review of waste tank chemical stability in 1988--1989, this situation was re-examined and, in March 1990, the condition was declared to be an unreviewed safety question. Tank 241-SY-101 was placed under special operating restrictions, and a program of investigation was begun to evaluate the condition and determine appropriate courses of action. This report summarizes the data that have become available on tank 241-SY-101 since it was declared as an unreviewed safety question and updates the information reported in an earlier document (WHC-EP-0517). The report provides a technical basis for use in the evaluation of safety risks of the tank and subsequent resolution of the unreviewed safety question.

The acquisition and development of technical data are activities that provide the information base from which the Yucca mountain Site will be characterized and may P-ventually be licensed as a high-level waste repository. The Project Technical Data Base (TDB) is the repository for the regional and site-specific technical data required in intermediate and license application analyses and models. The TDB Quarterly Report provides the mechanism for identifying technical data currently available from the Project TDB. Due to the variety of scientific information generated by YMP activities, the Project TDB consists of three components, each designed to store specific types of data. The Site and Engineering Properties Data Base (SEPDB) maintains technical data best stored in a tabular format. The Geographic Nodal Information Study and Evaluation System (GENISES), which is the Geographic Information System (GIS) component of the Project TDB, maintains spatial or map-like data. The Geologic and Engineering Materials Bibliography of Chemical Species (GEMBOCHS) data base maintains thermodynamic/geochemical data needed to support geochemical reaction models involving the waste package and repository geochemical environment. Each of these data bases are addressed independently within the TDB Quarterly Report.

Technical data management at the Yucca Mountain Site Characterization Project

The Department of Energy/Office of Civilian Radioactive waste Management (DOE/OCRWM) is responsible for the characterization of Yucca Mountain, Nevada, to determine its potential as a site of a high-level radioactive waste repository. The characterization of Yucca Mountain encompasses many diverse investigations, both onsite and in laboratories across the country. Investigations are being conducted of the geology, hydrology, mineralogy, paleoclimate, geotechnical properties, and archeology of the area, to name a few. Effective program management requires that data from site investigations be processed, interpreted and disseminated in a timely manner to support model development and validation, repository design, and performance assessment. The Program must also meet regulatory requirements for making the technical data accessible to a variety of external users throughout the life of the Project. Finally, the DOE/OCRWM must make available the data or its description and access location available for use in support of the license application and supporting documentation. To accomplish these objectives, scientific and engineering data, generated by site characterization activities, and technical data, generated by environmental and socioeconomic impact assessment activities, must be systematically identified, cataloged, stored and disseminated in a controlled manner.

This document presents the Environmental Monitoring Plan (EMP) for Waste Area Grouping (WAG) 6 at the Oak Ridge National Laboratory (ORNL). Based on the results of the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) and on subsequent discussions with regulators, a decision was made to defer implementing source control remedial measures at the WAG. The alternative selected to address the risks associated with WAG 6 involves maintenance of site access controls prevent public exposure to on-site contaminants, continued monitoring of contaminant releases determine if source control measures are required, and development of technologies that could support the final remediation of WAG 6. Although active source control measures are not being implemented at WAG 6, environmental monitoring is necessary to ensure that any potential changes in contaminant release from the WAG are identified early enough to take appropriate action. Two types of environmental monitoring will be conducted: baseline monitoring and annual routine monitoring. The baseline monitoring will be conducted to establish the baseline contaminant release conditions at the WAG, confirm the site-related chemicals of concern (COCs), and gather data to confirm the site hydrologic model. The baseline monitoring is expected to begin in 1994 and last for 12--18 months. …

To effectively evaluate the cumulative impact of releases from multiple sources of contamination, a structured approach has been adopted for Oak Ridge Reservation (ORR) based on studies of the groundwater and surface water separate from studies of the sources. Based on the realization of the complexity of the hydrogeologic regime of the ORR, together with the fact that there are numerous sources contributing to groundwater contamination within a geographical area, it was agreed that more timely investigations, at perhaps less cost, could be achieved by separating the sources of contamination from the groundwater and surface water for investigation and remediation. The result will be more immediate attention [Records of Decision (RODS) for interim measures or removal actions] for the source Operable Units (OUs) while longer-term remediation investigations continue for the hydrogeologic regime`s, which are labeled as integrator OUs. This Remedial Investigation work plan contains summaries of geographical, historical, operational, geological, and hydrological information specific to the unit. Taking advantage of the historical data base and ongoing monitoring activities and applying the observational approach to focus data gathering activities will allow the Feasibility Study to evaluate all probable or likely alternatives.

Review of present groundwater monitoring programs at the Nevada Test Site

Groundwater monitoring at the Nevada Test Site (NTS) is conducted to detect the presence of radionuclides produced by underground nuclear testing and to verify the quality and safety of groundwater supplies as required by the State of Nevada and federal regulations, and by U.S. Department of Energy (DOE) Orders. Groundwater is monitored at water-supply wells and at other boreholes and wells not specifically designed or located for traditional groundwater monitoring objectives. Different groundwater monitoring programs at the NTS are conducted by several DOE Nevada Operations Office (DOE/NV) contractors. Presently, these individual groundwater monitoring programs have not been assessed or administered under a comprehensive planning approach. Redundancy exists among the programs in both the sampling locations and the constituents analyzed. Also, sampling for certain radionuclides is conducted more frequently than required. The purpose of this report is to review the existing NTS groundwater monitoring programs and make recommendations for modifying the programs so a coordinated, streamlined, and comprehensive monitoring effort may be achieved by DOE/NV. This review will be accomplished in several steps. These include: summarizing the present knowledge of the hydrogeology of the NTS and the potential radionuclide source areas for groundwater contamination; reviewing the existing groundwater monitoring programs at …
