4th Annual DOE-ERSP PI Meeting: Abstracts
This contains abstracts from the 2009 Annual Environmental Remediation Sciences Program (ERSP) Principal Investigators (PI) Meeting. The ERSP seeks to advance fundamental science to understand, predict, and mitigate the impacts of environmental contamination from past nuclear weapons production and provide a scientific basis for the long-term stewardship of nuclear waste disposal. These ambitious goals cannot be achieved by any one project alone. Therefore, ERSP funds a combination of research programs at the DOE national laboratories, individual projects at universities and federal agencies, and large long(er)-term field site research. Integration of these activities to advance the ERSP goals is a constant challenge, but made significantly simpler by bringing together all funded ERSP researchers once a year to discuss the very latest research results. It is at these meetings where new ideas and/or scientific advancements in support of ERSP goals can be discussed and openly debated among all PIs in the program. The ERSP thrives, in part, on the new ideas, concepts, scientific connections, and collaborations generated as a result of these meetings. Interview with Floyd R. Thomas, a serviceman in the U. S. Army during World War II. He discusses his childhood and education at Peacock Military Academy. He then joined the army and spent time in Okinawa during and after the war. He recalls being a surgical technician and working with Japanese civilians after the surrender, meeting his wife, and working for saw mills as a salesman and a pilot. He remembers stealing pineapples on Hawaii and getting diarrhea, being treated for jungle rot, selling old Japanese army blankets to civilians, and shipping silk bolts and sabers back home.

Guidance issued by the Government Accountability Office with an abstract that begins "FISCAM presents a methodology for performing information system (IS) control audits of federal and other governmental entities in accordance with professional standards. This version supersedes the prior version, Federal Information System Controls Audit Manual: Volume I Financial Statement Audits, AIMD-12.19.6, January 1, 2001. The FISCAM is designed to be used primarily on financial and performance audits and attestation engagements performed in accordance with GAGAS, as presented in Government Auditing Standards (also know as the "Yellow Book"). The FISCAM is consistent with the GAO/PCIE Financial Audit Manual (FAM). Also, FISCAM control activities are consistent with NIST Special Publication 800-53 and all SP800-53 controls have been mapped to the FISCAM. The FISCAM, which is consistent with NIST and other criteria, is organized to facilitate effective and efficient IS control audits. Corrective Action Decision Document/Closure Report for Corrective Action Unit 482: Area 15 U15a/e Muckpiles and Ponds Nevada Test Site
This Corrective Action Decision Document /Closure Report (CADD/CR) was prepared by the Defense Threat Reduction Agency (DTRA) for Corrective Action Unit (CAU) 482 U15a/e Muckpiles and Ponds. This CADD/CR is consistent with the requirements of the Federal Facility Agreement and Consent Order agreed to by the State of Nevada, the U.S. Department of Energy, and the U.S. Department of Defense. Corrective Action Unit 482 is comprised of three Corrective Action Sites (CASs) and one adjacent area: CAS 15-06-01, U15e Muckpile; CAS 15-06-02, U15a Muckpile; CAS 15-38-01, Area 15 U15a/e Ponds; and Drainage below the U15a Muckpile. The purpose of this CADD/CR is to provide justification and documentation supporting the recommendation for closure with no further corrective action, by placing use restrictions on the three CASs and the adjacent area of CAU 482. To support this recommendation, a corrective action investigation (CAI) was performed in September 2002. The purpose of the CAI was to fulfill the following data needs as defined during the Data Quality Objective (DQO) process: (1) Determine whether contaminants of concern (COCs) are present. Sequestration of Sr-90 Subsurface Contamination in the Hanford 100-N Area by Surface Infiltration of a Ca-Citrate-Phosphate Solution
The objective of this project is to develop a method to emplace apatite precipitate in the 100N vadose zone, which results in sorption and ultimately incorporation of Sr-90 into the apatite structure. The Ca-citrate-PO4 solution can be infiltrated into unsaturated sediments to result in apatite precipitate to provide effective treatment of Sr-90 contamination. Microbial redistribution during solution infiltration and a high rate of citrate biodegradation for river water microbes (water used for solution infiltration) results in a relatively even spatial distribution of the citrate biodegradation rate and ultimately apatite precipitate in the sediment. Manipulation of the Ca-citrate-PO4 solution infiltration strategy can be used to result in apatite precipitate in the lower half of the vadose zone (where most of the Sr-90 is located) and within low-K layers (which are hypothesized to have higher Sr-90 concentrations). The most effective infiltration strategy to precipitate apatite at depth (and with sufficient lateral spread) was to infiltrate a high concentration solution (6 mM Ca, 15 mM citrate, 60 mM PO4) at a rapid rate (near ponded conditions), followed by rapid, then slow water infiltration. Guidance issued by the Government Accountability Office with an abstract that begins "This publication supersedes GAO-07-1134SP, Cost Assessment Guide: Best Practices for Estimating and Managing Program Costs--Exposure Draft, July 2007. The U.S. Government Accountability Office is responsible for, among other things, assisting the Congress in its oversight of the federal government, including agencies' stewardship of public funds. To use public funds effectively, the government must meet the demands of today's changing world by employing effective management practices and processes, including the measurement of government program performance. In addition, legislators, government officials, and the public want to know whether government programs are achieving their goals and what their costs are. To make those evaluations, reliable cost information is required and federal standards have been issued for the cost accounting that is needed to prepare that information. We developed the Cost Guide in order to establish a consistent methodology that is based on best practices and that can be used across the federal government for developing, managing, and evaluating capital program cost estimates."

