118-B-1 excavation treatability test plan

The Hanford 118-B-1 Burial Ground Treatability Study has been required by milestone change request {number_sign}M-15-93-04, dated September 30, 1993. The change request requires that a treatability test be conducted at the 100-B Area to obtain additional engineering information for remedial design of burial grounds receiving waste from 100 Area removal actions. This treatability study has two purposes: (1) to support development of the Proposed Plan (PP) and Record of Decision (ROD), which will identify the approach to be used for burial ground remediation, and (2) to provide specific engineering information for receiving waste generated from the 100 Area removal actions. Data generated from this test also will provide critical performance and cost information necessary for remedy evaluation in the detailed analysis of alternatives during preparation of the focused feasibility study (FFS). This treatability testing supports the following 100 Area alternatives: (1) excavation and disposal, and (2) excavation, sorting, (treatment), and disposal.

300-Ff-1 Operable Unit Remedial Investigation Phase II Report: Physical Separation of Soils Treatability Study

This report describes the approach and results of physical separations treatability tests conducted at the Hanford Site in the North Process Pond of the 300-FF-1 Operable Unit. Physical separation of soils was identified as a remediation alternative due to the potential to significantly reduce the amount of contaminated soils prior to disposal. Tests were conducted using a system developed at Hanford consisting of modified EPA equipment integrated with screens, hoppers, conveyors, tanks, and pumps from the Hanford Site. The treatability tests discussed in this report consisted of four parts, in which an estimated 84 tons of soil was processed: (1) a pre-test run to set up the system and adjust system parameters for soils to be processed; (2) a baseline run to establish the performance of the system - Test No. 1; (3) a final run in which the system was modified as a result of findings from the baseline run - Test No. 2; and (4) water treatment.

1991 Annual performance report for environmental oversight and monitoring at Department of Energy Facilities in New Mexico

On October 22, 1990 an agreement was entered into between the US DOE and the State of New Mexico. The agreement was designed to assure the citizens of New Mexico that the environment is protected and that public health, as related to the environment is also protected. The Agreement reflects the understanding and commitments between the parties regarding environmental oversight, monitoring, remediation and emergency response at the following DOE facilities: the Inhalation Toxicology Research Institute (ITRI); Los Alamos National Laboratory (LANL); Sandia National Laboratory (SNL); and the Waste Isolation Pilot Plant (WIPP). These provision are ongoing through a vigorous program of independent monitoring and oversight; prioritization of clean-up and compliance activities; and new commitments by DOE. While the initial assessment of the quality and effectiveness of the facilities` environmental monitoring and surveillance programs is not yet complete, preliminary findings are presented regarding air quality monitoring, environmental monitoring, and groundwater monitoring.

Airborne Multisensor Pod System (AMPS) data management overview

An overview of the Data Management Plan for the Airborne Multisensor Pod System (AMPS) pro-grain is provided in this document. The Pacific Northwest Laboratory (PNL) has been assigned the responsibility of data management for the program, which includes defining procedures for data management and data quality assessment. Data management is defined as the process of planning, acquiring, organizing, qualifying and disseminating data. The AMPS program was established by the U.S. Department of Energy (DOE), Office of Arms Control and Non-Proliferation (DOE/AN) and is integrated into the overall DOE AN-10.1 technology development program. Sensors used for collecting the data were developed under the on-site inspection, effluence analysis, and standoff sensor program, the AMPS program interacts with other technology programs of DOE/NN-20. This research will be conducted by both government and private industry. AMPS is a research and development program, and it is not intended for operational deployment, although the sensors and techniques developed could be used in follow-on operational systems. Annual summary of the contents of the Oak Ridge Environmental Information System (OREIS) 1993 data base

