Fueling Resilience: A risk-based comparison of post-fire programs and recovery outcomes in Northern California

Data management plan for the grant, "Fueling Resilience: A risk-based comparison of post-fire programs and recovery outcomes in Northern California." This study investigates post-wildfire recovery programs and outcomes in two neighboring, but vastly different counties in Northern California (Lake and Sonoma counties), which have experienced wildfire losses nearly every year since 2015. Working with community leaders and local governments, this study 1) documents the method, timing, and spatial extent of wildfire risk reduction efforts and recovery and 2) determines how these risk reduction efforts resulted from resources and programs available to communities. Next, the study offers a comprehensive post-wildfire examination of how wildfire recovery changes future wildfire exposure and sensitivity through 3) stochastic modeling of the potential risk reduction outcomes of recovery efforts. Finally, the study draws together model results and community perspectives to 4) identify transferable best practices for enhancing social-ecological resilience to wildfire.

Understanding the Knowledge, Skills, and Abilities (KSAs) of Data Professionals in United States Academic Libraries

This study applies the knowledge, skills, and abilities (KSA) framework for eScience professionals to data service positions in academic libraries. Understanding the KSAs needed to provide data services is of crucial concern. The current study looks at KSAs of data professionals working in the United States academic libraries. An exploratory sequential mixed method design was adopted to discover the KSAs. The study was divided into two phases, a qualitative content analysis of 260 job advertisements for data professionals for Phase 1, and distribution of a self-administered online survey to data professionals working in academic libraries research data services (RDS) for Phase 2. The discovery of the KSAs from the content analysis of 260 job ads and the survey results from 167 data professionals were analyzed separately, and then Spearman rank order correlation was conducted in order to triangulate the data and compare results. The results from the study provide evidence on what hiring managers seek through job advertisements in terms of KSAs and which KSAs data professionals find to be important for working in RDS. The Spearman rank order correlation found strong agreement between job advertisement KSAs and data professionals perceptions of the KSAs.

An Ethnography of a Digital Archive: A Usability Study of the Archive of the Indigenous Languages of Latin America (AILLA)

Digital language archives are used for the preservation of documented language data, such as video and voice recordings, transcriptions, survey data, and ethnographic fieldnotes. This data is most often used for research and linguists and anthropologists are generally heavily involved in the creation of language archives. Ideally, Indigenous communities that are represented in the archives are also able to access their data, but this is not always the case, especially if poor internet access and lack of technological know-how prevent archive use. In addition, western epistemologies are embedded in archival logics, exacerbating the issues surrounding Indigenous access and pointing to the need for a decolonizing archival design that centers the needs of its users. Using ethnographic research methods and a decolonizing framework, I conducted a usability study on the Archive of the Indigenous Languages of Latin America (AILLA) to uncover the cultural-based meanings that inform AILLA use. Using linguistics and anthropology listservs, I recruited research participants for a Qualtrics survey and conducted semi-structured interviews that explore the user perspective on AILLA. I analyzed AILLA's Google Analytics data and used qualitative and quantitative research methods to build upon the previous literature in user-centered design approaches to language archives. Quality Assurance Project Plan for the Environmental Monitoring Program in Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee. Environmental Restoration Program

Waste Area Grouping (WAG) 6 is a hazardous and low-level radioactive waste disposal site at Oak Ridge National Laboratory (ORNL). Extensive site investigations have revealed contaminated surface water, sediments, groundwater, and soils. Based on the results of the Resource Conservation and Recovery Act (RCRA) Facility Investigation (RFI) conducted from 1989--1991 and on recent interactions with the US Environmental Protection Agency (EPA) and the Tennessee Department of Environment and Conservation (TDEC), a decision was made to defer implementing source control remedial measures at the WAG. The information shows WAG 6 contributes < 2% of the total off-site contaminant risk released over White Oak Dam (WOD). The alternative selected to address hazards at WAG 6 involves maintenance of site access controls to prevent public exposure to on-site contaminants, continued monitoring of contaminant releases to determine if source control measures will be required in the future, and development of technologies to support final remediation of WAG 6. The objective of the Hanford Environmental Dose Reconstruction Project is to estimate the radiation doses that individuals and populations could have received from nuclear operations at Hanford since 1944. The project is being managed and conducted by the Pacific Northwest Laboratory (PNL) under the direction of an independent Technical Steering Panel (TSP). The TSP consists of experts in environmental pathways, epidemiology, surface-water transport, ground-water transport, statistics, demography, agriculture, meteorology, nuclear engineering, radiation dosimetry, and cultural anthropology. Included are appointed technical members representing the states of Oregon and Washington, a representative of Native American tribes, and an individual representing the public. The project is divided into the following technical tasks. Meteorological Monitoring Sampling and Analysis Plan for Environmental Monitoring in Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee

This Sampling and Analysis Plan addresses meteorological monitoring activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory (ORNL). Meterological monitoring of various climatological parameters (eg., temperature, wind speed, humidity) will be collected by instruments installed at WAG 6. Data will be recorded electronically at frequencies varying from 5-min intervals to 1-h intervals, dependent upon parameter. The data will be downloaded every 2 weeks, evaluated, compressed, and uploaded into a WAG 6 data base for subsequent use. The meteorological data will be used in water balance calculations in support of the WAG 6 hydrogeological model.

