The Oak Ridge Y- 1 2 Plant (Y-12 Plant) is owned by the United States Department of Energy (DOE) and managed by Lockheed Martin Energy Systems, Inc. (Energy Systems) under contract No. DE-AC05-84OR21400. The Y-12 Plant Groundwater Protection Program (GWPP), which was initiated in 1975, provides for the protection of groundwater resources consistent with Federal, State, and local regulations, and in accordance with DOE orders and Energy Systems policies and procedures. The Y-12 Plant is located in Anderson County, Tennessee, and is within the corporate limits of the City of Oak Ridge. The Y-12 Plant is one of three major DOE complexes that comprise the 37,000-acre Oak Ridge Reservation (ORR) located in Anderson and Roane counties. The Y-12 Plant is located in Bear Creek Valley at an elevation of about 950 feet (ft) above sea level. Bear Creek Valley is bounded on the northwest and southeast, and is isolated from populated areas of Oak Ridge, by parallel ridges that rise about 300 ft above the valley floor. The Y-12 Plant and its fenced buffer area are about 0.6 mile wide by 3.2 miles long and cover approximately 4,900 acres. The main industrialized section encompasses approximately 800 acres.

In September 1994, a team was formed to develop, document, and implement technical specifications for transmitting ambient air environmental compliance and monitoring data to the Oak Ridge Environmental Information System (OREIS). The approach used to transmit this data is documented in the {open_quotes}Plan for Integrating Environmental Compliance and Monitoring Data into OREIS.{close_quotes} This plan addresses the consolidated data requirements defined by the Federal Facility Agreement (FFA) and the Tennessee Oversight Agreement (TOA) as they pertain to environmental compliance and monitoring data maintained by Energy Systems` Oak Ridge Environmental Management organizations. Annual summary of the contents of the Oak Ridge Environmental Information System (OREIS) 1993 data base

The data base of the Oak Ridge Environmental Information System (OREIS) contains data of known quality that can be accessed by OREIS users. OREIS meets data management/access requirements for environmental data as specified in the Federal Facility Agreement for the Oak Ridge Reservation and the State Oversight Agreement between the State of Tennessee and the Department of Energy. The types of environmental data within OREIS include measurement data from the following environmental disciplines: groundwater, surface water, sediment, soils, air, and biota. In addition to measurement data, the OREIS data base contains extensive descriptive and qualifier metadata to help define data quality and to enable end users to analyze the appropriateness of data for their purposes. Another important aspect of measurement data is their spatial context; OREIS maintains a comprehensive library of geographic data and tools to analyze and display spatial relationships of the data. As of November 1993, the OREIS data base consists of approximately 100,000 records associated with three environmental restoration projects along with coordinate data and background map data. Preconceptual design of the new production reactor circulator test facility

This report presents the results of a study of a new circulator test facility for the New Production Reactor Modular High-Temperature Gas-Cooled Reactor. The report addresses the preconceptual design of a stand-alone test facility with all the required equipment to test the Main Circulator/shutoff valve and Shutdown Cooling Circulator/shutoff valve. Each type of circulator will be tested in its own full flow, full power helium test loop. Testing will cover the entire operating range of each unit. The loop will include a test vessel, in which the circulator/valve will be mounted, and external piping. The external flow piping will include a throttle valve, flowmeter, and heat exchanger. Subsystems will include helium handling, helium purification, and cooling water. A computer-based data acquisition and control system will be provided. Office Technology Energy Use and Savings Potential in New York. Final Report

This report discusses energy use by office equipment in New York State and the energy savings potential of energy-efficient equipment. A model containing equipment densities and energy-use characteristics for major categories of office equipment has been developed. The model specifies power requirements and hours of use for three modes of average operation for each device: active, standby, and suspend. The energy-use intensity for each device is expressed as a function of the average device density (number of units/1,000 sq ft), the hours of operation in each mode, and the average power requirements in each mode. Output includes an estimate of total energy use (GWh) for each device by building type. Three scenarios are developed. First is a business-as-usual efficiency baseline. Second is a future with increased use of power-managed devices projected under the current Energy Star Computers program sponsored by the US EPA. Third is a scenario that examines energy savings from greater use of products that go well beyond the standard Energy Star products. A series of sensitivity analyses were conducted to explore uncertainties in model inputs. This report describes baseline contaminant release conditions for Waste Area Grouping (WAG) 6 at Oak Ridge National Laboratory (ORNL). The sampling approach and data analysis methods used to establish baseline conditions were presented in ``Environmental Monitoring Plan for Waste Area Grouping 6 at Oak Ridge National Laboratory, Oak Ridge, Tennessee (EMP).`` As outlined in the EMP, the purpose of the baseline monitoring year at WAG 6 was to determine the annual contaminant releases from the site during fiscal year 1995 (FY95) against which any potential changes in releases over time could be compared. The baseline year data set provides a comprehensive understanding of release conditions from all major waste units in the WAG through each major contaminant transport pathway. Due to a mandate to reduce all monitoring work, WAG 6 monitoring was scaled back and reporting efforts on the baseline year results are being minimized. This report presents the quantified baseline year contaminant flux conditions for the site and briefly summarizes other findings. All baseline data cited in this report will reside in the Oak Ridge Environmental Information system (OREIS) database, and will be available for use in future years as the need arises to identify potential release changes.

