Frances Farenthold: Texas' Joan of Arc
Born in 1926, Frances "Sissy" Tarlton Farenthold began her exploration of politics at a young age. In 1942, Farenthold graduated from Hockaday School for Girls. In 1945, she graduated from Vassar College, and in 1949, she graduated from the University of Texas School of Law. Farenthold was a practicing lawyer, participated in the Corpus Christi Human Relations Commission from 1964 to 1969, and directed Nueces County Legal Aid from 1965 to 1967. In 1969, she began her first term in the Texas House of Representatives. During her second term in the House (1971-1972), Farenthold became a leader in the fight against government corruption. In 1972, she ran in the Democratic primary for Texas governor, and forced a close run-off vote with Dolph Briscoe. Soon afterwards in 1972, she was nominated as a Democratic vice-presidential candidate at the Democratic convention, in addition to her nomination as the chairperson of the National Women's Political Caucus. Farenthold ran in the Democratic primary for governor again in 1974, but lost decisively. Military Justice: Courts-Martial, An Overview
Recent high profile military-related cases involving U.S. armed forces in Afghanistan, including the deadly attack on Afghan civilians allegedly by a service member, the accidental burning of the Quran, and service members allegedly urinating on Afghan corpses, have resulted in increased public and congressional interest in military discipline and the military justice system. The Uniform Code of Military Justice (UCMJ) authorizes three types of courts-martial: (1) summary court-martial; (2) special court martial; and (3) general court-martial. Depending on the severity of the alleged offense, the accused's commanding officer enjoys great discretion with respect to the type of court-martial to convene. This report discusses the court martial procedure in further detail.

Civilian Extraterritorial Jurisdiction Act: Federal Contractor Criminal Liability Overseas
The United States government uses hundreds of thousands of civilian contractors and employees overseas. They and their dependents are often subject to local prosecution for the crimes they commit abroad. Whether by agreement, practice, or circumstance—sometimes they are not. This report looks at two bills that would supplement the Military Extraterritorial Jurisdiction Act (MEJA), which permits federal persecution of certain crimes commuted abroad by Defense Department civilian employees, contractors, or their dependents. These two bills are the Civilian Extraterritorial Jurisdiction Act (CEJA) and S.1145.

Comparison of Rights in Military Commission Trials and Trials in Federal Criminal Court
The initiation of military commission proceedings against Khalid Sheik Mohammad and four others for their alleged involvement in the 9/11 terrorist attacks has focused renewed attention on the differences between trials in federal court and those conducted by military commission. This report provides a brief summary of legal issues raised by the choice of forum for trying accused terrorists and a chart comparing selected military commissions rules under the Military Commissions Act, as amended, to the corresponding rules that apply in federal court.

Pakistan-U.S. Relations
In a security alliance since 2004 and "strategic partners" since 2006, the United States and Pakistan for decades experienced major shifts in the nature and tone of their relations. In the post- 9/11 period, assisting in the creation of a more stable, democratic, and prosperous Pakistan actively combating religious militancy has been among the most important U.S. foreign policy efforts. Pakistan is among the leading recipients of U.S. aid in the post-9/11 period, having been appropriated about $24 billion in assistance and military reimbursements since 2001. FY2013 legislation in the 112th Congress would cut U.S. assistance funding significantly from both the levels requested by the Administration and from those Congress approved for FY2012. Provisions also would introduce more rigorous restrictions and certification requirements on such aid. With anti-American sentiments and xenophobic conspiracy theories rife among ordinary Pakistanis, persistent economic travails and a precarious political setting combine to present serious challenges to U.S. decision makers.
