Annual Change Report 2006/2007

As part of continuing compliance, the U.S. Environmental Protection Agency (EPA) requires the U.S. Department of Energy (DOE) to provide information on any change in conditions or activities pertaining to the disposal system since the most recent compliance application. This requirement is identified in Title 40 Code of Federal Regulations (CFR), Section 194.4(b)(4), which states: "No later than six months after the administrator issues a certification, and at least annually thereafter, the Department shall report to the Administrator, in writing, any changes in conditions or activities pertaining to the disposal system that were not required to be reported by paragraph (b)(3) of this section and that differ from information contained in the most recent compliance application." In meeting the requirement, the DOE provides an annual report each November of all applicable changes under the above requirement. This annual report informs the EPA of changes to information in the most recent compliance recertification (the 2004 Compliance Recertification). Significant planned changes must be reported to the EPA prior to implementation by the DOE. In addition, Title 40 CFR, Section 194.4(b)(3) requires that significant unplanned changes be reported to the EPA within 24 hours or ten days, depending on the severity of the …

The original work plan - Remedial Investigation and Feasibility Study of the Tatum Dome Test Site, Lamar County, Mississippi (herein after called the Work Plan) was approved by the state of Mississippi in 1992 and was intended as the operative document for investigative activities at the Tatum Dome Test Site. Subsequent to the approval of the document a series of activities were undertaken under the auspices of the work plan. This document is organized in the same manner as the original work plan: (1) Introduction; (2) Site Background and History; (3) Initial Evaluation; (4) Data Quality Objectives; (5) RI/FS Tasks; (6) Project Schedule; (7) Project Management; and (8) Reference. Integrated test plan ResonantSonic drilling system technology demonstration-1995, at the Hanford Site: Revision 1

This integrated test plan describes the demonstration test of the ResonantSonic drilling system. This demonstration is part of the Office of Technology Development`s Volatile Organic Compound Arid Integrated Demonstration (VOC-Arid ID). Two main purposes of this demonstration are (1) to continue testing the ResonantSonic drilling system compatibility with the Hanford Site waste characterization programs, and (2) to transfer this method for use at the Hanford Site, other government sites, and the private sector. The ResonantSonic method is a dry drilling technique. Field testing of this method began in July 1993. During the next four months, nine holes were drilled, and continuous core samples were retrieved. Penetration rates were 2 to 3 times the baseline, and the operational downtime rate was less than 10%. Successfully demonstrated equipment refinements included a prototype 300 series ResonantSonic head, a new drill rod design for 18-centimeter diameter pipe, and an automated pipe handling system. Various configurations of sampling equipment and drill bits were tested, depending on geologic conditions. This 1993 Addendum to the ``Environmental Monitoring Plan Nevada Test Site and Support Facilities -- 1991,`` Report No. DOE/NV/10630-28 (EMP) applies to the US Department of Energy`s (DOE`s) operations on the Continental US (including Amchitka Island, Alaska) that are under the purview of the DOE Nevada Operations Office (DOE/NV). The primary purpose of these operations is the conduct of the nuclear weapons testing program for the DOE and the Department of Defense. Since 1951, these tests have been conducted principally at the Nevada Test Site (NTS), which is located approximately 100 miles northwest of Las Vegas, Nevada. In accordance with DOE Order 5400.1, this 1993 Addendum to the EMP brings together, in one document, updated information and/or new sections to the description of the environmental activities conducted at the NTS by user organizations, operations support contractors, and the US Environmental Protection Agency (EPA) originally published in the EMP. The EPA conducts both the offsite environmental monitoring program around the NTS and post-operational monitoring efforts at non-NTS test locations used between 1961 and 1973 in other parts of the continental US. Y-12 Site environmental protection program implementation plan (EPPIP)

The Y-12 Plant Environmental Protection Program is conducted to: (1) protect public health and the environment from chemical and radiological releases occurring from current plant operations and past waste management and operational practices; (2) ensure compliance with federal, state, and local environmental regulations and DOE directives; (3) identify potential environmental problems; (4) evaluate existing environmental contamination and determine the need for remedial actions and mitigative measures; (5) monitor the progress of ongoing remedial actions and cleanup measures; and (6) inform the public of environmental issues relating to DOE operations. DOE Order 5400.1, General Environmental Protection Program, defines the general requirements for environmental protection programs at DOE facilities. This Environmental Protection Program Implementation Plan (EPPIP) defines the methods by which the Y-12 Plant staff will comply with the order by: (1) referencing environmental protection goals and objectives and identifying strategies and timetables for attaining them; (2) providing the overall framework for the design and implementation of the Y-12 Environmental Protection Program; and (3) assigning responsibilities for complying with the requirements of the order. Sampling and analysis plan for the site characterization of the waste area Grouping 1 groundwater operable unit at Oak Ridge National Laboratory

Waste Area Grouping (WAG) 1 at Oak Ridge National Laboratory (ORNL) includes all of the former ORNL radioisotope research, production, and maintenance facilities; former waste management areas; and some former administrative buildings. Site operations have contaminated groundwater, principally with radiological contamination. An extensive network of underground pipelines and utilities have contributed to the dispersal of contaminants to a known extent. In addition, karst geology, numerous spills, and pipeline leaks, together with the long and varied history of activities at specific facilities at ORNL, complicate contaminant migration-pathway analysis and source identification. To evaluate the extent of contamination, site characterization activity will include semiannual and annual groundwater sampling, as well as monthly water level measurements (both manual and continuous) at WAG 1. This sampling and analysis plan provides the methods and procedures to conduct site characterization for the Phase 1 Remedial Investigation of the WAG 1 Groundwater Operable Unit.

The purpose of the Tank Waste Remediation System (TWRS) Process Engineering Instruction Manual is to provide guidance and direction to TWRS Process Engineering staff regarding conduct of business. The objective is to establish a disciplined and consistent approach to business such that the work processes within TWRS Process Engineering are safe, high quality, disciplined, efficient, and consistent with Lockheed Martin Hanford Corporation Policies and Procedures. The sections within this manual are of two types: for compliance and for guidance. For compliance sections are intended to be followed per-the-letter until such time as they are formally changed per Section 2.0 of this manual. For guidance sections are intended to be used by the staff for guidance in the conduct of work where technical judgment and discernment are required. The guidance sections shall also be changed per Section 2.0 of this manual. The required header for each manual section is illustrated in Section 2.0, Manual Change Control procedure. It is intended that this manual be used as a training and indoctrination resource for employees of the TWRS Process Engineering organization. The manual shall be required reading for all TWRS Process Engineering staff, matrixed, and subcontracted employees.
