A Case Study of 1:1 Technology Policies in Four Texas High Schools and Their Relationship to Practice

With increasing emphasis on technology in schools, the importance of technology policies is great. This study investigated policies for four 1:1 secondary schools in Texas (schools with a ratio of one computing device per student), particularly with respect to the relationship of those policies to practice. The purpose of the study was to determine the current status of the National Education Technology Standards (NETS) essential conditions as reflected in policy and the relationship of those conditions to practice as measured through levels of technology usage and teaching innovation. Schools were selected through purposive, criterion sampling. Open-ended interviews were conducted with twelve participants (principals, technology directors, and superintendents). Policies were rated by campus principals and the researcher using a rubric based on the NETS essential conditions. Finally, surveys of proficiency and readiness measures were collected from 156 teachers using the School Technology and Readiness (STaR) instrument and the Levels of Teaching Innovation (LoTI) instrument. Interviews were transcribed and coded using structural and frequency coding. Policies were analyzed using magnitude coding and policy ratings. A qualitative analysis determined patterns between policy and practice. A letter report issued by the Government Accountability Office with an abstract that begins "Long-standing weaknesses in Department of Defense (DOD) business processes, systems, and controls have hindered efforts to achieve financial audit readiness. Because DOD relies heavily on budget information for day-to-day management decisions, in August 2009, the DOD Comptroller designated the Statement of Budgetary Resources (SBR) as an audit priority. The U.S. Marine Corps was identified as the pilot military service for an SBR audit. GAO was asked to determine (1) the primary reasons the Marine Corps was unable to obtain an opinion on its fiscal year 2010 SBR; (2) the effectiveness and status of the Marine Corps' remediation plan, and (3) military service efforts to leverage Marine Corps SBR audit lessons. GAO reviewed auditor findings and recommendations, evaluated the Marine Corps corrective action plans, and reviewed documentation on military service audit readiness and lessons learned efforts. During its work, GAO met with DOD, Marine Corps, military service, and Defense Finance and Accounting Service (DFAS) officials and the auditors.."

ESG-CET Final Progress Title

Drawing to a close after five years of funding from DOE's ASCR and BER program offices, the SciDAC-2 project called the Earth System Grid (ESG) Center for Enabling Technologies has successfully established a new capability for serving data from distributed centers. The system enables users to access, analyze, and visualize data using a globally federated collection of networks, computers and software. The ESG software - now known as the Earth System Grid Federation (ESGF) - has attracted a broad developer base and has been widely adopted so that it is now being utilized in serving the most comprehensive multi-model climate data sets in the world. The system is used to support international climate model intercomparison activities as well as high profile U.S. DOE, NOAA, NASA, and NSF projects. It currently provides more than 25,000 users access to more than half a petabyte of climate data (from models and from observations) and has enabled over a 1,000 scientific publications.

DOE SciDAC's Earth System Grid Center for Enabling Technologies Final Report

The mission of the Earth System Grid Federation (ESGF) is to provide the worldwide climate-research community with access to the data, information, model codes, analysis tools, and intercomparison capabilities required to make sense of enormous climate data sets. Its specific goals are to (1) provide an easy-to-use and secure web-based data access environment for data sets; (2) add value to individual data sets by presenting them in the context of other data sets and tools for comparative analysis; (3) address the specific requirements of participating organizations with respect to bandwidth, access restrictions, and replication; (4) ensure that the data are readily accessible through the analysis and visualization tools used by the climate research community; and (5) transfer infrastructure advances to other domain areas. For the ESGF, the U.S. Department of Energy's (DOE's) Earth System Grid Center for Enabling Technologies (ESG-CET) team has led international development and delivered a production environment for managing and accessing ultra-scale climate data. The activities included conducting assessments, identifying findings and completing corrective actions, evaluating laboratory performance, revising the QAPP, and publishing documents. The E-Area Low-Level Waste Facility (ELLWF) consists of a number of disposal units described in the Performance Assessment (PA)(WSRC, 2008b) and Composite Analysis (CA)(WSRC, 1997; WSRC, 1999): Low-Activity Waste (LAW) Vault, Intermediate Level (IL) Vault, Trenches (Slit Trenches [STs], Engineered Trenches [ETs], and Component-in-Grout [CIG] Trenches), and Naval Reactor Component Disposal Areas (NRCDAs). This annual review evaluates the adequacy of the approved 2008 ELLWF PA along with the Special Analyses (SAs) approved since the PA was issued. The review also verifies that the Fiscal Year (FY) 2010 low-level waste (LLW) disposal operations were conducted within the bounds of the PA/SA baseline, the Savannah River Site (SRS) CA, and the Department of Energy (DOE) Disposal Authorization Statement (DAS). Important factors considered in this review include waste receipts, results from monitoring and research and development (R&D) programs, and the adequacy of controls derived from the PA/SA baseline. Sections 1.0 and 2.0 of this review are a summary of the adequacy of the PA/SA and CA, respectively. An evaluation of the FY2010 waste receipts and the resultant impact on the ELLWF is summarized in Section 3.1. The Use of Technology in Early Childhood Schools and Homes and Its Impact on the Social and Language Development of Children: Perspectives of Parents and Teachers in Kuwait

This study was aimed at understanding the use of technology in early childhood school and home settings as well as its impact on students' social and language development, specifically with children aged four to seven from two schools (Kindergarten and elementary) in Kuwait. The study followed a qualitative design in which the interpretative approach was applied. Non-participant observations were conducted to gather data concerning the actual use of technology in the classrooms, they were followed by interviews with teachers and a group of parents from each classroom. The study used Vygotsky's social development theory as a framework for the analysis of data. The analysis showed limitations in the use of technology in the classroom; teachers identified a need for training to increase their knowledge about how to integrate technology into instruction. Also, the limited availability of up-to-date technology was viewed as a challenge. Teachers and parents agreed that the use of technology may foster social and language development for most students, on the condition that their use is supervised and guided by an adult. However, they also perceived that technology could have a negative impact on the development of students' social development, an area that requires further investigation.

A letter report issued by the Government Accountability Office with an abstract that begins "To improve aviation safety, the Federal Aviation Administration (FAA) plans to have in place the initial capabilities of a risk-based approach to safety oversight, known as a safety management system (SMS), by the end of fiscal year 2010. FAA is also implementing new procedures and technologies to enhance the safety, capacity, and efficiency of the national airspace system. Data are central to SMS and FAA's ability to test the impact of these changes on safety. This congressionally requested report addresses FAA's (1) current and planned use of data to oversee aviation safety, (2) access to data for monitoring aviation safety and the safety performance of various industry sectors, and (3) efforts to help ensure data quality. To perform this work, GAO reviewed 13 databases that contain data on key aviation safety events, assessed data quality controls for the databases, and interviewed agency and industry officials, as well as 10 experts in aviation safety and data."

A Guide to the Best Revenue Models and Funding Sources for your Digital Resources

With the support of the Jisc-led Strategic Content Alliance (SCA), Ithaka S+R has developed this guide to support those who are actively managing digital projects and are seeking to develop funding models that will permit them to continue investing in their projects, for the benefit of their users, over time. This report updates Sustainability and Revenue Models for Online Academic Resources (2008) in two major ways: first, by expanding the list of revenue models covered in order to take into account emerging models, including highlighting those methods that are compatible with open access. Second, the report places the notion of ‘revenue generation’ in the context of the fuller range of funding activities we have observed in higher education and the cultural sector. In addition to practices more often seen in the commercial world like advertising and corporate sponsorships, the report devotes time to discussions of a range of philanthropic sources of support as well as support offered by host institutions.
