This integrated test plan describes the demonstration test of the ResonantSonic drilling system. This demonstration is part of the Office of Technology Development`s Volatile Organic Compound Arid Integrated Demonstration (VOC-Arid ID). Two main purposes of this demonstration are (1) to continue testing the ResonantSonic drilling system compatibility with the Hanford Site waste characterization programs, and (2) to transfer this method for use at the Hanford Site, other government sites, and the private sector. The ResonantSonic method is a dry drilling technique. Field testing of this method began in July 1993. During the next four months, nine holes were drilled, and continuous core samples were retrieved. Penetration rates were 2 to 3 times the baseline, and the operational downtime rate was less than 10%. Successfully demonstrated equipment refinements included a prototype 300 series ResonantSonic head, a new drill rod design for 18-centimeter diameter pipe, and an automated pipe handling system. Various configurations of sampling equipment and drill bits were tested, depending on geologic conditions. Characterization plan for the Oak Ridge National Laboratory Area-Wide Groundwater Program, Oak Ridge, Tennessee

This characterization plan has been developed as part of the U.S. Department of Energy`s (DOE`s) investigation of the Groundwater Operable Unit (GWOU) at Oak Ridge National Laboratory (ORNL) located near Oak Ridge, Tennessee. The first iteration of the characterization plan is intended to serve as a strategy document to guide subsequent GWOU remedial investigations. The plan provides a rationale and organization for groundwater data acquisition, monitoring, and remedial actions to be performed during implementation of environmental restoration activities associated with the ORNL GWOU. It is important to note that the characterization plan for the ORNL GWOU is not a prototypical work plan. As such, remedial investigations will be conducted using annual work plans to manage the work activities, and task reports will be used to document the results of the investigations. Sampling and analysis results will be compiled and reported annually with a review of data relative to risk (screening level risk assessment review) for groundwater. This characterization plan outlines the overall strategy for the remedial investigations and defines tasks that are to be conducted during the initial phase of investigation. This plan is presented with the understanding that more specific addenda to the plan will follow.

The FFTF Plant Operational Data Management (PODM) System provides capabilities for storing, managing and retrieving data recorded by FFTF plant computers [the Plant Data System (PDS), in particular]. The PODM system is currently implemented on SUN{sup TM} Workstations{sup (R)}. This guide contains a description of the PODM System, and instructions for using programs available for retrieving and processing FFTF data stored in the data base. Section 2.0 provides a brief overview and the background of the system. The organization and content of the data base are described in more detail in Sections 3.0 and 4.0. Available computer programs are described in sections 5.0 and 6.0 while subroutines that can be called by a user`s FORTRAN program are described in section 7.0.

This document presents the treatability test plan for pilot-scale pump and treat testing at the 200-UP-1 Operable Unit. This treatability test plan has been prepared in response to an agreement between the US Department of Energy, the US Environmental Protection Agency, and the Washington State Department of Ecology, as documented in Hanford Federal Facility Agreement and Consent Order (Ecology et al. 1989a) Change Control Form M-13-93-03 (Ecology et al. 1994). The agreement also requires that, following completion of the activities described in this test plan, a 200-UP-1 Operable Unit interim remedial measure (IRM) proposed plan be developed for use in preparing an interim action record of decision (ROD). The IRM Proposed Plan will be supported by the results of the testing described in this treatability test plan, as well as by other 200-UP-1 Operable Unit activities (e.g., limited field investigation, development of a qualitative risk assessment). Once issued, the interim action ROD will specify the interim action for groundwater contamination at the 200-UP-1 Operable Unit. The approach discussed in this treatability test plan is to conduct a pilot-scale pump and treat test for the contaminant plume associated with the 200-UP-1 Operable Unit. This Sampling and Analysis Plan addresses groundwater level monitoring activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Martin Marietta Energy Systems, Inc. Groundwater level monitoring will be conducted at 129 sites within the WAG. All of the sites will be manually monitored on a semiannual basis. Forty-five of the 128 wells, plus one site in White Oak Lake, will also be equipped with automatic water level monitoring equipment. The 46 sites are divided into three groups. One group will be equipped for continuous monitoring of water level, conductivity, and temperature. The other two groups will be equipped for continuous monitoring of water level only. The equipment will be rotated between the two groups. The data collected from the water level monitoring will be used to support determination of the contaminant flux at WAG 6.

This Sampling and Analysis Plan addresses groundwater quality sampling and analysis activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of energy and managed by martin Marietta Energy Systems, Inc. (Energy Systems). Groundwater sampling will be conducted by Energy Systems at 45 wells within WAG 6. The samples will be analyzed for various organic, inorganic, and radiological parameters. The information derived from the groundwater quality monitoring, sampling, and analysis will aid in evaluating relative risk associated with contaminants migrating off-WAG, and also will fulfill Resource Conservation and Recovery Act (RCRA) interim permit monitoring requirements. The sampling steps described in this plan are consistent with the steps that have previously been followed by Energy Systems when conducting RCRA sampling.

