Yakima/Klickitat Fisheries Project: Management, Data and Habitat, Annual Report 2001-2002.

The Yakima/Klickitat Fisheries Project (YKFP or Project) is an all stock initiative that is responding to the need for scientific knowledge for rebuilding and maintaining naturally spawning anadromous fish stocks in both basins. The Yakama Nation, as the Lead Agency, in coordination with the co-managers, Washington Department of Fish and Wildlife and in cooperation with the Bonneville Power Administration, the funding agency, is pursuing this. We are testing the principles of supplementation as a means to rebuild fish populations through the use of locally adapted broodstock in an artificial production program. This concept is being utilized on the Spring Chinook within the Yakima River Basin. The coho and fall chinook programs were approved and implemented in the Yakima Basin. The coho programs principle objective is to determine if naturally spawning coho populations can be reintroduced throughout their biological range in the basin. The objective of the fall chinook program is to determine if supplementation is a viable strategy to increase fall chinook populations in the Yakima subbasin. The coho and fall chinook programs are under the three step process that was established by the Northwest Power Planning Council. Climate Change Research: Agencies Have Data-Sharing Policies but Could Do More to Enhance the Availability of Data from Federally Funded Research

A letter report issued by the Government Accountability Office with an abstract that begins "Much of the nearly $2 billion annual climate change research budget supports grants from the Department of Energy (DOE), National Aeronautics and Space Administration (NASA), National Oceanic and Atmospheric Administration (NOAA), and National Science Foundation (NSF). Some of the data generated by this research are stored in online archives, but much remains in a less accessible format with individual researchers. As a result, some researchers are concerned about the availability of data. GAO analyzed (1) the key issues that data-sharing policies should address; (2) the data-sharing requirements, policies, and practices for external climate change researchers funded by DOE, NASA, NOAA, and NSF; and (3) the extent to which these agencies foster data sharing. GAO examined requirements, policies, and practices and surveyed the 64 officials managing climate change grants at these agencies."

Idaho National Laboratory Site Long-Term Stewardship Implementation Plan

The U.S. Department of Energy has established long-term stewardship programs to protect human health and the environment at sites where residual contamination remains after site cleanup. At the Idaho National Laboratory Site, Comprehensive Environmental Response, Compensation, and Liability Act (CERLA) long-term stewardship activities performed under the aegis of regulatory agreements, the Federal Facility Agreement and Consent Order for the Idaho National Laboratory, and state and federal requirements are administered primarily under the direction of the Idaho Cleanup Project. It represents a subset of all on-going environmental activity at the Idaho National Laboratory Site. This plan provides a listing of applicable CERCLA long-term stewardship requirements and their planned and completed implementation goals. It proffers the Long-Term Stewardship Environmental Data Warehouse for Sitewide management of environmental data. This plan will be updated as needed over time, based on input from the U.S. Department of Energy, its cognizant subcontractors, and other local and regional stakeholders.

Review of Waste Retrieval Sluicing System Operations and Data for Tanks 241-C-106 and 241-AY-102

Sluicing operations were performed to retrieve high-heat sludge from single-shell tank 241-C-106 and transfer it to double-shell tank 241-AY-102 using the Waste Retrieval Sluicing System. This eliminated the high-heat safety issue for C-106 and demonstrated a technology for retrieval of single-shell tank waste. Both AY-102 and C-106 were monitored during the waste transfer operations, providing a clear picture of general trends in each tank. Specific issues addressed were evaluation of the data for evidence of flammable gas accumulation in AY-102 and thermal performance of AY-102 under the increasing heat load.

Quality-assured meteorological and tracer data sets are vital for establishing confidence that indoor and outdoor dispersion models used to simulate dispersal of potential toxic agents in urban atmospheres are giving trustworthy results. The U.S. Department of Defense-Defense Threat Reduction Agency and the U.S. Department of Homeland Security joined together to conduct the Joint Urban 2003 atmospheric dispersion study to provide this critically-needed high-resolution dispersion data. This major urban study was conducted from June 28 through July 31, 2003, in Oklahoma City, Oklahoma, with the participation of over 150 scientists and engineers from over 20 U.S. and foreign institutions. The Joint Urban 2003 lead scientist was Jerry Allwine (Pacific Northwest National Laboratory) who oversaw study design, logistical arrangements and field operations with the help of Joe Shinn (Lawrence Livermore National Laboratory), Marty Leach (Lawrence Livermore National Laboratory), Ray Hosker (Atmospheric Turbulence and Diffusion Division), Leo Stockham (Northrop Grumman Information Technology) and Jim Bowers (Dugway Proving Grounds). This report gives a brief overview of the field campaign, describing the scientific objectives, the dates of the intensive observation periods, and the instruments deployed. By congressional mandate, DHS is to develop and submit an expenditure plan for US-VISIT that satisfies certain conditions, including being reviewed by GAO. GAO reviewed the plan to (1) determine if the plan satisfied these conditions, (2) follow up on certain recommendations related to the program, and (3) provide any other observations. To address the mandate, GAO assessed plans and related documentation against federal guidelines and industry standards and interviewed the appropriate DHS officials."

The Grand Challenge of Managing the Petascale Facility.

This report is the result of a study of networks and how they may need to evolve to support petascale leadership computing and science. As Dr. Ray Orbach, director of the Department of Energy's Office of Science, says in the spring 2006 issue of SciDAC Review, 'One remarkable example of growth in unexpected directions has been in high-end computation'. In the same article Dr. Michael Strayer states, 'Moore's law suggests that before the end of the next cycle of SciDAC, we shall see petaflop computers'. Given the Office of Science's strong leadership and support for petascale computing and facilities, we should expect to see petaflop computers in operation in support of science before the end of the decade, and DOE/SC Advanced Scientific Computing Research programs are focused on making this a reality. This study took its lead from this strong focus on petascale computing and the networks required to support such facilities, but it grew to include almost all aspects of the DOE/SC petascale computational and experimental science facilities, all of which will face daunting challenges in managing and analyzing the voluminous amounts of data expected. The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge south of Y-12. Evaluation of Sorbent Injection for Mercury Control

The power industry in the U.S. is faced with meeting new regulations to reduce the emissions of mercury compounds from coal-fired plants. These regulations are directed at the existing fleet of nearly 1,100 boilers. These plants are relatively old with an average age of over 40 years. Although most of these units are capable of operating for many additional years, there is a desire to minimize large capital expenditures because of the reduced (and unknown) remaining life of the plant to amortize the project. Injecting a sorbent such as powdered activated carbon into the flue gas represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. This is the final site report for tests conducted at DTE Energy's Monroe Power Plant, one of five sites evaluated in this DOE/NETL program. The overall objective of the test program was to evaluate the capabilities of activated carbon injection at five plants: Sunflower Electric's Holcomb Station Unit 1, AmerenUE's Meramec Station Unit 2, Missouri Basin Power Project's Laramie River Station Unit 3, Detroit Edison's Monroe Power Plant Unit 4, and AEP's Conesville Station Unit 6.
