This document presents the Groundwater Protection Program (GWPP) management plan for the U.S. Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12). The Y-12 GWPP functions as the primary point-of-contact for groundwater-related issues at Y-12, provides stewardship of the extensive network of groundwater monitoring wells at Y-12, and serves as a resource for technical expertise, support, and historical data for groundwater-related activities at Y-12. These organizational functions each serve the primary programmatic purpose of the GWPP, which is to ensure that groundwater monitoring activities within areas under Y-12 administrative control provide representative data in compliance with the multiple purposes of applicable state and federal regulations, DOE orders, and the corporate policies of Babcock & Wilcox Technical Services Y-12 LLC (hereafter referenced as B&W Y-12), the Y-12 management and operations (M&O) contractor for DOE. B&W Y-12 is a new corporate name, assumed in January 2007, for the company formerly known as BWXT Y-12, L.L.C., hereafter referenced as BWXT. This document is the monitoring optimization plan for groundwater monitoring wells associated with the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) in Oak Ridge, Tennessee (Figure A.1). The plan describes the technical approach that will be implemented under the Y-12 Groundwater Protection Program (GWPP) to focus available resources on the monitoring wells at Y-12 that provide the most useful hydrologic and groundwater quality monitoring data. The technical approach is based on the GWPP status designation for each well (Section 2.0). Under this approach, wells granted 'active' status are used by the GWPP for hydrologic monitoring and/or groundwater quality sampling (Section 3.0), whereas wells granted 'inactive' status are not used for either purpose. The status designation also defines the frequency at which the GWPP will inspect applicable wells, the scope of these well inspections, and extent of any maintenance actions initiated by the GWPP (Section 3.0). Details regarding the ancillary activities associated with implementation of this plan (e.g., well inspection) are deferred to the referenced GWPP plans and procedures (Section 4.0). ECOLOGICAL EFFECTS OF METALS IN STREAMS ON A DEFENSE MATERIALS PROCESSING SITE IN SOUTH CAROLINA, USA

The Savannah River Site (SRS) is a 780 km{sup 2} U.S. Department of Energy facility near Aiken SC established in 1950 to produce nuclear materials. SRS streams are 'integrators' that potentially receive water transportable contaminants from all sources within their watersheds necessitating a GIS-based watershed approach to organize contaminant distribution data and accurately characterize the effects of multiple contaminant sources on aquatic organisms. Concentrations of metals in sediments, fish, and water were elevated in streams affected by SRS operations, but contaminant exposure models for Lontra Canadensis and Ceryle alcyon indicated that toxicological reference values were exceeded only by Hg and Al. Macroinvertebrate community structure was unrelated to sediment metal concentrations. This study indicated that (1) modeling studies and field bioassessments provide a complementary basis for addressing the individual and cumulative effects of contaminants, (2) habitat effects must be controlled when assessing contaminant impacts, (3) sensitivity analyses of contaminant exposure models are helpful in apportioning sampling effort, and (4) contaminants released during fifty years of industrial operations have not resulted in demonstrable harm to aquatic organisms in SRS streams.

This plan provides a description of the groundwater and surface water quality monitoring activities planned for calendar year (CY) 2010 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) that will be managed by the Y-12 Groundwater Protection Program (GWPP). Groundwater and surface water monitoring performed by the GWPP during CY 2010 will be in accordance with requirements of DOE Order 540.1A and the following goals: (1) to protect the worker, the public, and the environment; (2) to maintain surveillance of existing and potential groundwater contamination sources; (3) to provide for the early detection of groundwater contamination and determine the quality of groundwater and surface water where contaminants are most likely to migrate beyond the Oak Ridge Reservation property line; (4) to identify and characterize long-term trends in groundwater quality at Y-12; and (5) to provide data to support decisions concerning the management and protection of groundwater resources. This report contains the groundwater and surface water monitoring data that were obtained during calendar year (CY) 2008 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. The CY 2008 monitoring data were obtained from wells, springs, and surface water sampling locations in three hydrogeologic regimes at Y-12 (Figure A.1). The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge directly south of Y-12. Section 2 of this report provides background information pertinent to groundwater and surface water quality monitoring in each hydrogeologic regime, including the topography and bedrock geology, surface water drainage, groundwater system, and extent of groundwater contamination. Long-Term Carbon Injection Field Test for 90% Mercury Removal for a PRB Unit a Spray Dryer and Fabric Filter: Final Scientific/Technical Report

The power industry in the U.S. is faced with meeting regulations to reduce the emissions of mercury compounds from coal-fired plants. Injecting a sorbent such as powdered activated carbon (PAC) into the flue gas represents one of the simplest and most mature approaches to controlling mercury emissions from coal-fired boilers. The purpose of this test program was to evaluate the long-term mercury removal capability, long-term mercury emissions variability, and operating and maintenance (O&M) costs associated with sorbent injection on a configuration being considered for many new plants. Testing was conducted by ADA Environmental Solutions (ADA) at Rocky Mountain Power’s (RMP) Hardin Station through funding provided by DOE/NETL, RMP, and other industry partners. The Hardin Station is a new plant rated at 121 MW gross that was first brought online in April of 2006. Hardin fires a Powder River Basin (PRB) coal and is configured with selective catalytic reduction (SCR) for NOx control, a spray dryer absorber (SDA) for SO2 control, and a fabric filter (FF) for particulate control. Based upon previous testing at PRB sites with SCRs, very little additional mercury oxidation from the SCR was expected at Hardin. In addition, based upon results from DOE/NETL Phase II Round I …

Evaluation of Control Strategies to Effectively Meet 70-90% Mercury Reduction on an Eastern Bituminous Coal Cyclone Boiler with SCR

This is the final site report for testing conducted at Public Service of New Hampshire's (PSNH) Merrimack Unit 2 (MK2). This project was funded through the DOE/NETL Innovations for Existing Plants program. It was a Phase III project with the goal to develop mercury control technologies that can achieve 50-70% mercury capture at costs 25-50% less than baseline estimates of $50,000-$70,000/lb of mercury removed. While results from testing at Merrimack indicate that the DOE goal was partially achieved, further improvements in the process are recommended. Merrimack burned a test blend of eastern bituminous and Venezuelan coals, for a target coal sulfur content of 1.2%, in its 335-MW Unit 2. The blend ratio is approximately a 50/50 split between the two coals. Various sorbent injection tests were conducted on the flue gas stream either in front of the air preheater (APH) or in between the two in-series ESPs. Initial mercury control evaluations indicated that, without SO3 control, the sorbent concentration required to achieve 50% control would not be feasible, either economically or within constraints specific to the maximum reasonable particle loading to the ESP. The PEP is a 1/4.5-scale test platform designed to simulate the WTP pretreatment caustic leaching, oxidative leaching, ultrafiltration solids concentration, and slurry washing processes. The PEP replicates the WTP leaching processes using prototypic equipment and control strategies. The PEP also includes non-prototypic ancillary equipment to support the core processing.
