Production roll out plan for HANDI 2000 business management system

The Hanford Data Integration 2000 (HANDI 2000) Project will result in an integrated and comprehensive set of functional applications containing core information necessary to support the Project Hanford Management Contract (PHMC). It is based on the Commercial-Off-The-Shelf (COTS) product solution with commercially proven business processes. The COTS product solution set, of Passport (PP) and PeopleSoft (PS) software, supports finance, supply, human resources, and payroll activities under the current PHMC direction. The PP software is an integrated application for Accounts Payable, Contract Management, Inventory Management, Purchasing and Material Safety Data Sheets (MSDS). The PS software is an integrated application for Projects, General Ledger, Human Resources Training, Payroll, and Base Benefits. This set of software constitutes the Business Management System (BMS) and MSDS, a subset of the HANDI 2000 suite of systems. The primary objective of the Production Roll Out Plan is to communicate the methods and schedules for implementation and roll out to end users of BMS.

Fiscal year 1999 waste information requirements document

The Waste Information Requirements Document (WIRD) has the following purposes: To describe the overall drivers that require characterization information and to document their source; To define how characterization is going to satisfy the drivers, close issues, and measure and report progress; and To describe deliverables and acceptance criteria for characterization. Characterization information is required to maintain regulatory compliance, perform operations and maintenance, resolve safety issues, and prepare for disposal of waste. Commitments addressing these requirements are derived from the Hanford Federal Facility Agreement and Consent Order, also known as the Tri-Party Agreement; the Recommendation 93-5 Implementation Plan (DOE-RL 1996a) to the Defense Nuclear Facilities Safety Board (DNFSB); and other requirement sources listed in Section 2.0. The Waste Information Requirements Document replaces the tank waste analysis plans and the tank characterization plan previously required by the Tri-Party Agreement, Milestone M-44-01 and M-44-02 series.

The purpose of the Tank Waste Remediation System (TWRS) Process Engineering Instruction Manual is to provide guidance and direction to TWRS Process Engineering staff regarding conduct of business. The objective is to establish a disciplined and consistent approach to business such that the work processes within TWRS Process Engineering are safe, high quality, disciplined, efficient, and consistent with Lockheed Martin Hanford Corporation Policies and Procedures. The sections within this manual are of two types: for compliance and for guidance. For compliance sections are intended to be followed per-the-letter until such time as they are formally changed per Section 2.0 of this manual. For guidance sections are intended to be used by the staff for guidance in the conduct of work where technical judgment and discernment are required. The guidance sections shall also be changed per Section 2.0 of this manual. The required header for each manual section is illustrated in Section 2.0, Manual Change Control procedure. It is intended that this manual be used as a training and indoctrination resource for employees of the TWRS Process Engineering organization. The manual shall be required reading for all TWRS Process Engineering staff, matrixed, and subcontracted employees.

The Tank Characterization Data Management (TCDM) system provides customers and users with data and information of known and acceptable quality when they are needed, in the form they are needed, and at a reasonable cost. The basic approach to biological monitoring used in this program was developed by the staff in the Environmental Sciences Division at the Oak Ridge National Laboratory at the request of Y- 12 Plant personnel. The proposed BMAP plan is based on results of biological monitoring conducted since 1985. Details of the specific procedures used in the current routine monitoring program are provided but experimental designs for future studies are described in less detail. Mitigation of Tank 241-SY-101 by pump mixing: Results of testing phases A and B

A spare mixing pump from the Hanford Grout Program was installed in Hanford double-shell waste Tank 241-SY-101 on July 3, 1993, after being modified to take advantage of waste stratification. It was anticipated that pump mixing would prevent large episodic flammable gas releases that had been occurring about every 100-150 days. A cautious initial test plan, called Phase A, was run to find how the pump and tank would behave in response to very brief and gentle pump operation. No large gas releases were triggered, and the pump performed well except for two incidents of nozzle plugging. On October 21, 1993, the next test series, Phase B, began, and the pump was applied more aggressively to mix the tank contents and mitigate uncontrolled gas releases. Orienting the pump in new directions released large volumes of gas and reduced the waste level to a near-record low. Results of the entire period from pump installation to the end of Phase B on December 17, 1993, are presented in detail in this document. Though long-term effects require further evaluation, we conclude from these data that the jet mixer pump is an effective means of controlling flammable gas release and that it has met …

Status of tank 241-SY-101 data analyses

The Waste Tank Flammable Gas Stabilization Program was established in 1990 to provide for resolution of a major safety issue identified for 23 of the high-level waste tanks at the Hanford Site. The safety issue involves the production, accumulation, and periodic release from these tanks of flammable gases in concentrations exceeding the lower flammability limits. This document deals primarily with tank 241-SY-101 from the SY Tank Farm. The flammable gas condition has existed for this tank since the tank was first filled in the time period from 1977 to 1980. During a general review of waste tank chemical stability in 1988--1989, this situation was re-examined and, in March 1990, the condition was declared to be an unreviewed safety question. Tank 241-SY-101 was placed under special operating restrictions, and a program of investigation was begun to evaluate the condition and determine appropriate courses of action. This report summarizes the data that have become available on tank 241-SY-101 since it was declared as an unreviewed safety question and updates the information reported in an earlier document (WHC-EP-0517). The report provides a technical basis for use in the evaluation of safety risks of the tank and subsequent resolution of the unreviewed safety question.