The data base of the Oak Ridge Environmental Information System (OREIS) contains data of known quality that can be accessed by OREIS users. OREIS meets data management/access requirements for environmental data as specified in the Federal Facility Agreement for the Oak Ridge Reservation and the State Oversight Agreement between the State of Tennessee and the Department of Energy. The types of environmental data within OREIS include measurement data from the following environmental disciplines: groundwater, surface water, sediment, soils, air, and biota. In addition to measurement data, the OREIS data base contains extensive descriptive and qualifier metadata to help define data quality and to enable end users to analyze the appropriateness of data for their purposes. Another important aspect of measurement data is their spatial context; OREIS maintains a comprehensive library of geographic data and tools to analyze and display spatial relationships of the data. As of November 1993, the OREIS data base consists of approximately 100,000 records associated with three environmental restoration projects along with coordinate data and background map data. During the course of a fiscal year, Oak Ridge National Laboratory`s Carbon Dioxide Information Analysis Center (CDIAC) distributes thousands of specialty publications-numeric data packages (NDPs), computer model packages (CMPs), technical reports, public communication publications, newsletters, article reprints, and reference books-in response to requests for information related to global environmental issues, primarily those pertaining to climate change. CDIAC`s staff also provide technical responses to specific inquiries related to carbon dioxide (CO{sub 2}), other trace gases, and climate. Hundreds of referrals to other researchers, policy analysts, information specialists, or organizations are also facilitated by CDIAC`s staff. This report provides an account of the activities accomplished by CDIAC (including World Data Center-A for Atmospheric Trace Gases) during the period October 1, 1992, to September 30, 1993. An organizational overview of CDIAC and its staff is supplemented by a detailed description of inquiries received and CDIAC`s response to those inquiries. An analysis and description of the preparation and distribution of NDPS, CMPS, technical reports, newsletters, fact sheets, specialty publications, and reprints are provided. This characterization plan has been developed as part of the U.S. Department of Energy`s (DOE`s) investigation of the Groundwater Operable Unit (GWOU) at Oak Ridge National Laboratory (ORNL) located near Oak Ridge, Tennessee. The first iteration of the characterization plan is intended to serve as a strategy document to guide subsequent GWOU remedial investigations. The plan provides a rationale and organization for groundwater data acquisition, monitoring, and remedial actions to be performed during implementation of environmental restoration activities associated with the ORNL GWOU. It is important to note that the characterization plan for the ORNL GWOU is not a prototypical work plan. As such, remedial investigations will be conducted using annual work plans to manage the work activities, and task reports will be used to document the results of the investigations. Sampling and analysis results will be compiled and reported annually with a review of data relative to risk (screening level risk assessment review) for groundwater. This characterization plan outlines the overall strategy for the remedial investigations and defines tasks that are to be conducted during the initial phase of investigation. This plan is presented with the understanding that more specific addenda to the plan will follow.

The Waste Area Grouping (WAG) 1 Groundwater Operable Unit (OU) at Oak Ridge National Laboratory (ORNL) in Oak Ridge, Tennessee, is undergoing a site characterization. This project is not mandated by the Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA); therefore, no formalized meetings for data quality objective (DQO) development were held. Internally, DQOs were generated by the project team based on the end uses of the data to be collected. The 150-acre WAG 1 is contained within the ORNL security area. It includes all of the former ORNL radioisotope research, production, and maintenance facilities; former waste management areas; and some former administrative facilities. The goal of the WAG 1 Groundwater Site Characterization is to provide the necessary data on the nature and extent of groundwater contamination with an acceptable level of uncertainty to support the selection of remedial alternatives and to identify additional data needs for future actions. Data Management Plan for the Environmental Restoration Program

The purpose of this handbook is to assist environmental restoration (ER) projects in the preparation of a data management implementation plan (DMIP). The DMIP identifies and documents an ER project's requirements and responsibilities for the management, quality assurance, use, and archival of its environmental data. It is important that a project complete its DMIP in the early planning phase to ensure that the necessary and appropriate data management systems and personnel are in place before the project begins acquiring data. All ER projects that collect or use environmental data at the Oak Ridge National Laboratory, the Oak Ridge Y-12 Plant, the Oak Ridge K-25 Site, the Paducah Gaseous Diffusion Plant, the Portsmouth Gaseous Diffusion Plant, and surrounding onsite and offsite areas must prepare a DMIP. Project types that often collect environmental data include surveillance and maintenance, decontamination and decommissioning, remedial design/remedial action, and remedial investigation/feasibility studies. Even if a project does little environmental data management, a DMIP is required to document this fact.

