The Tank Characterization Data Management (TCDM) system provides customers and users with data and information of known and acceptable quality when they are needed, in the form they are needed, and at a reasonable cost. The TCDM mission will be accomplished by the following: (1) maintaining and managing tank characterization data and information based on business needs and objectives including transfer of ownership to future contractors; (2) capturing data where it originates and entering it only once to control data consistency, electronic data and information management shall be emphasized to the extent practicable; (3) establishing data quality standards, and managing and certifying databases and data sources against these standards to maintain the proper level of data and information quality consistent with the importance of the data and information, data obtained at high cost with significant implications to decision making regarding tank safety and/or disposal will be maintained and managed at the highest necessary levels of quality; (4) establishing and enforcing data management standards for the Tank Characterization Database (TCD) and supporting data sources including providing mechanisms for discovering and correcting data errors before they propagate; (5) emphasizing electronic data sharing with all authorized users, customers, contractors, and stakeholders to the …

Data management implementation plan for the Bear Creek Valley treatability study phase 2 hydraulic performance testing, Oak Ridge Y-12 Plant, Oak Ridge, Tennessee

The overall objective of the Bear Creek Valley treatability study is to provide site-specific data defining potential treatment technologies applicable to contaminated groundwater and surface water. The ultimate goal of this effort is to install a treatment system that will remove uranium, technetium, nitrate, and several metals from groundwater before it reaches Bear Creek. This project, the Bear Creek Valley treatability study Phase 2 hydraulic performance testing, directly supports the Bear Creek Valley Feasibility Study. Specific project objectives include (1) installing monitoring and extraction wells, (2) installing a groundwater extraction trench, (3) performing pumping tests of the extraction wells and trench, (4) determining hydraulic gradients, and (5) collecting water quality parameters. The primary purpose of environmental data management is to provide a system for generating and maintaining technically defensible data. To meet current regulatory requirements for the Environmental Restoration Program, complete documentation of the information flow must be established. To do so, each step in the data management process (collection, management, storage, and analysis) must be adequately planned and documented. This document will serve to identify data management procedures, expected data types and flow, and roles and responsibilities for all data management activities associated with this project.

A parking and routing information system (PARIS) is being designed and deployed at a test site on the Mountain Home Veterans Administration campus in Johnson City, Tennessee using three sensor technologies. The purpose of the PARIS project is to demonstrate innovative integration of vehicle sensing technologies with parking management strategies to improve mobility and relieve congestion associated with a growing medical technology complex. Oak Ridge National Laboratory`s (ORNL) role during phase 1 of the project is to act as the independent evaluator. This technical memorandum presents two plans, Data Management Plan and Quality Control/Quality Assurance (QC/QA) Plan, which were developed to support ORNL`s responsibilities and functions. The purposes of the Data Management Plan are to coordinate the data needs which will be addressed in four individual evaluation test plans and to deal with the data issues facing the phase 1 evaluation as a whole. The objectives of the QC/QA Plan are to ensure that the evaluation is conducted properly, to guarantee that the data which will be collected are valid and properly analyzed, and to make sure that the test results are accurately recorded and reported. This project will also generate information that can be applied at other facilities within the Oak Ridge Reservation. This report is the sampling and analysis plan (SAP) for the field work component of Phase II of the BCV Treatability Study. Monitoring gas retention and slurry transport during the transfer of waste from Tank 241-C-106 to Tank 241-AY-102

The retained gas volume can be estimated by several methods. All of these methods have significant uncertainties, but together they form a preponderance of evidence that describes the gas retention behavior of the tank. The methods are (1) an increase in nonconvective layer thickness; (2) a waste surface level rise (surface level effect [SLE] model); (3) the barometric pressure effect (BPE model); (4) direct void measurement; and (5) the consequences of the transfer process. The nonconvective layer thickness can be determined with sufficient accuracy to describe the overall waste configuration by means of temperature profiles or densitometer indications. However, the presence of a nonconvective layer does not necessarily indicate significant gas retention, and small changes in layer thickness that could quantify gas retention cannot be detected reliably with the methods available. The primary value of this measurement is in establishing the actual {open_quotes}fluffing factor{close_quotes} for thermal calculations. Surface level rise is not a useful measure of gas retention in Tank 241-C-106 (C-106) since the waste level fluctuates with regular makeup water additions. In Tank 241-AY-102 (AY-102) with the existing ventilation system it should be possible to determine the gas retention rate within 30-60% uncertainty from the surface level rise, should …

