EMP Attachment 2 DOE-SC PNNL Site Data Management Plan

This Data Management Plan (DMP) describes the data management processes and activities under the Pacific Northwest National Laboratory (PNNL) Site Environmental Monitoring Plan. The activities currently in the Plan are limited to offsite environmental surveillance of PNNL Site radiological releases to the air. The DMP provides guidance on data capture, processing and transmittal, and database configuration management. The requirements for the PNNL Site Environmental Monitoring (SEM) Database and associated records are documented in order to assure that vital data are recorded accurately, stored in a manner that retains data integrity, and are suitable for analyst to use. Protocols and procedures must ensure the data will be adequate and robust.

Department of Energy – Office of Science Pacific Northwest Site Office Environmental Monitoring Plan for the DOE-SC PNNL Site

The Pacific Northwest Site Office (PNSO) manages the contract for operations at the U.S. Department of Energy Office of Science (DOE-SC) Pacific Northwest National Laboratory (PNNL) Site in Richland, Washington. Radiological operations at the DOE-SC PNNL Site expanded in 2010 with the completion of facilities at the Physical Sciences Facility. As a result of the expanded radiological work at the site, the Washington State Department of Health (WDOH) has required that offsite environmental surveillance be conducted as part of the PNNL Site Radioactive Air Emissions License. The environmental monitoring and surveillance requirements of various orders, regulations, and guidance documents consider emission levels and subsequent risk of negative human and environmental impacts. This Environmental Monitoring Plan (EMP) describes air surveillance activities at the DOE-SC PNNL Site. The determination of offsite environmental surveillance needs evolved out of a Data Quality Objectives process (Barnett et al. 2010) and Implementation Plan (Snyder et al. 2010). The entire EMP is a compilation of several documents, which include the Main Document (this text), Attachment 1: Sampling and Analysis Plan, Attachment 2: Data Management Plan, and Attachment 3: Dose Assessment Guidance.

The BigBOSS Experiment (open access)

The BigBOSS Experiment

BigBOSS will obtain observational constraints that will bear on three of the four 'science frontier' questions identified by the Astro2010 Cosmology and Fundamental Phyics Panel of the Decadal Survey: Why is the universe accelerating; what is dark matter and what are the properties of neutrinos? Indeed, the BigBOSS project was recommended for substantial immediate R and D support the PASAG report. The second highest ground-based priority from the Astro2010 Decadal Survey was the creation of a funding line within the NSF to support a 'Mid-Scale Innovations' program, and it used BigBOSS as a 'compelling' example for support. This choice was the result of the Decadal Survey's Program Priorization panels reviewing 29 mid-scale projects and recommending BigBOSS 'very highly'.

