Defense Acquisitions: Assessments of Selected Weapon Programs

A letter report issued by the Government Accountability Office with an abstract that begins "This report is GAO's sixth annual assessment of selected weapon programs. Since 2000, the Department of Defense (DOD) has roughly doubled its planned investment in new systems from $790 billion to $1.6 trillion in 2007, but acquisition outcomes in terms of cost and schedule have not improved. Total acquisition costs for major defense programs in the fiscal year 2007 portfolio have increased 26 percent from first estimates, compared with 6 percent in 2000. Programs have also often failed to deliver capabilities when promised. DOD's acquisition outcomes appear increasingly suboptimal, a condition that needs to be corrected given the pressures faced by the department from other military and major nondiscretionary government demands. This report provides congressional and DOD decision makers with an independent, knowledge-based assessment of defense programs, identifying potential risks when a program's projected attainment of knowledge diverges from best practices. The programs assessed--most of which are considered major acquisitions by DOD--were selected using several factors: high dollar value, acquisition stage, and congressional interest. The Emigrant Slimhole Drilling Project (“ESDP”) was a highly successful, phased resource evaluation program designed to evaluate the commercial geothermal potential of the eastern margin of the northern Fish Lake Valley pull-apart basin in west-central Nevada. The program involved three phases: (1) Resource evaluation; (2) Drilling and resource characterization; and (3) Resource testing and assessment. Efforts included detailed geologic mapping; 3-D modeling; compilation of a GIS database; and production of a conceptual geologic model followed by the successful drilling of the 2,938 foot deep 17-31 slimhole (core hole), which encountered commercial geothermal temperatures (327⁰ F) and exhibits an increasing, conductive, temperature gradient to total depth; completion of a short injection test; and compilation of a detailed geologic core log and revised geologic cross-sections. Results of the project greatly increased the understanding of the geologic model controlling the Emigrant geothermal resource. Information gained from the 17-31 core hole revealed the existence of commercial temperatures beneath the area in the Silver Peak Core Complex which is composed of formations that exhibit excellent reservoir characteristics. NSLS 2007 Activity Report (National Synchrotron Light Source Activity Report 2007)

The National Synchrotron Light Source is one of the world's most productive and cost-effective user facilities. With 2,219 individual users, about 100 more than last year, and a record-high 985 publications, 2007 was no exception. In addition to producing an impressive array of science highlights, which are included in this Activity Report, many NSLS users were honored this year for their scientific accomplishments. Throughout the year, there were major strides in the development of the scientific programs by strengthening strategic partnerships with major research resources and with the Center for Functional Nanomaterials (CFN). Of particular note, the Consortium for Materials Properties Research in Earth Sciences (COMPRES) received renewed funding for the next five years through the National Science Foundation. COMPRES operates four high-pressure NSLS beamlines--X17B2, X17B3, X17C, and U2A--and serves the earth science community as well as the rapidly expanding segment of researchers using high-pressure techniques in materials, chemical, and energy-related sciences. A joint appointment was made between the NSLS and Stony Brook University to further enhance interactions with COMPRES. There was major progress on two key beamline projects outlined in the Five-Year Strategic Plan: the X25 beamline upgrade and the construction of the X9 small angle scattering (SAXS) beamline. …

APS Science 2007.

This report provides research highlights from the Advanced Photon Source (APS). Although these highlights represent less than 10% of the published work from the APS in 2007, they give a flavor of the diversity and impact of user research at the facility. In the strategic planning the aim is to foster the growth of existing user communities and foresee new areas of research. This coming year finds the APS engaged in putting together, along with the users, a blueprint for the next five years, and making the case for a set of prioritized investments in beamlines, the accelerator, and infrastructure, each of which will be transformational in terms of scientific impact. As this is written plans are being formulated for an important user workshop on October 20-21, 2008, to prioritize strategic plans. The fruit from past investments can be seen in this report. Examples include the creation of a dedicated beamline for x-ray photon correlation spectroscopy at Sector 8, the evolution of dedicated high-energy x-ray scattering beamlines at sectors 1 and 11, a dedicated imaging beamline at Sector 32, and new beamlines for inelastic scattering and powder diffraction. FRIT DEVELOPMENT FOR HIGH LEVEL WASTE SLUDGE BATCH 5: COMPOSITIONAL TRENDS FOR VARYING ALUMINUM CONCENTRATIONS

The objective of this study was to experimentally measure the properties and performance of a series of glasses with compositions that could represent Sludge Batch 5 (SB5) as processed at the Defense Waste Processing Facility (DWPF). The data was used to provide recommendations to the Liquid Waste Organization (LWO) regarding blending and washing strategies in preparing SB5 based on acceptability of the glass compositions. These data were also used to guide frit optimization efforts as the SB5 composition was finalized. Glass compositions for this study were developed by combining a series of SB5 composition projections with a group of frits. Three composition projections for SB5 were developed using a model-based approach at Savannah River National Laboratory (SRNL). These compositions, referred to as SB5 Cases B, C and D, projected removal of 25, 50 and 75% (respectively) of the aluminum in Tank 51 through the low temperature aluminum dissolution process. The frits for this study (Frits 530 through 537) were selected based on their predicted operating windows (i.e., ranges of waste loadings over which the predicted properties of the glasses were acceptable) and their potential (based on historical trends) to provide acceptable melt rates for SB5. Various laboratory tests were carried at the R & D facility of BJ Services in Tomball, TX with BJ Services staff to predict and evaluate the performance of the Ceramicrete slurry for its effective use in permafrost cementing operations. Although other standards such as those of the American Standard for Testing Materials (ASTM) and Construction Specification Institute (CSI) exist, all these tests were standardized by the API. A summary of the tests traditionally used in the cement slurry design as well as the API tests reference document are provided in Table 7. All of these tests were performed within the scope of this research to evaluate properties of the Ceramicrete.

Global Nuclear Energy Partnership Programmatic Environmental Impact Statement

Abstract: The proposed Global Nuclear Energy Partnership (GNEP) Program, which is part of the President’s Advanced Energy Initiative, is intended to support a safe, secure, and sustainable expansion of nuclear energy, both domestically and internationally. Domestically, the GNEP Program would promote technologies that support economic, sustained production of nuclear-generated electricity, while reducing the impacts associated with spent nuclear fuel disposal and reducing proliferation risks. The Department of Energy (DOE) proposed action envisions changing the United States nuclear energy fuel cycle from an open (or once-through) fuel cycle—in which nuclear fuel is used in a power plant one time and the resulting spent nuclear fuel is stored for eventual disposal in a geologic repository—to a closed fuel cycle in which spent nuclear fuel would be recycled to recover energy-bearing components for use in new nuclear fuel. At this time, DOE has no specific proposed actions for the international component of the GNEP Program. Rather, the United States, through the GNEP Program, is considering various initiatives to work cooperatively with other nations.
