The Uranium Mill Tailings Radiation Control Act (UMTRCA) of 1978, Public Law 95-604 (PL95-604), grants the Secretary of Energy the authority and responsibility to perform such actions as are necessary to minimize radiation health hazards and other environmental hazards caused by inactive uranium mill sites. This Technical Approach Document (TAD) describes the general technical approaches and design criteria adopted by the US Department of Energy (DOE) in order to implement remedial action plans (RAPS) and final designs that comply with EPA standards. It does not address the technical approaches necessary for aquifer restoration at processing sites; a guidance document, currently in preparation, will describe aquifer restoration concerns and technical protocols. This document is a second revision to the original document issued in May 1986; the revision has been made in response to changes to the groundwater standards of 40 CFR 192, Subparts A--C, proposed by EPA as draft standards. New sections were added to define the design approaches and designs necessary to comply with the groundwater standards. This document provides the modifications to the 1988 Remedial Action Plan (RAP) of the contaminated materials at the Monument Valley, Arizona, and Mexican Hat, Utah. The text detailing the modifications and attachments 1 through 6 are provided with this document. The RAP was developed to serve a two-fold purpose. It presents the activities proposed by the Department of Energy (DOE) to accomplish long-term stabilization and control of the residual radioactive materials (RRM) from Monument Valley, Arizona, and Mexican Hat, Utah, at the Mexican Hat disposal site. It also serves to document the concurrence of both the Navajo Nation and the Nuclear Regulatory Commission (NRC) in the remedial action. This agreement, upon execution by DOE and the Navajo Nation and concurrence by the NRC, becomes Appendix B of the Cooperative Agreement. This document has been structured to provide a comprehensive understanding of the remedial action proposed for the Monument Valley and Mexican Hat sites. It includes specific design and construction requirements for the remedial action. Pertinent information and data are included with reference given to the supporting documents.

Calculation of radon flux attenuation by earthen uranium mill tailings covers

This regulatory guide describes methods acceptable to the NRC staff for calculating radon fluxes through earthen covers and for calculating the resulting minimum cover thickness needed to meet NRC and EPA standards. The guide also suggests methods for obtaining the various parameters used in calculating the radon fluxes and earthen cover thicknesses and suggests default values for certain parameters. This regulatory guide is applicable to active uranium tailings sites. The NRC staff is using the methods stated in this guide as a basis for review and concurrence of DOE remedial action plans for inactive sites. The guidance is intended to be used for calculating radon flux attenuation by earthen uranium mill tailings covers. The parameter values and examples presented are limited to earthen cover materials, but the diffusion theory and the methods presented are also applicable to man-made materials. Detailed supporting information for calculating minimum cover thickness is published separately in the ''Radon Attenuation Handbook for Uranium Mill Tailings Cover Design,'' NUREG/CR-3533 (Ref. 1).

UMTRA Project remedial action planning and disposal cell design to comply with the proposed EPA (Environmental Protection Agency) standards (40 CFR Part 192)

The Uranium Mill Tailings Remedial Action (UMTRA) Project involves stabilizing 24 inactive uranium mill tailings piles in 10 states. Remedial work must meet standards established by the US Environmental Protection Agency (EPA). Remedial action must be designed and constructed to prevent dispersion of the tailings and other contaminated materials, and must prevent the inadvertent use of the tailings by man. This report is prepared primarily for distribution to parties involved in the UMTRA Project, including the US Nuclear Regulatory Commission (NRC), and states and tribes. It is intended to record the work done by the DOE since publication of the proposed EPA groundwater protection standards, and to show how the DOE has attempted to respond and react in a positive way to the new requirements that result from the proposed standards. This report discusses the groundwater compliance strategies now being defined and implemented by the DOE, and details the changes in disposal cell designs that result from studies to evaluate ways to facilitate compliance with the proposed EPA groundwater protection standards. This report also serves to record the technical advances, planning, and progress made on the UMTRA Project since the appearance of the proposed EPA groundwater protection standards. The report …

Summary of commercial conservation programs environmental issues and program consistency

Pacific Northwest Laboratory (PNL) conducted this study for the Office of Energy Resources of the Bonneville Power Administration. The purpose of the report is to compare and contrast the environmental requirements and issues involving Bonneville's residential conservation programs. In addition to environmental issues that Bonneville has addressed in environmental documents, this report also briefly examines new issues that may affect residential conservation programs. The key environmental concern confronting each of the programs with measures aimed at reducing air leakage in houses (both new and existing) is indoor air quality. There are inconsistencies in how the Weatherization Program and the New Homes programs approach indoor air quality. However, these differences make sense, given the character and constraints affecting how each program operates. Newer issues that have arisen include global warming, potential health effects of mineral and glass fibers, and possible fire hazards associated with plastic foam and cellulose insulation. Bonneville staff are aware of these issues as they relate to conservation programs. No action appears necessary at this time.