The Clinch River Remedial Investigation (CRRI) is designed to address the transport, fate, and distribution of waterborne contaminants (radionuclides, metals, and organic compounds) released from the US Department of Energy`s (DOE`s) Oak Ridge Reservation (ORR) and to assess potential risks to human health and the environment associated with these contaminants. The remedial investigation is entering Phase 2, which has the following items as its objectives: define the nature and extent of the contamination in areas downstream from the DOE ORR, evaluate the human health and ecological risks posed by these contaminants, and perform preliminary identification and evaluation of potential remediation alternatives. This plan describes the requirements, responsibilities, and roles of personnel during sampling, analysis, and data review for the Clinch River Environmental Restoration Program (CR-ERP). The purpose of the plan is to formalize the process for obtaining analytical services, tracking sampling and analysis documentation, and assessing the overall quality of the CR-ERP data collection program to ensure that it will provide the necessary building blocks for the program decision-making process.

An independent verification and validation of the Future Theater Level Model conceptual model

This report describes the methodology and results of independent verification and validation performed on a combat model in its design stage. The combat model is the Future Theater Level Model (FTLM), under development by The Joint Staff/J-8. J-8 has undertaken its development to provide an analysis tool that addresses the uncertainties of combat more directly than previous models and yields more rapid study results. The methodology adopted for this verification and validation consisted of document analyses. Included were detailed examination of the FTLM design documents (at all stages of development), the FTLM Mission Needs Statement, and selected documentation for other theater level combat models. These documents were compared to assess the FTLM as to its design stage, its purpose as an analytical combat model, and its capabilities as specified in the Mission Needs Statement. The conceptual design passed those tests. The recommendations included specific modifications as well as a recommendation for continued development. The methodology is significant because independent verification and validation have not been previously reported as being performed on a combat model in its design stage. During the course of a fiscal year, Oak Ridge National Laboratory`s Carbon Dioxide Information Analysis Center (CDIAC) distributes thousands of specialty publications-numeric data packages (NDPs), computer model packages (CMPs), technical reports, public communication publications, newsletters, article reprints, and reference books-in response to requests for information related to global environmental issues, primarily those pertaining to climate change. CDIAC`s staff also provide technical responses to specific inquiries related to carbon dioxide (CO{sub 2}), other trace gases, and climate. Hundreds of referrals to other researchers, policy analysts, information specialists, or organizations are also facilitated by CDIAC`s staff. This report provides an account of the activities accomplished by CDIAC (including World Data Center-A for Atmospheric Trace Gases) during the period October 1, 1992, to September 30, 1993. An organizational overview of CDIAC and its staff is supplemented by a detailed description of inquiries received and CDIAC`s response to those inquiries. An analysis and description of the preparation and distribution of NDPS, CMPS, technical reports, newsletters, fact sheets, specialty publications, and reprints are provided. The Hanford 118-B-1 Burial Ground Treatability Study has been required by milestone change request {number_sign}M-15-93-04, dated September 30, 1993. The change request requires that a treatability test be conducted at the 100-B Area to obtain additional engineering information for remedial design of burial grounds receiving waste from 100 Area removal actions. This treatability study has two purposes: (1) to support development of the Proposed Plan (PP) and Record of Decision (ROD), which will identify the approach to be used for burial ground remediation, and (2) to provide specific engineering information for receiving waste generated from the 100 Area removal actions. Data generated from this test also will provide critical performance and cost information necessary for remedy evaluation in the detailed analysis of alternatives during preparation of the focused feasibility study (FFS). This treatability testing supports the following 100 Area alternatives: (1) excavation and disposal, and (2) excavation, sorting, (treatment), and disposal.

Tank waste remediation system multi-year work plan

The Tank Waste Remediation System (TWRS) Multi-Year Work Plan (MYWP) documents the detailed total Program baseline and was constructed to guide Program execution. The TWRS MYWP is one of two elements that comprise the TWRS Program Management Plan. The TWRS MYWP fulfills the Hanford Site Management System requirement for a Multi-Year Program Plan and a Fiscal-Year Work Plan. The MYWP addresses program vision, mission, objectives, strategy, functions and requirements, risks, decisions, assumptions, constraints, structure, logic, schedule, resource requirements, and waste generation and disposition. Sections 1 through 6, Section 8, and the appendixes provide program-wide information. Section 7 includes a subsection for each of the nine program elements that comprise the TWRS Program. The foundation of any program baseline is base planning data (e.g., defendable product definition, logic, schedules, cost estimates, and bases of estimates). The TWRS Program continues to improve base data. As data improve, so will program element planning, integration between program elements, integration outside of the TWRS Program, and the overall quality of the TWRS MYWP. The MYWP establishes the TWRS baseline objectives to store, treat, and immobilize highly radioactive Hanford waste in an environmentally sound, safe, and cost-effective manner. Sampling and analysis plan for the site characterization of the waste area Grouping 1 groundwater operable unit at Oak Ridge National Laboratory

Waste Area Grouping (WAG) 1 at Oak Ridge National Laboratory (ORNL) includes all of the former ORNL radioisotope research, production, and maintenance facilities; former waste management areas; and some former administrative buildings. Site operations have contaminated groundwater, principally with radiological contamination. An extensive network of underground pipelines and utilities have contributed to the dispersal of contaminants to a known extent. In addition, karst geology, numerous spills, and pipeline leaks, together with the long and varied history of activities at specific facilities at ORNL, complicate contaminant migration-pathway analysis and source identification. To evaluate the extent of contamination, site characterization activity will include semiannual and annual groundwater sampling, as well as monthly water level measurements (both manual and continuous) at WAG 1. This sampling and analysis plan provides the methods and procedures to conduct site characterization for the Phase 1 Remedial Investigation of the WAG 1 Groundwater Operable Unit.