NE-KAMS knowledge base will assist computational analysts, physics model developers, experimentalists, nuclear reactor designers, and federal regulators by: (1) Establishing accepted standards, requirements and best practices for V&V and UQ of computational models and simulations, (2) Establishing accepted standards and procedures for qualifying and classifying experimental and numerical benchmark data, (3) Providing readily accessible databases for nuclear energy related experimental and numerical benchmark data that can be used in V&V assessments and computational methods development, (4) Providing a searchable knowledge base of information, documents and data on V&V and UQ, and (5) Providing web-enabled applications, tools and utilities for V&V and UQ activities, data assessment and processing, and information and data searches. From its inception, NE-KAMS will directly support nuclear energy research, development and demonstration programs within the U.S. Department of Energy (DOE), including the Consortium for Advanced Simulation of Light Water Reactors (CASL), the Nuclear Energy Advanced Modeling and Simulation (NEAMS), the Light Water Reactor Sustainability (LWRS), the Small Modular Reactors (SMR), and the Next Generation Nuclear Power Plant (NGNP) programs. The Nuclear Energy Computational Fluid Dynamics Advanced Modeling and Simulation (NE-CAMS) system is being developed at the Idaho National Laboratory (INL) in collaboration with Bettis Laboratory, Sandia National Laboratory (SNL), Argonne National Laboratory (ANL), Utah State University (USU), and other interested parties with the objective of developing and implementing a comprehensive and readily accessible data and information management system for computational fluid dynamics (CFD) verification and validation (V&V) in support of nuclear energy systems design and safety analysis. The two key objectives of the NE-CAMS effort are to identify, collect, assess, store and maintain high resolution and high quality experimental data and related expert knowledge (metadata) for use in CFD V&V assessments specific to the nuclear energy field and to establish a working relationship with the U.S. Nuclear Regulatory Commission (NRC) to develop a CFD V&V database, including benchmark cases, that addresses and supports the associated NRC regulations and policies on the use of CFD analysis. This Dose Assessment Guidance (DAG) describes methods to use to determine the Maximally-Exposed Individual (MEI) location and to estimate dose impact to that individual under the U.S. Department of Energy Office of Science (DOE-SC) Pacific Northwest National Laboratory (PNNL) Site Environmental Monitoring Plan (EMP). This guidance applies to public dose from radioactive material releases to the air from PNNL Site operations. This document is an attachment to the Pacific Northwest National Laboratory (PNNL) Environmental Monitoring Plan (EMP) and describes dose assessment guidance for radiological air emissions. The impact of radiological air emissions from the U.S. Department of Energy Office of Science (DOE-SC) PNNL Site is indicated by dose estimates to a maximally exposed member of the public, referred to as the maximally exposed individual (MEI). Reporting requirements associated with dose to members of the public from radiological air emissions are in 40 CFR Part 61.94, WAC 246-247-080, and DOE Order 458.1. The DOE Order and state standards for dose from radioactive air emissions are consistent with U.S. Environmental Protection Agency (EPA) dose standards in 40 CFR 61.92 (i.e., 10 mrem/yr to a MEI). A letter report issued by the Government Accountability Office with an abstract that begins "Long-standing weaknesses in Department of Defense (DOD) business processes, systems, and controls have hindered efforts to achieve financial audit readiness. Because DOD relies heavily on budget information for day-to-day management decisions, in August 2009, the DOD Comptroller designated the Statement of Budgetary Resources (SBR) as an audit priority. The U.S. Marine Corps was identified as the pilot military service for an SBR audit. GAO was asked to determine (1) the primary reasons the Marine Corps was unable to obtain an opinion on its fiscal year 2010 SBR; (2) the effectiveness and status of the Marine Corps' remediation plan, and (3) military service efforts to leverage Marine Corps SBR audit lessons. GAO reviewed auditor findings and recommendations, evaluated the Marine Corps corrective action plans, and reviewed documentation on military service audit readiness and lessons learned efforts. During its work, GAO met with DOD, Marine Corps, military service, and Defense Finance and Accounting Service (DFAS) officials and the auditors.."

ESG-CET Final Progress Title (open access)

ESG-CET Final Progress Title

Drawing to a close after five years of funding from DOE's ASCR and BER program offices, the SciDAC-2 project called the Earth System Grid (ESG) Center for Enabling Technologies has successfully established a new capability for serving data from distributed centers. The system enables users to access, analyze, and visualize data using a globally federated collection of networks, computers and software. The ESG software - now known as the Earth System Grid Federation (ESGF) - has attracted a broad developer base and has been widely adopted so that it is now being utilized in serving the most comprehensive multi-model climate data sets in the world. The system is used to support international climate model intercomparison activities as well as high profile U.S. DOE, NOAA, NASA, and NSF projects. It currently provides more than 25,000 users access to more than half a petabyte of climate data (from models and from observations) and has enabled over a 1,000 scientific publications.

The mission of the Earth System Grid Federation (ESGF) is to provide the worldwide climate-research community with access to the data, information, model codes, analysis tools, and intercomparison capabilities required to make sense of enormous climate data sets. Its specific goals are to (1) provide an easy-to-use and secure web-based data access environment for data sets; (2) add value to individual data sets by presenting them in the context of other data sets and tools for comparative analysis; (3) address the specific requirements of participating organizations with respect to bandwidth, access restrictions, and replication; (4) ensure that the data are readily accessible through the analysis and visualization tools used by the climate research community; and (5) transfer infrastructure advances to other domain areas. For the ESGF, the U.S. Department of Energy's (DOE's) Earth System Grid Center for Enabling Technologies (ESG-CET) team has led international development and delivered a production environment for managing and accessing ultra-scale climate data. FY2010 ANNUAL REVIEW E-AREA LOW-LEVEL WASTE FACILITY PERFORMANCE ASSESSMENT AND COMPOSITE ANALYSIS