This Sampling and Analysis Plan addresses surface water monitoring, sampling, and analysis activities that will be conducted in support of the Environmental Monitoring Plan for Waste Area Grouping (WAG) 6. WAG 6 is a shallow-burial land disposal facility for low-level radioactive waste at the Oak Ridge National Laboratory, a research facility owned by the US Department of Energy and managed by Martin Marietta Energy Systems, Inc. Surface water monitoring will be conducted at nine sites within WAG 6. Activities to be conducted will include the installation, inspection, and maintenance of automatic flow-monitoring and sampling equipment and manual collection of various water and sediment samples. The samples will be analyzed for various organic, inorganic, and radiological parameters. The information derived from the surface water monitoring, sampling, and analysis will aid in evaluating risk associated with contaminants migrating off-WAG, and will be used in calculations to establish relationships between contaminant concentration (C) and flow (Q). The C-Q relationship will be used in calculating the cumulative risk associated with the off-WAG migration of contaminants.

Oak Ridge Reservation Site Management Plan for the Environmental Restoration Program

This site management plan for the Oak Ridge Reservation (ORR) describes the overall approach for addressing environmental contamination problems at the ORR Superfund site located in eastern Tennessee. The ORR consists of three major US Department of Energy (DOE) installations constructed in the early to mid 1940s as research, development, and process facilities in support of the Manhattan Project. In addition to the three installations -- Oak Ridge National Laboratory (ORNL), the Oak Ridge Y-12 Plant, and the Oak Ridge K-25 Site (formerly the Oak Ridge Gaseous Diffusion Plant) -- the ORR Superfund Site also includes areas outside the installations, land used by the Oak Ridge Associated Universities and waterways that have been contaminated by releases from the DOE installations. To date, {approximately} 400 areas (Appendix A) requiring evaluation have been identified. Cleanup of the ORR is expected to take two to three decades and cost several billion dollars. This site management plan provides a blueprint to guide this complex effort to ensure that the investigation and cleanup activities are carried out in an efficient and cost-effective manner.

Pinellas Plant Environmental Baseline Report

The Pinellas Plant has been part of the Department of Energy`s (DOE) nuclear weapons complex since the plant opened in 1957. In March 1995, the DOE sold the Pinellas Plant to the Pinellas County Industry Council (PCIC). DOE has leased back a large portion of the plant site to facilitate transition to alternate use and safe shutdown. The current mission is to achieve a safe transition of the facility from defense production and prepare the site for alternative uses as a community resource for economic development. Toward that effort, the Pinellas Plant Environmental Baseline Report (EBR) discusses the current and past environmental conditions of the plant site. Information for the EBR is obtained from plant records. Historical process and chemical usage information for each area is reviewed during area characterizations.

Laboratory applications for the analysis of PCBS (polychlorinated biphenyls) in environmental matrices such as soil/sediment/sludge and oil/waste oil were evaluated for potential reduction in waste, source reduction, and alternative techniques for final determination. As a consequence, new procedures were studied for solvent substitution, miniaturization of extraction and cleanups, minimization of reagent consumption, reduction of cost per analysis, and reduction of time. These new procedures provide adequate data that meet all the performance requirements for the determination of PCBS. Use of the new procedures reduced costs for all sample preparation techniques. Time and cost were also reduced by combining the new sample preparation procedures with the power of fast gas chromatography. Separation of Aroclor 1254 was achieved in less than 6 min by using DB-1 and SPB-608 columns. With the greatly shortened run times, reproducibility can be tested quickly and consequently with low cost. With performance-based methodology, the applications presented here can be applied now, without waiting for regulatory approval.