Tank Waste Remediation System (TWRS) Labeling Related Course 3 TWRS Equipment Labeling Program (Course Number 350545). As part of courses 1, 2, and 3, it is recommended that a lesson plan be developed and integrated into each of the three courses on the subject of Configuration Management (CM) to include: CM concepts, terminology, definitions, fundamentals and its application with respect to the course. The Chesnut Ridge Regime encompasses a section of Chesnut Ridge bordered by the US Department of Energy (DOE) Y-12 Plant in Bear Creek Valley (BCV) to the north, Scarboro Road to the east, Bethel Valley Road to the south, and an unnamed drainage basin southwest of the Y-12 Plant. Groundwater quality monitoring is performed at hazardous and nonhazardous waste management facilities in the regime under the auspices of the Y-12 Plant Groundwater Protection Program (GWPP). The CY 1996 monitoring data are presented in Calendar Year 1996 Annual Groundwater Monitoring Report for the Chesnut Ridge Hydrogeologic Regime at the US Department of Energy Y-12 Plant, Oak Ridge, Tennessee, along with the required evaluations of applicable site-specific monitoring data (AJA Technical Services, Inc. 1997a). Recommendations for Guidelines for Environment-Specific Magnetic-Field Measurements, Rapid Program Engineering Project #2

The purpose of this project was to document widely applicable methods for characterizing the magnetic fields in a given environment, recognizing the many sources co-existing within that space. The guidelines are designed to allow the reader to follow an efficient process to (1) plan the goals and requirements of a magnetic-field study, (2) develop a study structure and protocol, and (3) document and carry out the plan. These guidelines take the reader first through the process of developing a basic study strategy, then through planning and performing the data collection. Last, the critical factors of data management, analysis reporting, and quality assurance are discussed. The guidelines are structured to allow the researcher to develop a protocol that responds to specific site and project needs. The Research and Public Information Dissemination Program (RAPID) is based on exposure to magnetic fields and the potential health effects. Therefore, the most important focus for these magnetic-field measurement guidelines is relevance to exposure. The assumed objective of an environment-specific measurement is to characterize the environment (given a set of occupants and magnetic-field sources) so that information about the exposure of the occupants may be inferred. The purpose of developing guidelines for electric and magnetic field (EMF) personal exposure measurements (lF'EM) is to ensure reliable and comparable data across I?EM studies. Study techniques may vary due to different populations or objectives, but the resulting data should be consistently reported and comparable, to the extent possible. Any guideline must allow creativity by the research-oriented investigator and provide specific guidance to industrial hygienists or other results-oriented investigators, requiring a standard protocol. Recognizing measurement studies with different purposes is an important aspect of these recommendations. The guidelines presented here intend to produce comparable data across studies while remaining flexible. The recommendations for designing and implementing an EMF PEM program describe a three-stage process. The first step is to clearly state the purpose of the PEM program. The next stage addresses the fundamental elements of an EMF PEM study, including an assessment of the scientific and organizational resources that will be required. This process is codified in a written study plan. These stages are described in 1 Section 5 of this report. Pinellas Plant Environmental Baseline Report (open access)

Pinellas Plant Environmental Baseline Report

The Pinellas Plant has been part of the Department of Energy`s (DOE) nuclear weapons complex since the plant opened in 1957. In March 1995, the DOE sold the Pinellas Plant to the Pinellas County Industry Council (PCIC). DOE has leased back a large portion of the plant site to facilitate transition to alternate use and safe shutdown. The current mission is to achieve a safe transition of the facility from defense production and prepare the site for alternative uses as a community resource for economic development. Toward that effort, the Pinellas Plant Environmental Baseline Report (EBR) discusses the current and past environmental conditions of the plant site. Information for the EBR is obtained from plant records. Historical process and chemical usage information for each area is reviewed during area characterizations.

This document describes the Fiscal Year 1996 activities and products of the Environmental Sciences Division, Office of Biological and Environmental Research, Office of Energy Research. The report is organized into four main sections. The introduction identifies the basic program structure, describes the programs of the Environmental Sciences Division, and provides the level of effort for each program area. The research areas and project descriptions section gives program contact information, and provides descriptions of individual research projects including: three-year funding history, research objective and approach used in each project, and results to date. Appendixes provide postal and e-mail addresses for principal investigators and define acronyms used in the text. The indexes provide indexes of principal investigators, research institutions, and keywords for easy reference. Research projects are related to climatic change and remedial action.

Multi-agency radiation survey and site investigation manual (MARSIM). Final report

The MARSSIM provides information on planning, conducting, evaluating, and documenting building surface and surface soil final status radiological surveys for demonstrating compliance with dose or risk-based regulations or standards. The MARSSIM is a multi-agency consensus document that was developed collaboratively by four Federal agencies having authority and control over radioactive materials: Department of Defense (DOD), Department of Energy (DOE), Environmental Protection Agency (EPA), and Nuclear Regulatory Commission (NRC). The MARSSIM`s objective is to describe a consistent approach for planning, performing, and assessing building surface and surface soil final status surveys to meet established dose or risk-based release criteria, while at the same time encouraging an effective use of resources.