This manual provides detailed guidance on Remedial Investigation/Feasibility Studies (RI/FSs) conducted pursuant to the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) at Department of Energy (DOE) facilities. The purpose of the RI/FS, to assess the risk posed by a hazardous waste site and to determine the best way to reduce that risk, and its structure (site characterization, risk assessment, screening and detailed analysis of alternatives, etc.) is defined in the National Oil and Hazardous Substances Pollution Contingency Plan (NCP) and further explained in the Environmental Protection Agency`s (EPA`s) Guidance for Conducting Remedial Investigations and Feasibility Studies Under CERCLA (Interim Final) 540/G-89/004, OSWER Directive 9355.3-01, October 1988. Though issued in 1988, the EPA guidance remains an excellent source of information on the conduct and structure of an RI/FS. This document makes use of supplemental RI/FS-related guidance that EPA has developed since its initial document was issued in 1988, incorporates practical lessons learned in more than 12 years of experience in CERCLA hazardous site remediation, and drawing on those lessons, introduces the Streamlined Approach For Environmental Restoration (SAFER), developed by DOE as a way to proceed quickly and efficiently through the RI/FS process at DOE facilities. In the early 1940s, the Manhattan Project was conducted in a regulatory and operational environment less sophisticated than today. Less was known of the measures needed to protect human health and safety and the environment from the dangers posed by radioactive and hazardous wastes, and experience in dealing with these hazardous materials has grown slowly. Certain hazards were recognized and dealt with from the beginning. However, the techniques used, though standard practices at the time, are now known to have been inadequate. Consequently, the DOE has committed to an aggressive program for cleaning up the environment and has initiated an Environmental Restoration Program involving all its field offices. The objective of this program is to ensure that inactive and surplus DOE facilities and sites meet current standards to protect human health and the environment. Software Development Plan for DESCARTES and CIDER. Hanford Environmental Dose Reconstruction Project: Version 1.0

This Software Development Plan (SDP) outlines all software activities required to obtain functional environmental accumulation and individual dose codes for the Hanford Environmental Dose Reconstruction (HEDR) project. The modeling activities addressed use the output of the air transport-code HATCHET to compute radionuclide concentrations in environmental pathways, and continue on through calculations of dose for individuals. The Hanford Environmental Dose Reconstruction (HEDR) Project has a deliverable in the June 1993 time frame to be able to start computing doses to individuals from nuclear-related activities on the Hanford Site during and following World War II. The CIDER code will compute doses and their uncertainties for individuals living in the contaminated environment computed by DESCARTES. The projected size of the code is 3000 lines.

The general objectives of the WAG 2 SI Project are to conduct a multimedia monitoring and characterization program to define and monitor the input of contaminants from adjacent WAGS, monitor and gather sufficient information for processes controlling or driving contaminant fluxes to construct an appropriate conceptual model for WAG 2, and prepare for the eventual remediation of WAG 2.

This Surveillance Plan has been developed as part of the Environmental Monitoring Plan for Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee. Environmental monitoring will be conducted in two phases: the baseline monitoring phase and the routine annual monitoring phase. The baseline monitoring phase will be conducted to establish the baseline contaminant release conditions at the Waste Area Grouping (WAG), to confirm the site-related chemicals of concern (COC), and to gather data to confirm the site hydrologic model The baseline monitoring phase is expected to begin in 1994 and continue for 12--18 months. The routine annual monitoring phase will consist of continued sampling and analyses of COC to determine off-WAG contaminant flux, to identify trends in releases, and to confirm the COC The routine annual monitoring phase will continue for {approximately}4 years after completion of the baseline monitoring phase. This Surveillance Plan presents the technical and quality assurance surveillance activities for the various WAG 6 environmental monitoring and data evaluation plans and implementing procedures.

Program evaluation has become a central issue in the world of utility integrated resource planning. The DSM programs that utilities were operating to meet federal requirements or to improve customer relations are now becoming big business. DSM is being considered an important resource in a utility`s portfolio of options. In the last five years, the amount of money that utilities have invested in DSM has grown exponentially in most regulatory jurisdictions. Market analysts are now talking about DSM being a $30 billion industry by the end of the decade. If the large volume of DSM-program investments was not enough to highlight the importance of evaluation, then the introduction of regulatory incentives has really focused the spotlight. This handbook was developed through a process that involved many of those people who represent the diverse constituencies of DSM-program evaluation. We have come to recognize the many technical disciplines that must be employed to evaluate DSM programs.