Data management plan for the ultrasonic inspection of the double-shell tanks

To obtain an operating permit from Washington State Department of Ecology, Westinghouse Hanford Company (WHC) must assess the double-shell tanks (DST) for structural integrity. The assessment includes volumetric examinations of the primary steel tank and secondary steel liner. The integrity of the tanks will be assessed by remote ultrasonic (UT) inspections of the primary and secondary steel tanks to measure wall thickness and detect corrosion pitting and stress corrosion cracking. The surfaces of the areas to be inspected will be cleaned with a power wire brush to remove loose mill scale, rust, and other materials that could inhibit proper coupling of the UT probe. To ensure that the cleaning process is satisfactory, the cleaned area will be viewed with a video camera and recorded. The video and UT equipment will be calibrated the ensure accuracy, and a performance test will be conducted to verify its capabilities. The tank inspection sequence consists of cleaning, visual examination, and UT inspection of each region selected for inspection: the primary tank wall, the tank bottom and lower knuckle, and the secondary tank wall. Double-shell tank ultrasonic inspection plan. Revision 1

The waste tank systems managed by the Tank Waste Remediation System Division of Westinghouse Hanford Company includes 28 large underground double-shell tanks (DST) used for storing hazardous radioactive waste. The ultrasonic (UT) inspection of these tanks is part of their required integrity assessment (WAC 1993) as described in the tank systems integrity assessment program plan (IAPP) (Pfluger 1994a) submitted to the Ecology Department of the State of Washington. Because these tanks hold radioactive waste and are located underground examinations and inspections must be done remotely from the tank annuli with specially designed equipment. This document describes the UT inspection system (DSTI system), the qualification of the equipment and procedures, field inspection readiness, DST inspections, and post-inspection activities. Although some of the equipment required development, the UT inspection technology itself is the commercially proven and available projection image scanning technique (P-scan). The final design verification of the DSTI system will be a performance test in the Hanford DST annulus mockup that includes the demonstration of detecting and sizing corrosion-induced flaws.

Environmental Implementation Plan

The Environmental Implementation Plan (EIP) is a dynamic long-range environmental-protection plan for SRS. The EIP communicates the current and future (five year) environmental plans from individual organizations and divisions as well as site environmental initiatives which are designed to protect the environment and meet or exceed compliance with changing environmental/ regulatory requirements. Communication with all site organizations is essential for making the site environmental planning process work. Demonstrating environmental excellence is a high priority embodied in DOE and WSRC policy. Because of your support and participation in the three EIP initiatives; Reflections, Sectional Revision, and Integrated Planning, improvements are being made to the EIP and SRS environmental protection programs. I appreciate the ``Partnership in Environmental Excellence`` formed by the environmental coordinators and professionals who work daily toward our goal of compliance and environmental excellence. I look forward to seeing continued success and improvement in our environmental protection programs through combined efforts of all site organizations to protect our employees, the public health, and the environment. Environmental restoration and remediation technical data management plan

The tasks performed in the Remedial Investigation/Feasibility Study (RI/FS) work plan for each Hanford Site operable unit must meet the requirements of the Comprehensive Environmental Response, Compensation, and Liability Act of 1980 (CERCLA) and the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement, Ecology et. al 1992). An extensive amount of data will be generated in the evaluation and remediation of hazardous waste sites at the Site. The data must be of sufficient quality, as they will be used to evaluate the need, select the method(s), and support the full remediation of the waste sites as stipulated in the Tri-Party Agreement. In particular, a data management plan (DMP) is to be included in an RI/FS work plan for managing the technical data obtained during the characterization of an operable unit, as well as other data related to the study of the operable unit. Resource Conservation and Recovery Act of 1976 (RCRA) sites are involved in the operable unit. Thus, the data management activities for the operable unit should be applied consistently to RCRA sites in the operable unit as well. Environmental surveillance at Los Alamos during 1992