The E-Area Low-Level Waste Facility (ELLWF) consists of a number of disposal units described in the Performance Assessment (PA)(WSRC, 2008b) and Composite Analysis (CA)(WSRC, 1997; WSRC, 1999): Low-Activity Waste (LAW) Vault, Intermediate Level (IL) Vault, Trenches (Slit Trenches [STs], Engineered Trenches [ETs], and Component-in-Grout [CIG] Trenches), and Naval Reactor Component Disposal Areas (NRCDAs). This annual review evaluates the adequacy of the approved 2008 ELLWF PA along with the Special Analyses (SAs) approved since the PA was issued. The review also verifies that the Fiscal Year (FY) 2010 low-level waste (LLW) disposal operations were conducted within the bounds of the PA/SA baseline, the Savannah River Site (SRS) CA, and the Department of Energy (DOE) Disposal Authorization Statement (DAS). Important factors considered in this review include waste receipts, results from monitoring and research and development (R&D) programs, and the adequacy of controls derived from the PA/SA baseline. Sections 1.0 and 2.0 of this review are a summary of the adequacy of the PA/SA and CA, respectively. An evaluation of the FY2010 waste receipts and the resultant impact on the ELLWF is summarized in Section 3.1. This plan provides a description of the groundwater and surface water quality monitoring activities planned for calendar year (CY) 2012 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (Y-12) that will be managed by the Y-12 Groundwater Protection Program (GWPP). Groundwater and surface water monitoring performed by the GWPP during CY 2012 is in accordance with the following goals: (1) to protect the worker, the public, and the environment; (2) to maintain surveillance of existing and potential groundwater contamination sources; (3) to provide for the early detection of groundwater contamination and determine the quality of groundwater and surface water where contaminants are most likely to migrate beyond the Oak Ridge Reservation property line; (4) to identify and characterize long-term trends in groundwater quality at Y-12; and (5) to provide data to support decisions concerning the management and protection of groundwater resources. Data Mining: DHS Needs to Improve Executive Oversight of Systems Supporting Counterterrorism

A letter report issued by the Government Accountability Office with an abstract that begins "Data mining--a technique for extracting useful information from large volumes of data--is one type of analysis that the Department of Homeland Security (DHS) uses to help detect and prevent terrorist threats. While data-mining systems offer a number of promising benefits, their use also raises privacy concerns. GAO was asked to (1) assess DHS policies for evaluating the effectiveness and privacy protections of data-mining systems used for counterterrorism, (2) assess DHS agencies' efforts to evaluate the effectiveness and privacy protections of their data-mining systems, and (3) describe the challenges facing DHS in implementing an effective evaluation framework. To do so, GAO developed a systematic evaluation framework based on recommendations and best practices outlined by the National Research Council, industry practices, and prior GAO reports. GAO compared its evaluation framework to DHS's and three component agencies' policies and to six systems' practices, and interviewed agency officials about gaps in their evaluations and challenges.."

This report contains the groundwater and surface water monitoring data that were obtained during calendar year (CY) 2010 at the U.S. Department of Energy (DOE) Y-12 National Security Complex (hereafter referenced as Y-12) on the DOE Oak Ridge Reservation (ORR) in Oak Ridge, Tennessee. The CY 2010 monitoring data were obtained from wells, springs, and surface water sampling locations in three hydrogeologic regimes at Y-12 (Figure A.1). The Bear Creek Hydrogeologic Regime (Bear Creek Regime) encompasses a section of Bear Creek Valley (BCV) between the west end of Y-12 and the west end of the Bear Creek Watershed (directions are in reference to the Y-12 grid system). The Upper East Fork Poplar Creek Hydrogeologic Regime (East Fork Regime) encompasses the Y-12 industrial facilities and support structures in BCV. The Chestnut Ridge Hydrogeologic Regime (Chestnut Ridge Regime) encompasses a section of Chestnut Ridge directly south of Y-12. Section 2 of this report provides background information pertinent to groundwater and surface water quality monitoring in each hydrogeologic regime, including the topography and bedrock geology, surface water drainage, groundwater system, and extent of groundwater contamination. Purdue Contribution of Fusion Simulation Program

The overall science goal of the FSP is to develop predictive simulation capability for magnetically confined fusion plasmas at an unprecedented level of integration and fidelity. This will directly support and enable effective U.S. participation in research related to the International Thermonuclear Experimental Reactor (ITER) and the overall mission of delivering practical fusion energy. The FSP will address a rich set of scientific issues together with experimental programs, producing validated integrated physics results. This is very well aligned with the mission of the ITER Organization to coordinate with its members the integrated modeling and control of fusion plasmas, including benchmarking and validation activities. [1]. Initial FSP research will focus on two critical areas: 1) the plasma edge and 2) whole device modeling including disruption avoidance. The first of these problems involves the narrow plasma boundary layer and its complex interactions with the plasma core and the surrounding material wall. The second requires development of a computationally tractable, but comprehensive model that describes all equilibrium and dynamic processes at a sufficient level of detail to provide useful prediction of the temporal evolution of fusion plasma experiments.