Environmental media are contaminated and continue to receive contaminants from hydrologically upgradient WAGS. WAG 2 is important as a conduit from upgradient areas to the Clinch River. The general objectives of the WAG 2 SI Project are to conduct a multimedia monitoring and characterization program to define and monitor the input of contaminants from adjacent WAGS, monitor and gather sufficient information for processes controlling or driving contaminant fluxes to construct an appropriate conceptual model for WAG 2, and prepare for the eventual remediation of WAG 2.

The Waste Area Grouping (WAG) 1 Groundwater Operable Unit (OU) at Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee, is undergoing a site characterization. This project is not mandated by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); therefore, no formalized meetings for data quality objective (DQO) development were held. Internally, DQOs were generated by the project team based on the end uses of the data to be collected. The 150-acre WAG 1 is contained within the ORNL security area. It includes all of the former ORNL radioisotope research, production, and maintenance facilities; former waste management areas; and some former administrative facilities. The goal of the WAG 1 Groundwater Site Characterization is to provide the necessary data on the nature and extent of groundwater contamination with an acceptable level of uncertainty to support the selection of remedial alternatives and to identify additional data needs for future actions. Primary objectives for the site characterization are: (1) To identify and characterize contaminant migration pathways based on the collection of groundwater data; (2) to identify sources of groundwater contamination and evaluate remedial actions which could be implemented to control or eliminate these sources; and (3) To conduct groundwater monitoring in support …

The objective of the Data Management Plan and Functional System Design is to provide organization, integrity, security, traceability, and consistency of the data generated during the CRRI and WAG 6 projects. Proper organization will ensure that the data are consistent with the procedures and requirements of the projects. The Information Management Groups (IMGs) for these two programs face similar challenges and share many common objectives. By teaming together, the IMGs have expedited the development and implementation of a common information management strategy that benefits each program.

Facility Effluent Monitoring Plan for Pacific Northwest National Laboratory Balance-of-Plant Facilities

The Pacific Northwest National Laboratory (PNNL) operates a number of research and development (R and D) facilities for the Department of Energy on the Hanford Site. According to DOE Order 5400.1, a Facility Effluent Monitoring Plan is required for each site, facility, or process that uses, generates, releases, or manages significant pollutants or hazardous materials. Three of the R and D facilities: the 325, 331, and 3720 Buildings, are considered major emission points for radionuclide air sampling and thus individual Facility Effluent Monitoring Plans (FEMPs) have been developed for them. Because no definition of ''significant'' is provided in DOE Order 5400.1 or the accompanying regulatory guide DOE/EH-0173T, this FEMP was developed to describe monitoring requirements in the DOE-owned, PNNL-operated facilities that do not have individual FEMPs. The remainder of the DOE-owned, PNNL-operated facilities are referred to as Balance-of-Plant (BOP) facilities. Activities in the BOP facilities range from administrative to laboratory and pilot-scale R and D. R and D activities include both radioactive and chemical waste characterization, fluid dynamics research, mechanical property testing, dosimetry research, and molecular sciences. The mission and activities for individual buildings are described in the FEMP.

The K-1407-C Retention Basin was a surface impoundment at the Oak Ridge K-25 Site. The basin was used primarily for storing potassium hydroxide scrubber sludge generated at the K-25 Site. In addition, from 1960 to 1973, metal hydroxide sludges that were removed from the K-1407-B Holding Pond were discharged to the K-1407-C Retention Basin. The sludge in the K-1407-B Pond contained discharge from the K-1420 Decontamination and Uranium Recovery, the K-1501 Steam Plant, the K-1413 Laboratory, and the K-1401 Maintenance Building. Radioactive material is also present in the K-1407-C Retention Basin, probably the result of cleaning and decontamination activities at some of the aforementioned facilities. The discharge of waste materials to K-1407-C was discontinued before November of 1988, and all sludge was removed from the retention basin. Some of the sludge was stored, and the remainder was fixed in concrete. This report is specific to the K-1407-C Retention Basin and includes information pertinent to the evaluation of soil contamination. The focus of this evaluation is the effectiveness of the Phase 1 investigation of the K-1407-C Retention Basin to define site conditions adequately to support decisions regarding appropriate closure alternatives. Oak Ridge Environmental Information System (OREIS) functional system design document

The OREIS Functional System Design document provides a detailed functional description of the Oak Ridge Environmental Information System (OREIS). It expands the system requirements defined in the OREIS Phase 1-System Definition Document (ES/ER/TM-34). Documentation of OREIS development is based on the Automated Data Processing System Development Methodology, a Martin Marietta Energy Systems, Inc., procedure written to assist in developing scientific and technical computer systems. This document focuses on the development of the functional design of the user interface, which includes the integration of commercial applications software. The data model and data dictionary are summarized briefly; however, the Data Management Plan for OREIS (ES/ER/TM-39), a companion document to the Functional System Design document, provides the complete data dictionary and detailed descriptions of the requirements for the data base structure. The OREIS system will provide the following functions, which are executed from a Menu Manager: (1) preferences, (2) view manager, (3) macro manager, (4) data analysis (assisted analysis and unassisted analysis), and (5) spatial analysis/map generation (assisted ARC/INFO and unassisted ARC/INFO). Additional functionality includes interprocess communications, which handle background operations of OREIS.