This report describes the environmental surveillance program at Los Alamos National Laboratory during 1992. The Laboratory routinely monitors for radiation and for radioactive and nonradioactive materials at (or on) Laboratory sites as well as in the surrounding region. LANL uses the monitoring results to determine compliance with appropriate standards and to identify potentially undesirable trends. Data were collected in 1992 to assess external penetrating radiation; quantities of airborne emissions and liquid effluents; concentrations of chemicals and radionuclides in ambient air, surface waters and groundwaters, municipal water supply, soils and sediments, and foodstuffs; and environmental compliance. Using comparisons with standards, regulations, and background levels, this report concludes that environmental effects from Laboratory operations are small and do not pose a demonstrable threat to the public, laboratory employees, or the environment.

This report presents the findings of the Energy Edge Impact Evaluation. It is the fourth and final report in a series of project impact evaluation reports. Energy Edge is a research-oriented demonstration of energy efficiency in 28 new commercial buildings. Beginning in 1985,the project, sponsored by the Bonneville Power Administration (BPA), was developed to evaluate the potential for electricity conservation in new commercial buildings. By focusing on the construction of new commercial buildings, Energy Edge meets the region`s goal of capturing otherwise lost opportunities to accomplish energy conservation. That is, the best time to add an energy-efficiency measure to a building is during the construction phase.

The Yucca Mountain Site Characterization Project (YMP) of the US DOE is tasked with designing, constructing, and operating an Exploratory Studies Facility (ESF) at Yucca Mountain, Nevada. The purpose of the YMP is to provide detailed characterization of the Yucca Mountain site for the potential mined geologic repository for permanent disposal of high-level radioactive waste. Detailed characterization of properties of the site are to be conducted through a wide variety of short-term and long-term in-situ tests. Testing methods require the installation of a large number of test instruments and sensors with a variety of functions. These instruments produce analog and digital data that must be collected, processed, stored, and evaluated in an attempt to predict performance of the repository. The Integrated Data and Control System (IDCS) is envisioned as a distributed data acquisition that electronically acquires and stores data from these test instruments. IDCS designers are responsible for designing and overseeing the procurement of the system, IDCS Operation and Maintenance operates and maintains the installed system, and the IDCS Data Manager is responsible for distribution of IDCS data to participants. Groundwater level monitoring sampling and analysis plan for environmental monitoring in Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee

This Sampling and Analysis Plan addresses groundwater level monitoring activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Martin Marietta Energy Systems, Inc. Groundwater level monitoring will be conducted at 129 sites within the WAG. All of the sites will be manually monitored on a semiannual basis. Forty-five of the 128 wells, plus one site in White Oak Lake, will also be equipped with automatic water level monitoring equipment. The 46 sites are divided into three groups. One group will be equipped for continuous monitoring of water level, conductivity, and temperature. The other two groups will be equipped for continuous monitoring of water level only. The equipment will be rotated between the two groups. The data collected from the water level monitoring will be used to support determination of the contaminant flux at WAG 6.

Groundwater quality sampling and analysis plan for environmental monitoring in Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee

This Sampling and Analysis Plan addresses groundwater quality sampling and analysis activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of energy and managed by martin Marietta Energy Systems, Inc. (Energy Systems). Groundwater sampling will be conducted by Energy Systems at 45 wells within WAG 6. The samples will be analyzed for various organic, inorganic, and radiological parameters. The information derived from the groundwater quality monitoring, sampling, and analysis will aid in evaluating relative risk associated with contaminants migrating off-WAG, and also will fulfill Resource Conservation and Recovery Act (RCRA) interim permit monitoring requirements. The sampling steps described in this plan are consistent with the steps that have previously been followed by Energy Systems when conducting RCRA sampling.

The objective of the Hanford Environmental Dose Reconstruction (HEDR) Project is to estimate the radiation doses that individuals and populations could have received from nuclear operations at Hanford since 1944. The project is divided into the following technical tasks. These tasks correspond to the path radio-nuclides followed from release to impact on humans(dose estimates): source terms; environmental transport; environmental monitoring data; demography, food consumption, agriculture; environmental pathways; and dose estimates.
