Detection of underground structures and tunnels

This is the final report of a one year, Laboratory Directed Research and Development project at Los Alamos National Laboratory. There is a continuing need in the United States defense and drug interdiction for effective over, convert, and standoff means of detecting underground tunnels, structures, and objects. This project sought to begin an assessment of electromagnetic and gravitational gradient detection approaches to the detection of underground structures and tunnels.

Financial Reporting in Poland: Privatization of Select Firms Traded on the Warsaw Stock Exchange

Poland's transition from a centrally-planned economy (CPE) to a market economy began in 1989. Building a market economy out of the failures of a CPE represents an unprecedented process in the history of economic development. At the core of the transition is the privatization of state-owned enterprises (SOEs). Many problems encountered during privatization are accounting related, and before privatization can occur valuation issues must be resolved. What has been the role of accounting in Poland's transition? Accounting is an interactive process that reflects and creates reality. The accounting process facilitates the calculation of the value created by a firm by attempting to trace the flow of resources through the value-creating process, and it identifies, measures, records, summarizes, and reports transactions. How these transactions are internalized determines how they flow through the accounting process, and, because the former SOEs are complex organizations in transition, decisions concerning when and how to record events can be diverse. The primary objective of this study is to provide insight into the accounting transition in Poland by addressing issues of ownership rights, valuation, financial reporting, and disclosure. Operations other than war: Requirements for analysis tools research report

This report documents the research effort to determine the requirements for new or improved analysis tools to support decisions at the strategic and operational levels for military Operations Other than War (OOTW). The work was performed for the Commander in Chief, U.S. Pacific Command (USCINCPAC). The data collection was based on workshops attended by experts in OOTWs: analysis personnel from each of the Combatant Commands, the Services, the Office of the Secretary of Defense (OSD), the Joint Staff, and other knowledgeable personnel. Further data were gathered from other workshops and conferences and from the literature. The results of this research begin with the creation of a taxonomy of OOTWs: categories of operations, attributes of operations, and tasks requiring analytical support. The tasks are connected to the Joint Staff`s Universal Joint Task List (UJTL). Historical OOTWs are analyzed to produce frequency distributions by category and responsible CINC. The analysis products are synthesized into a list of requirements for analytical tools and definitions of the requirements. The report concludes with a timeline or roadmap for satisfying the requirements.

The role of clouds and oceans in global greenhouse warming. Final report

This research focuses on assessing connections between anthropogenic greenhouse gas emissions and global climatic change. it has been supported since the early 1990s in part by the DOE ``Quantitative Links`` Program (QLP). A three-year effort was originally proposed to the QLP to investigate effects f global cloudiness on global climate and its implications for cloud feedback; and to continue the development and application of climate/ocean models, with emphasis on coupled effects of greenhouse warming and feedbacks by clouds and oceans. It is well-known that cloud and ocean processes are major sources of uncertainty in the ability to predict climatic change from humankind`s greenhouse gas and aerosol emissions. And it has always been the objective to develop timely and useful analytical tools for addressing real world policy issues stemming from anthropogenic climate change.

International energy outlook 1996

This International Energy Outlook presents historical data from 1970 to 1993 and EIA`s projections of energy consumption and carbon emissions through 2015 for 6 country groups. Prospects for individual fuels are discussed. Summary tables of the IEO96 world energy consumption, oil production, and carbon emissions projections are provided in Appendix A. The reference case projections of total foreign energy consumption and of natural gas, coal, and renewable energy were prepared using EIA`s World Energy Projection System (WEPS) model. Reference case projections of foreign oil production and consumption were prepared using the International Energy Module of the National Energy Modeling System (NEMS). Nuclear consumption projections were derived from the International Nuclear Model, PC Version (PC-INM). Alternatively, nuclear capacity projections were developed using two methods: the lower reference case projections were based on analysts` knowledge of the nuclear programs in different countries; the upper reference case was generated by the World Integrated Nuclear Evaluation System (WINES)--a demand-driven model. In addition, the NEMS Coal Export Submodule (CES) was used to derive flows in international coal trade. As noted above, foreign projections of electricity demand are now projected as part of the WEPS. 64 figs., 62 tabs.