This Sampling and Analysis Plan addresses surface water monitoring, sampling, and analysis activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Martin Marietta Energy Systems, Inc. Surface water monitoring will be conducted at nine sites within WAG 6. Activities to be conducted will include the installation, inspection, and maintenance of automatic flow-monitoring and sampling equipment and manual collection of various water and sediment samples. The samples will be analyzed for various organic, inorganic, and radiological parameters. The information derived from the surface water monitoring, sampling, and analysis will aid in evaluating risk associated with contaminants migrating off-WAG, and will be used in calculations to establish relationships between contaminant concentration (C) and flow (Q). The C-Q relationship will be used in calculating the cumulative risk associated with the off-WAG migration of contaminants.

Mitigation of Tank 241-SY-101 by pump mixing: Results of testing phases A and B

A spare mixing pump from the Hanford Grout Program was installed in Hanford double-shell waste Tank 241-SY-101 on July 3, 1993, after being modified to take advantage of waste stratification. It was anticipated that pump mixing would prevent large episodic flammable gas releases that had been occurring about every 100-150 days. A cautious initial test plan, called Phase A, was run to find how the pump and tank would behave in response to very brief and gentle pump operation. No large gas releases were triggered, and the pump performed well except for two incidents of nozzle plugging. On October 21, 1993, the next test series, Phase B, began, and the pump was applied more aggressively to mix the tank contents and mitigate uncontrolled gas releases. Orienting the pump in new directions released large volumes of gas and reduced the waste level to a near-record low. Results of the entire period from pump installation to the end of Phase B on December 17, 1993, are presented in detail in this document. Though long-term effects require further evaluation, we conclude from these data that the jet mixer pump is an effective means of controlling flammable gas release and that it has met …

Oak Ridge Reservation Site Management Plan for the Environmental Restoration Program

This site management plan for the Oak Ridge Reservation (ORR) describes the overall approach for addressing environmental contamination problems at the ORR Superfund site located in eastern Tennessee. The ORR consists of three major US Department of Energy (DOE) installations constructed in the early to mid 1940s as research, development, and process facilities in support of the Manhattan Project. In addition to the three installations -- Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site (formerly the Oak Ridge Gaseous Diffusion Plant) -- the ORR Superfund Site also includes areas outside the installations, land used by the Oak Ridge Associated Universities and waterways that have been contaminated by releases from the DOE installations. To date, {approximately} 400 areas (Appendix A) requiring evaluation have been identified. Cleanup of the ORR is expected to take two to three decades and cost several billion dollars. This site management plan provides a blueprint to guide this complex effort to ensure that the investigation and cleanup activities are carried out in an efficient and cost-effective manner.

This report presents the findings of the Energy Edge Impact Evaluation. It is the fourth and final report in a series of project impact evaluation reports. Energy Edge is a research-oriented demonstration of energy efficiency in 28 new commercial buildings. Beginning in 1985,the project, sponsored by the Bonneville Power Administration (BPA), was developed to evaluate the potential for electricity conservation in new commercial buildings. By focusing on the construction of new commercial buildings, Energy Edge meets the region`s goal of capturing otherwise lost opportunities to accomplish energy conservation. That is, the best time to add an energy-efficiency measure to a building is during the construction phase.

This report documents the results of the routine environmental audit of the Oak Ridge Y-12 Plant (Y-12 Plant), Anderson County, Tennessee. During this audit, the activities conducted by the audit team included reviews of internal documents and reports from previous audits and assessments; interviews with U.S. Department of Energy (DOE), State of Tennessee regulatory, and contractor personnel; and inspections and observations of selected facilities and operations. The onsite portion of the audit was conducted August 22-September 2, 1994, by the DOE Office of Environmental Audit (EH-24), located within the Office of Environment, Safety and Health (EH). DOE 5482.1 B, {open_quotes}Environment, Safety, and Health Appraisal Program,{close_quotes} establishes the mission of EH-24 to provide comprehensive, independent oversight of DOE environmental programs on behalf of the Secretary of Energy. The ultimate goal of EH-24 is enhancement of environmental protection and minimization of risk to public health and the environment. EH-24 accomplishes its mission by conducting systematic and periodic evaluations of DOE`s environmental programs within line organizations, and by using supplemental activities that strengthen self-assessment and oversight functions within program, field, and contractor organizations.
