The scope of this operation and maintenance plan includes facility operations and maintenance, remedy five-year reviews, and the final operations and maintenance report for the NPTF.

This document is the monitoring optimization plan for groundwater monitoring wells associated with the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee (Figure 1). The plan describes the technical approach that will be implemented under the Y-12 Groundwater Protection Program (GWPP) to focus available resources on the monitoring wells at Y-12 which provide the most useful hydrologic and water-quality monitoring data. The technical approach is based on the GWPP status designation for each well (Section 2.0). Under this approach, wells granted ''active'' status are used by the GWPP for hydrologic monitoring and/or groundwater sampling (Section 3.0), whereas well granted ''inactive'' status are not used for either purpose. The status designation also determines the frequency at which the GWPP will inspect applicable wells, the scope of these well inspections, and extent of any maintenance actions initiated by the GWPP (Section 4.0). Details regarding the ancillary activities associated with implementation of this plan (e.g., well inspection) are deferred to the referenced GWPP plans and procedures (Section 5.0). This plan provides a description of the groundwater and surface water quality monitoring activities planned for calendar year (CY) 2004 at the U.S. Department of Energy (DOE) Y-12 National Security Complex that will be managed by the Y-12 Groundwater Protection Program (GWPP). Groundwater and surface water monitoring performed by the GWPP during CY 2004 will be in accordance with the following requirements of DOE Order 5400.1: (1) to maintain surveillance of existing and potential groundwater contamination sources; (2) to provide for the early detection of groundwater contamination and determine the quality of groundwater and surface water where contaminants are most likely to migrate beyond the Oak Ridge Reservation property line; (3) to identify and characterize long-term trends in groundwater quality at Y-12; and (4) to provide data to support decisions concerning the management and protection of groundwater resources. Groundwater and surface water monitoring during CY 2004 will be performed primarily in three hydrogeologic regimes at Y-12: the Bear Creek Hydrogeologic Regime (Bear Creek Regime), the Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime), and the Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime). This report contains the groundwater and surface water monitoring data that were obtained during calendar year (CY) 2002 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. The CY 2002 monitoring data were obtained from groundwater and surface water sampling locations in three hydrogeologic regimes at Y-12. The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge south of Y-12. The sections of this report provide details regarding the CY 2002 groundwater and surface water monitoring activities in the Bear Creek, East Fork, and Chestnut Ridge Regimes. This strategic plan has been prepared by the 13 federal agencies participating in the CCSP, with coordination by the CCSP staff under the leadership of Dr. Richard H. Moss. This strategic plan responds to the President's direction that climate change research activities be accelerated to provide the best possible scientific information to support public discussion and decision-making on climate-related issues.The plan also responds to Section 104 of the Global Change Research Act of 1990, which mandates the development and periodic updating of a long-term national global change research plan coordinated through the National Science and Technology Council.This is the first comprehensive update of a strategic plan for U.S. global change and climate change research since the original plan for the U.S. Global Change Research Program was adopted at the inception of the program in 1989.
