European Security: U.S. and European Contributions to Foster Stability and Security in Europe

A chapter report issued by the General Accounting Office with an abstract that begins "Since the end of the Cold War, the United States and its European allies are using smaller militaries, disbursing more development assistance, and increasing their reliance on multilateral organizations to provide for European security. Despite reductions in force levels and budgets, U.S. and European military forces have been actively engaged in peacekeeping and other security-enhancing activities in the region. The United States and its European allies have contributed to stability in the Balkans through various military and financial means. The Balkans operations have highlighted numerous shortfalls in the military capabilities of European allies, but competing budgetary priorities may limit their ability to remedy them before the end of the decade. Defense expenditures are expected to remain relatively flat in constant 2000 dollars over the next four to five years for most European allies, placing major defense initiatives sponsored by NATO and the European Union in jeopardy."

The Current Palestinian Uprising: Al-Aqsa Intifadah

Facing a September 13, 2000 deadline for concluding a comprehensive Israeli- Palestinian agreement on all permanent status issues, President Bill Clinton convened a trilateral summit with Israeli Prime Minister Ehud Barak and Palestine Liberation Organization (PLO) Chairman Yasser Arafat at Camp David on July 11, 2000. The summit, which lasted until July 24, 2000, did not produce an agreement. Members of 106th Congress responded to the al-Aqsa Intifadah by introducing bills that supported Israel’s actions, encouraged the U.S. Administration to oppose any anti-Israel resolutions in the United Nations, called upon Palestinians to negotiate a resolution, and proposed cutting foreign assistance to the Palestinians if they did not stop the uprising.

Egypt-United States Relations

Among the current issues in U.S.-Egyptian relations are the shared concerns over the terrorist attacks against Egyptian police, religious, government, and tourist facilities, and what those attacks maysignal for Egypt’s domestic stability. The two nations may disagree over Egypt’s interpretation of applying human rights practices to Islamic terrorists. The two countries disagree over the speed and depth, but not the need for some of Egypt’s economic reforms. Egypt and the United States agree on the importance of the Egyptian-Israeli peace treaty, the need to continue current Arab-Israel peace talks, and the need for regional stability. The two nations agree on Egypt’s determination to introduce democratic reforms to Egypt.

This report discusses the organization and operations of the MDBs. It shows the share of their lending by region and by economic sector. The report is based on preliminary data for 2000. (The fiscal years for the regional banks ended on December 31.) It uses data for 1999 (to mid-2000 for the World Bank) in several sections. It will be updated when newer data become available.

This study uses Kenneth Burke's concept of terministic filters to examine what the word security means to two different publics within the academic discipline of international relations. It studies the rhetoric feminist international relations theorists and contrasts their view security with that of realist and neo-realist interpretations of international affairs. This study claims to open up the possibility for studying the rhetoric of emergent movements through the use of dramatistic or terministic screens.

Afghanistan: Current Issues and U.S. Policy Concerns

The United States and its allies are helping Afghanistan emerging from more than 22 years of warfare, although substantial risk to Afghan stability remains. Before the U.S. military campaign against the orthodox Islamist Taliban movement began on October 7, 2001, Afghanistan had been mired in conflict since the Soviet invasion of Afghanistan in 1979. The defeat of the Taliban has enabled the United States and its coalition partners to send forces throughout Afghanistan to search for Taliban and Al Qaeda fighters and leaders that remain at large, including Osama bin Laden. As the war against remaining Al Qaeda and Taliban elements winds down, the United States is shifting its military focus toward stabilizing the interim government, including training a new Afghan national army, and supporting the international security force (ISAF) that is helping the new government provide security.

A Case Study of Leftist Terrorism in Turkey

Change in government has characterized the development of most nations. Sometimes this change has been marked by continued evolution, in a peaceful attempt to move forward. Other times, change has been fraught with violent revolution and terrorism. This process has been the subject of much debate by political scientists and economic philosophers. Today, Turkey suffers from continued threats to its government through violent acts of terrorism conducted by various groups, expressing ideologies of leftist and rightist organizations, as well as ethnic and religious extremists. This thesis examines DHKP/C as the primary leftist revolutionary group effecting Turkey, exploring its historical background in Europe and the Middle East, as well as its philosophical link to Marxism. Further, this treatise discusses the implication of revolution and terrorism expressed by DHKP/C; and explores innovative and peaceful solutions, strategies, and techniques to be used by the police forces of Turkey in combating this group