Hell in an Loc: the 1972 Easter Invasion and the Battle That Saved South Viet Nam

In 1972 a North Vietnamese offensive of more than 30,000 men and 100 tanks smashed into South Vietnam and raced to capture Saigon. All that stood in their way was a small band of 6,800 South Vietnamese (ARVN) soldiers and militiamen, and a handful of American advisors with U.S. air support, guarding An Loc, a town sixty miles north of Saigon and on the main highway to it. This depleted army, outnumbered and outgunned, stood its ground and fought to the end and succeeded. Against all expectations, the ARVN beat back furious assaults from three North Vietnamese divisions, supported by artillery and armored regiments, during three months of savage fighting. This victory was largely unreported in the U.S. media, which had effectively lost interest in the war after the disengagement of most U.S. forces. Thi believes that it is time to set the record straight. Without denying the tremendous contribution of the U.S. advisors and pilots, this book is written primarily to tell the South Vietnamese side of the story and, more importantly, to render justice to the South Vietnamese soldier.

This Phase II CAIP describes new work needed to potentially reduce uncertainty and achieve increased confidence in modeling results. This work includes data collection and data analysis to refine model assumptions, improve conceptual models of flow and transport in a complex hydrogeologic setting, and reduce parametric and structural uncertainty. The work was prioritized based on the potential to reduce model uncertainty and achieve an acceptable level of confidence in the model predictions for flow and transport, leading to model acceptance by NDEP and completion of the Phase II CAI stage of the UGTA strategy.

The Coal Ash Resources Research Consortium{reg_sign} (CARRC{reg_sign}, pronounced 'cars') is the core coal combustion product (CCP) research group at the Energy & Environmental Research Center (EERC). CARRC focuses on performing fundamental and applied scientific and engineering research emphasizing the environmentally safe, economical use of CCPs. CARRC member organizations, which include utilities and marketers, are key to developing industry-driven research in the area of CCP utilization and ensuring its successful application. The U.S. Department of Energy is a partner in CARRC through the EERC Jointly Sponsored Research Program, which provides matching funds for industrial member contributions and facilitates an increased level of effort in CARRC. CARRC tasks were designed to provide information on CCP performance, including environmental performance, engineering performance, favorable economics, and improved life cycle of products and projects. CARRC technical research tasks are developed based on member input and prioritization. CARRC special projects are developed with members and nonmembers to provide similar information and to support activities, including the assembly and interpretation of data, support for standards development and technology transfer, and facilitating product development and testing. This Closure Report (CR) presents information supporting the closure of Corrective Action Unit (CAU) 130: Storage Tanks, Nevada Test Site, Nevada. This CR complies with the requirements of the Federal Facility Agreement and Consent Order that was agreed to by the State of Nevada; U.S. Department of Energy (DOE), Environmental Management; U.S. Department of Defense; and DOE, Legacy Management. The corrective action sites (CASs) within CAU 130 are located within Areas 1, 7, 10, 20, 22, and 23 of the Nevada Test Site. Argonne National Laboratory Site Environmental Report for Calendar Year 2008.
This report discusses the status and the accomplishments of the environmental protection program at Argonne National Laboratory for calendar year 2008. The status of Argonne environmental protection activities with respect to compliance with the various laws and regulations is discussed, along with the progress of environmental corrective actions and restoration projects. To evaluate the effects of Argonne operations on the environment, samples of environmental media collected on the site, at the site boundary, and off the Argonne site were analyzed and compared with applicable guidelines and standards. A variety of radionuclides were measured in air, surface water, on-site groundwater, and bottom sediment samples. In addition, chemical constituents in surface water, groundwater, and Argonne effluent water were analyzed. External penetrating radiation doses were measured, and the potential for radiation exposure to off-site population groups was estimated. Results are interpreted in terms of the origin of the radioactive and chemical substances (i.e., natural, fallout, Argonne, and other) and are compared with applicable environmental quality standards. A U.S. Department of Energy dose calculation methodology, based on International Commission on Radiological Protection recommendations and the U.S. Environmental Protection Agency's CAP-88 Version 3 (Clean Air Act Assessment Package-1988) computer code, was used in preparing this …
