A graduate of Texas Southern University Law School, his appointment in 1961 was to the southern district of Texas.

Hannah Jr. founded the first negro owned and operated savings and loan association in Texas. He is now one of the leading negro mortgage bankers in the nation. As chairman of the board of Texas Southern University for 12 years, he is responsible for much of the Houston school's capital improvements program.
